priorities should be. what do we want out of it? what passed should we take? we have been in this discussion since 2006 and i have no doubt in my mind that there are many citizens, many people who know about this project. this has been on the discussion process for quite some time. ludicrous as it may seem, the discussion is as it begins. we have a proposal, this is a

proposal that we can support, this is a proposal that we can work with, when we make that position, it is only then that we can began the real dialogue that is ahead of us. the real dialogue is to look at all the different aspects, the different points of view that have been brought forth. to look at what the lease arrangements should be, to look at the sustainability issues, the concept plans. this discussion is just about to begin that it can not begin unless we take action. i have no doubt that once we vote on this, the staff will go

back and begin the process of looking at the lease arrangements and the environmental issues, all of these concepts and so on and they will do that with the community input. we still have a way to go to really finalize all of this. i shall confident with what i've heard and when all is said and done, the commission will not settle for anything less than an arrangement in terms of the payments that we have had, that we have grown accustomed to and that we need in order to maintain that facility i am

confident about that and i also wanted to say that in terms sofa capital, we are getting a considerable cash payment. i think that that is a major plus. i do see a commitment to their -- a commitment there. there are good intentions on the part of the bitter -- bidder. what we will seeing is a lot more discussion on this project. you will see it project that is

more of a win-win for both the pros and cons here. i still confident that we will be getting the revenue that we need in order to continue to maintain our department. i am very supportive of not only the project, i feel that we have taken a long time and we have given this a really hard for many years and we still have more work to be done and i think that we should decide now.

parts of the city, that the length of the lease amortizes the improvements that are made. the responsibility of this commission is to put those pieces out for a competitive bid. this is for the marketplace and it reflects the public good. i met with the residence and i am in a position to say that i would like to see improvements here as well. they are a noble and honorable family. the fact is been meeting with the resonance that many of the things were put in there as a direct results and i think it kept to keeping the size and scope of the operations. no one can argue with this.

i think that that is something that you have to have a working relationship with the operator on. recommended vendor is one that won by a substantial amount. they have a long record in sustainable agriculture. so i think that we as a commission have to trust that process is the right process and that staff recommendation, barring any information that would detract from that, we have an obligation to support it. i intend to support it. seeing no other questions would ask for a motion. >> point of clarification, because i served on the selection committee i had believed i should recuse myself in interest of transparency. i mentioned that to members of

the museum that basically faces the parking lot of the museum. so, as you arrive you actually have this piece of artwork to see. it is a kinetic sexualityure that indicates the wind patterns on that west facing wall. interestingly enough we installed a prototype panel that's been up for several months. we were able to observe that the arrows do move in union son. very beautiful sculpture. the artist is a local artist. we asked him to do something to make the west face of the building into a much more inviting context for people coming to the museum because

the way the building was origin ally anticipated people would drive around the building to enter, but that origin plan was changed about 10 years ago. now all you see is the west facade. there are windows i think you can see in the illustration. and at the bottom right-hand corner you can see what the auditorium looks like right now. it is not a very inviting wall. so i think when the artwork will actually add tremendous amount of visual interest to the museum when you arrive. our request is that you approve this proposal. >> is there any public comment on this item? seeing none, public comment is closed. >> moved and seconded. all those in favor.

>> aye. >> any opposed? hearing none it is unanimous. >> item 10. >> good afternoon commissioners, i am bringing you another movie night which has become more popular in our neighborhood parks. this is a proposal for a movie night at -- i want to explain one thing. it is for this saturday. it came to me, not even in time for the last commission meeting. we were not go to bring it to you. after much discussion the decision was made that they would do outreach and if there were problems we would hold it in the gym. rather than say no, no. we wanted to come forward and try to get it done for the community that wanted to do this. so i do want to explain the background for the late notice.

this is part of a community building day. they had one last year where they planted trees. this time they want to have a picnic and a movie night at the end. it is a showing of the princess and the frog. they have been doing a bunch of community outreach. they created a flyer posted at the rec center, park and everywhere else. they held a meeting the following tuesday and invited members of the public to come and attend. there were about eight members of the public. they flyered every house across the streets and rang doorbells and talked to members of the public about it as well. the meeting was attended. feedback we received has been positive. supervisor maxwell support its as well as the bay view police station. this would be a community movie night and we are looking for

home from work at an early enough hour. i live in one of the older homes that does not have a garage. so i do have to lug groceries and quite personally living root across from the little kids part of the park on the weekends i don't have access to parking in front of my home. quite honestly the other side of the hill i have been held up at gun point. i am nervous walking a long way after dark. even though i love my neighborhood. you know, give us fair warning and i think maybe park and rec which sounds like you were rushed on this, maybe the next time give us a few more weeks. >> commissioner lee. >> to that point how did you

determine one patrol officer versus two or three. what was your -- >> well, we have assigned two patrol people for this event and bay view station will be present. just so you know the people who are doing it did not require that it required community outreach or public comment but they put it out to their local community. that is when we stuck is when i first realized that we had to come and do this and we did not just want to say no. >> you live on arkansas street? >> i have a letter from them confirming and i have pictures of the signs that were posted and that were given to me of the signs that were posted. >> we have more public comment.

the person who set everything up and it is tom boss. tom is the person who is putting this film on. i talked to him. i talked to felder to find out what the procedures were. he says you have to get a permit. took me probably a week to figure out the website. filled out a permit and i sent it in. in the meantime, this was kind of an add-on that bridge thought would be good for community building. there seems to be a problem in san francisco around project areas where there is almost a wall. we are trying to break that wall down. so, there was an advertisement in the -- that came out august 1. this is a copy of the flyers that were posted on telephone poles and light poles.

and we knocked on doors. if nobody answered, we put them there. we had a meeting that was attended by about eight people. no one was against it. we talked to the people directly across the street who have children who thought wow, this is fantastic. we are finally having that park arriving along with all of the other neighborhoods. i apologize for not reaching out to 700 arkansas street quite well. the captain is go to cover it. we are paying for park rangers. i don't think it will be a catastrophe. if it is, we obviously won't do it again. and i appreciate your support. >> thank you. >> thank you. >> is there any other public comment on item? seeing none public comment is closed. >> i would just say i think

everything sounds fine. i think it is confusing the first time you do an event like this because it is not clear how to do it. i would ask you if can take that flyer and canvass the neighborhood one more time so people do not come home from saturday and find they have no more parking. it is challenging. there is no department that deals with outdoor movies. first time is the hardest. some people didn't get it. if we can do it one more time i would feel good about it. >> commissioner lee. >> i don't know what the department policy is in terms of the noticing. because you are getting this late july for an event that will happen in less than a month. what is your policy generally? what is your cut-off? >> we don't have a cut-off.

in september. the overnight we brought you last time that they were doing at corona park, again, i got the application. i try to make these things happen. i would think if i had not had a backup i would not have been here because i could not put you in that situation. that would not have been fair. >> the other question i have is -- i forgot the other question i had. did you have a cut-off, how would the folks out there know that 60 days prior having to an event you have to have notice. >> we could put it on our website with the application. do not apply less than 60 days before the event. but we have freedom of speech rallies, issues come up. and we have to process freedom of speech rallies. if you parse your ways through the park code there is a heavy burden on us to turn around
