reviewed -- the view that this is a huge part of the city's success. we want to be part of that challenge, because we want to bring a balance where we are recognizing notified nonprofits, where revenue is going to the non-profit, et -- bona fides nonprofits. or somewhere between those areas. that is the one -- i really think that the sooner we can start some version of a promoter legislation, the sooner we can start tracking the bad actors and dealing with them. and, frankly, not interfering with a good, responsible operators. commissioner: so one of the mechanisms you would use to get the information that would be a

today's meeting. not a lot, but there are venues and we 5 said no, and we were candidly asked why we would ever say no, and that is because there have ñr when these were not license the boat license able spaces. does that kind of -- commissioner meko: there are probably hundreds of events where they do not have a permit, óso it would probably be an department to be searching out those that do not have a permit and issue a citation. there is a tragedy, like occurred this past weekend, then that is one place that is

operating without a permit. it is hard to do that after the fact. >> i agree with you. all in all, when we have owner operated establishments in san francisco, we can control of most. 95% of the problems -- which consistently of a problem when one of two things occurs. a business operator gives up his business to a promoter, and i guess the decision on a try to make is the group that we met with today is a group of responsible business operators. they have the track record, the work experience to, for the most part, do this. when you have checked every box possible, and something still

that would be how can we influence the narrative when there is a tragedy, and that narrative seems to be to look around and find the nearest entertainment venue and hang and yet, that became of the headline. the incident had nothing to do with the nightclub, and this gave the night club community an extraordinary sense of mistrust with the police department, and that 70 needs to be addressed somewhere along the way if we're

going to truly have a partnership. the fingers down and say, we are working together. we are not poking figures and blame. >> i cannot agree with you more. we brought this up when we talked about calling the police for services. that actually can help show the situation versus contributing to a problem. similarly, and i have to say i am a the law tumor to buy this. we do work very hard at actually clearing the initial finger- pointing, and i do not know who initiated that. i, certainly, -- what we are trying to do, and i think the industry would know this, i agree with you. there is a very high profile club. but my earlier comments or action, those are usually the good actors. this obscure location,dx[)m found that, and i would suggest, perhaps, the police department

may have kept tabs onñbcd guys in the neighborhood, but nonetheless, there are other clubs going on in that area. there was another successful event that night with a similar crowd it, again, a licensed business, but we worked really hard to overcome it, and i cannot speak to where they came from. i actually did not know they came from the department. i am not saying they did come of -- commissioner: that staff understands what we're trying to do through the community policing model, it would be helpful if through some of the police department, there could be a statement to the industry,

and we are not going to stick around and do that same kind of finger-pointing. having owners and managers reach out to the police department, if they are not afraid that their reputations are going to be brought down. i know there is concern that the headlines around the country has attached ruby skye to that event, and they were not even there. >> we obviously have an ongoing homicide investigation. i am trying to determine where all of this came from, so i am looking at more the venue component, and that is what we are getting further away from the reports. and, i would make is i a seen a

lot of articles about this story. it is amazing how inaccurate they are, and they are not always talking to a reliable source. but we have a different route with this one. we are trying to backtrack to what brought this behavior to this area, and it may be that it is none of the above. commissioner: i really think that is the way we are going to solve this violence. president roja: i have a teenage niece who lives in the city, and these parties, i am sure there is a lot more investigation to be done, but it seems to me the stories i have heard from her and her mother, it is the promoter that is selling all of these tickets, knowing that he

we were talking about going over the security plans. they seem to really want to improve on this, so it is very nice to have the effort with the entertainment commission and the police department working out the details and making it safer. as far as incidents over the last couple of weeks, the problem isn't -- at one place, it said on 8/8, 10, said gestation officers and i were

assigned to the detail. they were flagged down at the club on broadway. nine security guards or involved in fights with numerous patrons inside the club. one subject had been pushed out of the club and onto the sidewalk. 50 to 100 subjects, punching in rushing. the scene was truly chaotic. they hid the exit doors with such force that when doerr was knocked off of its hinges. subjects fled in all directions. a tense to handle this were futile. two subjects had been hit in the head and had to be transported. apparently, they were attacked by other patrons. the manager of the club agreed to close the club for the rest of the morning.

numerous patrons were on broadway, causing fights. as if pd were able to monitor the crowd into a dissipated and left the area, and a copy of the police report is attached. -- sf -- sfpd were able to monitor. after they left the club, then we have a lot of fights on the corridor. i cannot tie it specifically to the club, but we did have a stab a where two people were stabbed, and and aggravated assault a couple of hours later, but i have no correlation. that kind of gives you an idea of the chaos that was happening on broadway that night. i am asking if we can have a sit down with the club and see what we need to do, whether it be over serving or whenever we can find out, but we just cannot

were out there doing that and that sfpd was out there doing that. when an incident like that happens, then everyone would know about it almost instantly. i know we talked about that in the past. this is something that the the commission has touched on here in there. we went door-to-door, and it helped. we watched them shut their doors down note so they would not let people in. >> i would urge both this commission and the police department to reach out, because they are working also on finding a notification technology that can be implemented for all of its members, so if there are potentially violent scenarios, that information can go out, and

i know that the police department would be limited on how that kind of system could be deployed. it could be done with a great amount of more dispatch, let's say. >> this sounds pretty basic, but a great help to be able to come out for a situation like that. this is a great help. another thing that is starting to come up a little bit more is that over the weekend, new the fisherman's wharf area, they had a fight there where a patron was punched, and they tried to break it up, and one of the managers was struck over the head with a bottle, and the month before of

the commission, i talked about another fight there were a security guard was accused of striking a patron, and we only heard one side of the story, but twice this month, they have been there, so i would like to speak with them. they're deathly on our radar. there was a fight at the ruby skye at about 3:30 in the morning. and approximately a 300 hours, he was at the club, talking to an unknown female, when the suspect approached him, and the

victim said he apologized, and suddenly the suspect punched him in the right eye. the victim said that the suspect then punched him in the same i, which made him swell up. security did take care of it as far as separating them, but i am kind of wondering if we have an overconsumption area. one of the things that i brought up, looking at that in terms of may be having some speakers, , and i would like to bring this up to see if we could have some speakers give us the technology and the pros and cons of it. a couple of different reasons, if there is a serious incident, they determined that, yes, this is a valuable tools, number one,

there is a serious crime. the police would be able to take a look at it and see who was at the club vs. selling the witnesses. -- versus the witnesses. some identification to get in, maybe their behavior would be a little bit better, and they would not have fights. i have had a different functions with them a couple of times, and i am hoping they can take a leadership role in creating kind of a best practices. we talked about this briefly, a couple of meetings ago, it but you will have to see them do a training in almost a best practices. as far as for clubs and

promoters to do the whole thing. if a club is wondering about a promoter, they can go right to them. commissioner meko: it would be inexcusable given the level of detail, and i am not complaining on that. what i am concerned is are beginning in leveraged -- level of detail. the tenderloin certainly has plenty of unused and obis the plenty of problems.
