another story. we have recycling, a recycling center, but we have to have a native plant nursery in the city. we have planted over an acre of gardens of native plants adjacent to the recycling center. we have headlined the butterfly project and we have this new garden in frederick they would like to see. >> thank you very much. >> let me say that before any decision is made on the facility, that we do hear all sides of that subject matter. thank you. >> good afternoon. i am with nature in the city and i am gear on the same subject as the recycling center native plant nursery. we have been his partner for

several years, and this has become an important part of the restoration and community education program. we have seen a lot of stuff in the news this week and we are concerned and we want to underscore how important to the house committee and the ecology of san francisco this has become. i have 22 seconds left. we supplied plants to the community and backyard habitat restoration as well as the greenhare street corridor. this is endangered in san francisco and this is very important to restore this environment for the butterfly. thank you.

>> good afternoon, commissioners. very much. this is the selection of coit tower group to be the vendor, and to autorize -- authorize negotiations to allow them to

operate the facility. on february 10 of this year, we had elevator operation and a gift shop sales at the tower. we are working to properly promote this opportunity. we have received inquiries from five different parties, but because of the complex nature of this situation, which includes elevator operation as well as the maintenance of this historic building received only one response. in advance, we met with dwellers on telegraph hill on three occasions, in august and december of last year, and january of this year. in response to the feedback from these meetings, there was a memo that was drafted by people on telegraph hill. we included a number of -- all their feedback into this in the following ways.

the merchandise that was presently sold is to be upgraded by the staff and the food service must be high quality, and this must be in keeping of the historic nature of the facility. there would be no billboards, and there be stipulations about the timing of special events, no amplified sound, and there must be a coronation of traffic with the relevant agencies. we presented this at the telegraph hill neighborhood center, with representatives of telegraph hill attending. we also included representatives from the senior park project. we will present them to the community prior to the negotiations and we will return to the commission for your approval of the contract as well. this proposal was given by

vincent lo, and the major changes include a food cart selling food from neighborhood cafes, exterior ticket sales, so that people can be outside to enjoy the view, rather than waiting in the elevator, and a renovated souvenir site. the vendor will pay a rent of $680,000 against a percentage of growth -- gross receipts, which includes a% of the food revenue. they will only be permitted to undertake tap -- capital improvement with written approval of the department and this must be considered with the historic nature of the building. we have representatives of the pioneer park management and

the neighborhood groups and community leaders have all met and hammered out what we wanted. i will be on site, for the questions and concerns in the department and the commission. this is not going to be an absentee ownership or absentee management. this will be direct. standing before you today, are there any questions? >> thank you. >> annie chung and katherine betran. >> i am it with a nonprofit group that has been serving seniors in chinatown for 34 years. i am hear from item number nine. but because this has been supported by the family of lowe for 30 years, i have known them and i knew vincent when he was in high school. he was volunteering and this is

it took time to set up all the meetings, and reviewing the package, to streamline the process in the future, if you understood. the only one person bidding on this, you would want to go through the whole process and so, i would like to know what you think there was only one person making this offer, even if this process can be more efficient going forward. >> i think that this is a complex building. it is one of the most iconic facilities and a symbol of san francisco. anybody would be proud to operate this.

this requires a lot of maintenance, and for someone understanding food and beverage operations, to shop sells, and elevator operation and this is hard to find one person who has all those skills sets. we were excited that there were continuing to do this and they have proven that they have the skill sets and their interested in improving this facility in the way that we were wanting to see this improved. it is important that with all of the opportunities we open this up to open bidding. we would like a streamlined operation if possible even if there is only one offer. we cannot tell this beforehand. it is only the day of that we know how many people are going to stay there. it is important to keep this for

a public setting. >> you have scores ranging from 85 and one of them is rated at 55. this is a great range in stores. and it would have been helpful with multiple people making an offer, in a process like this. this is something that you could think about, in the future you can get more people offering to bed on these contracts. and making the process more competitive. >> this is the priority to continue to markets and get better, marketing this as well as possible. we are working with the golden gate restaurant association, and we are trying to do this and i appreciate what you have said very much.

>> is there any other comment? commissioners? i'll entertain a motion? all those in favor? thank you very much. >> item #eight at this time. >> good afternoon. i like to discuss the action item for a one-year lease, for the extension between the city and the boys and girls club of san francisco to offer recreation and assistance programs in the valley club house. the boys and girls clubs serves under 1200 youth, daily common inspiring them to reach their potential. this is in the arts and

recreation and skill development, character and leadership development. with respect to reaching out to the community around this initiative, we have this on item 16. this was the visitation valley -- and the following groups were notified of the community outreach meeting, and i will not list all of these. this is quite a lengthy list. we think that the girls and boys club this -- they offer high quality programming and they will fill the mission to provide activities with the youth in the city. there will be a one-year program, and that will pay $2,000 per month for the clubhouse.

if we will incurs the community to use the club house through the permits and reservations process, and this is on mornings and weekends. and they will apply for the field with our permits process. we have a number of people involved in this, including the san francisco housing authority in addition to the boys and girls club. commissioner lee: you had gone out and -- >> in the interest of activating these spaces, we spoke a lot about activating spaces. what we're doing is presenting a pilot program.

we were interested in activating an occupying the space as soon as possible, given the need for this in the community. and the longer that this remains close, which it closed, the higher the chance of something like vandalism. we are offering this program for one year, and we're putting this out for the space in the fall, and the boys and girls club will hopefully reply to this with everyone else, when this comes out. and that will be part of the process. >> in terms of your selection -- had to determine that there would be a real talent for this pilot program. >> we look at how this would go to the public and this is heavily used after-school -- and this is right next door to the

ballet school and a number of students were using the after- school program. this will provide similar programming, and there has been a need demonstrated in the community for this already. >> commissioner harrison? >> i noticed that you went out at least one week, prior when no one showed up at the meeting. is this something that we need to look at in the discussions involving outreach. and there would be a further. out for the program. >> we will ideally look for three weeks. we will be coming back tea with the gift policy and the minimum time friend of all -- one week. we have had other community outreach meetings and more people have come. people are very happy with the

boys and girls club and they feel like this is a good said.
