>> the department, i am hoping people will come up on this item as well but perhaps not. the item before you is a proposed credit with the san francisco 49ers, the professional football team, they would be the sixth credit with them. it is a rent credit in the amount of $85,000, to not exceed $85,000 and those funds would be used to build a bridge crossing the hunters point expressway. it was initiated last year. we found it to be very successful in terms of increasing pedestrian safety. we are respectfully requesting rent credit to build a bridge

>> good afternoon commissioners. i am the executive director of the randall museum and under the new model the cultural arts manager for the department. and i am here to ask you to approve a piece of public artwork that will be affixed to the west facing wall, which is the rear of the auditorium of the museum that basically faces the parking lot of the museum. so, as you arrive you actually have this piece of artwork to see. it is a kinetic sexualityure that indicates the wind patterns on that west facing wall. interestingly enough we installed a prototype panel that's been up for several

months. we were able to observe that the arrows do move in union son. very beautiful sculpture. the artist is a local artist. we asked him to do something to make the west face of the building into a much more inviting context for people coming to the museum because the way the building was origin ally anticipated people would drive around the building to enter, but that origin plan was changed about 10 years ago. now all you see is the west facade. there are windows i think you

neighborhood parks. this is a proposal for a movie night at -- i want to explain one thing. it is for this saturday. it came to me, not even in time for the last commission meeting. we were not go to bring it to you. after much discussion the decision was made that they would do outreach and if there were problems we would hold it in the gym. rather than say no, no. we wanted to come forward and try to get it done for the community that wanted to do this. so i do want to explain the background for the late notice. this is part of a community building day. they had one last year where they planted trees. this time they want to have a picnic and a movie night at the end. it is a showing of the princess and the frog. they have been doing a bunch of community outreach. they created a flyer posted at

the rec center, park and everywhere else. they held a meeting the following tuesday and invited members of the public to come and attend. there were about eight members of the public. they flyered every house across the streets and rang doorbells and talked to members of the public about it as well. the meeting was attended. feedback we received has been positive. supervisor maxwell support its as well as the bay view police station. this would be a community movie night and we are looking for your approval. >> is the applicant here? >> let me hear public comment. >> i live on the same street as the park and rec center and i

love movie nights in san francisco. some of my best friends actually make movies. i am here to address the public outreach. the outreach did not happen. i never got a flyer. i live across the street from the little kids park. so somebody brokedown in their reporting back about the outreach i am afraid. when there is an outreach the people are enthusiastic and you would have gotten more than just eight people. i am just sketchy about the outreach. >> sounds like they were up against a time problem and we have to figure out how to do it better next time. but i agree with you. >> one other small point is that the park and rec area is right on arkansas street. and there is no parking expect

parking in front of my home. quite honestly the other side of the hill i have been held up at gun point. i am nervous walking a long way after dark. even though i love my neighborhood. you know, give us fair warning and i think maybe park and rec which sounds like you were rushed on this, maybe the next time give us a few more weeks. >> commissioner lee. >> to that point how did you determine one patrol officer versus two or three. what was your -- >> well, we have assigned two patrol people for this event and bay view station will be present. just so you know the people who are doing it did not require that it required community

figure out the website. filled out a permit and i sent it in. in the meantime, this was kind of an add-on that bridge thought would be good for community building. there seems to be a problem in san francisco around project areas where there is almost a wall. we are trying to break that wall down. so, there was an advertisement in the -- that came out august 1. this is a copy of the flyers that were posted on telephone poles and light poles. and we knocked on doors. if nobody answered, we put them there. we had a meeting that was attended by about eight people. no one was against it. we talked to the people directly across the street who have children who thought wow, this is fantastic. we are finally having that park

you have these in your pocket. i wanted to point it out. well, i am here to present and request the award of the contract -- there is a typo on the number. please refer to the last bids. it is $999,018. the recreation center and playground between 22nd and 23rd street the renovation of the children's play area at the

lower part of the park, which is located, i am pointing it out with my finger right here, close to the tennis courts and also to the basketball courts and the play area was completed in 2007. the scope of this project includes the renovation of the play area located adjaceant to the center and the reconfiguration of the entrance on arkansas street to be able to achieve compliance. landscape, irrigation and site furnishing. you don't have this in the package but i brought the newest layout of the site plan. basically what we are doing at

the entrance on arkansas street we are creating pedestrian separate entrance and vehicles for dropping visitors and handicap access. and then we have new asphalt around the recreation center. we are removing the old street. we are relocating one of the palms to be able to be out of the perimeter of the rec center, just planning for the future renovation of the recreation center and the playground area. actually it is within the back of the recreation center. it will have a new structure and area.

we are also doing the implementation of the improvements to the soft ball field which is located on the east area -- southeast area of the recreation center. we received five bids. two bids were rejected. and we got two lower bidders and one that is won over the construction contract. we will implement the construction contract by the end of september or early october with the duration of eight months and completion in may 2011. our objective review was being

done and i am recommending award of the construction contract. >> i came to the original presentation and overall the people i have spoken to in my neighborhood on arkansas street are very happy about this whole thing. i do have a couple of questions. adjaceant to the bridge project, now in the bridge plans of having their gardens coming up to the rim of the baseball field, which is overall a big nice, green place.

i am curious to know how the plans work with the bridge plans, which seem to have a couple of paths going on to the big field. and what the veap. that is an overall question that several of us would like to feel comfortable with. we are happy with what is going on. the only thing that i have any considerable questions about is the soft ball field. is that going to remain natural or is it going to have artificial turf. they finally said -- somebody listened to me about my tirades will lead poisoning and tire wheels. in a future date have some sort
