thank you very much, and i'm delighted to be here. >> clearly, there is a group of folks we have to recognize here. we would not be here today if it was not for the folks in the trenches with ft thec s andfmta and federal transit administration -- those are the folks that really brought this to fruition. they have a lot more hard work to do, as when you bring on any complicated technology like this. it does have its growing pains, and we will experience those, but you have a commitment from the mtc and mta that we will try to make this is painless as possible. i think it is a great day to have these new fare gauges, just another indication of how the mta is reinventing capital dollars to make sure the system is reliable and efficient and on time. we're going to have the project

12:15 pm
that i hope that we can make history along with liverpool, england, in protecting the health of our children. we want to target restaurants that serve toys with happy meals. this will set nutritional standards for companies to use voice -- toys. i would like to thank a couple of the co-authors along with the number of organizations and to help us with this project. our legislation is aimed at promoting healthy eating habits for children to address issues related to childhood obesity. this requires for fast food and other restaurants that use toys

there aren't the economic implications. -- there are the economic indications. there are the risk of heart disease, cancer, and diabetes. we have dedicated considerable resources to fighting childhood obesity with programs like shape up sf, healthy eating programs. programs that provide greater access to healthy foods. this legislation will help to further a cause that we have established as an important front to maintaining a high standard of living for people young and old. i registration will encourage restaurants that encourage and healthy meals for children and used to -- will have health your

toys and healthier eating habits and food access to children and families. i urge your support and thank you. >> thank you. >> thank you, madame clerk. i am introducing a number of items, a regular garden patch of policy for considerations. first, i am introducing an ordinance to authorize the reentry consul to work with the superior court. we created a reentry court. this requires that a steering committee reestablished and advised. this body established a council nearly two years ago which is
12:19 pm
perfectly suited to serve as the steering committee. i look forward to working with the security court -- superior court to create a court that will have a measurable impact on reducing recidivism. in a companion to the charter amendment that will be on the ballot, and introducing an ordinance that her skirt up -- prescribes the procedures. this ordinance is the complement of a proposition ew -- e . those that registers will cast provision about to make sure that it is verified before the vote is counted. if consulted with the department of elections, will continue to work to make the voter
12:20 pm
registration process as secure as possible. we aim to pass this ahead of the november elections so that people will better understand how the proposition will work. this would go only into effect if the proposition passes. we will become the first city in the state of california for election day voter registrations. as i indicated, there is a very lengthy and paper heavy plan, in the thousands of documents, i was inspired as i said in a key in the morning. all of our offices received thousands of pages of documents.
12:21 pm
today, and introducing an ordinance to overcome -- said that any of these documents can be sent electronically. this will not prohibit copies from being produced in this allow for hard copy agenda is to be reduced from meetings who are subject to the brown act. this will also allow hard copy documents which are legally required. this is not the end of paper but this is the beginning and goes hand in hand. along with the supervisor, i am
12:22 pm
proposing a tax that did not advance. we'll continue to work with the treasurer's office to make sure that we will search high and low for what we believe is an untapped revenue that is not being blow-collected. we will generate additional revenue. it is our hope that reputable department operators will improve and we shall crackdown on parking operators were not paying their fair share of taxes. the loopholes with strength in the tax collectors ability to enforce the tax. the failure to file tax returns
12:23 pm
improved enforcement of revenue control and equipment relatives. the city can claim these if operators to not pay back their taxes. if they fail to pay the parking tax, they install revenue commitment. well certainly would have liked to advance, to have this shortage to the treasurer's office and the city attorney's office. >> thank you.
12:24 pm
>> thank you, i have three measures i and submitted. the first is a measure of the housing action coalition helps to prepare with respect to student housing in san francisco. we have 14 issues of higher learning with a total of 140,000 students. this will allow for no student -- new student housing. the ordinance will allow for the conversion of offices as did housing-student housing. one of the major goals is to recognize and honor for student housing to develop to meet inclusionary requirements, they
12:25 pm
can be achieved with students themselves. for commercial building to convert, ownership, or -- is required. enforceable restrictions will be put in place so that if this fails to comply, this converts to standard housing which is then subject to the inclusion mary housing program. and co-sponsor of legislation being introduced by the mayor. this follows the early energy efficiency and the replacement of flights and commercial buildings, common areas, and
12:26 pm
residential buildings. this would require the department of the informant to collect summary statistics about the energy performance of nonresidential buildings and those are available to the public. this would require the owner of any building of an area of 5000 square feet or greater. the audits would have to meet industry standards and a qualified to energy professional. the size of the building would determine the scope of the audit. i am introducing an ordinance related to child care and i want to acknowledge my co-sponsor.
12:27 pm
i would like to thank the child care coordinator of as been an incredible advocates. the ordinance will add chapter 29 be to aid city funds for development project and a feasibility study for providing a child-care center. there is a substantial body of research showing that investment in high-quality during a child early years significantly improves full achievement but also a range of social and economic aspects throughout life. licensed care is available for only 43% of parents. this is unavailable,
12:28 pm
irrespective of affordability. there is a shortage of approximately 17,828 spaces overall from children ages 0-13. i look forward to the consideration and hearings. we have had considerations where this is part of the project and then the project was not happening and then we rescued by a stimulus funds.
12:29 pm
and this was really not moving forward with its commitment to develop meaningfully to child care in and around that facility where you are involved with the development of major new transit hubs, a major housing, commercial development. we are looking at a major city investment and facility and we have to do our due diligence.
