threat came about. it is seriously dangerous, a weapon that can, you know, change your thoughts and actions. she cannot handle this all by herself. we are failing to secure your safety as well as the safety of others, because now, police officers are being attacked by this weapon. i have been complaining for nine months, every day since january. i have been calling the chief. i have been leaving messages at your phone numbers, calling the d.a., investigations, fbi. nothing is done, nothing at all has happened in these nine months that have passed away, and all i am asking is for an emergency county or task force team to look into this. there is no team that is set up, and kelly is the only one doing this job. it is not funny.

i cannot say anything about it. where is the team that was supposed to be set up to counter this threat? you have done nothing, and now, they are attacking police officers. are you are sure you are feeling ok and thinking properly? you will not know anything how it hits you, change your thoughts, really stops you from thinking. you cannot think a word. you cannot think about any situation at all, and nothing is done. all i am asking for is an emergency team set up, and there is new team, and all i hear is that lieutenant-colonel -- lt. dunn has been working on it. nothing has been done at all. the fbi, the military, and the police, they get attacked, and the threat is growing larger,

attendants. they have been having to take up a shift at night. i am really nervous. i am not really good at this kind of talk, and i apologize for that. what has been happening is that they have been saying that they need enough time to do this job properly and tend to the horses safely in the daylight hours, said she has brought this up, and i am here to talk about it, wrote and i am losing it out here because this is not what i do, but basically, what has happened is our sergeants a bahn note to say that we need to do this right and keep the horses say. the lieutenant has gone to bat, and the captain is going to bat, and we keep coming up against

this wall of bureaucracy, so all we have been trying to do is say we would just like to do the job we are supposed to do with the ships that would help us to do that, and i did not expect to be speaking. i was expecting their to be somebody else. commissioner: are you talking about the stables? >> yes. >> we are both out at the park, and as of today, we have 10-hour shifts, and we are moving to working midnights, and they are moving us toward a-our ships, and we both worked day ships -- they are moving us toward a to our ships -- to 8-hour shifts. the issue becomes when you have horses, and when you go from a very light place to a very dark

place, they are just like children, and they get scared very easily, so when you take one out from a lit barn to a completely dark area, there is always a chance that one will spook and get very scared, bahn and it is a safety issue. our entire facility is concrete. and in the mornings in san francisco and golden gate park, the concrete is also slick, which presents an added safety issue, so we would like to have a 10-hour shift, to keep our 10- hour shift, so we will be allowed to turn the horses out in the daylight when it presents less of a safety issue to the horses and us, and we can still get the work in the barn done so the officers can maximize their

secretary reilly: item 3, upwards to the commission. -- reports to the commission. a is the chief's report, b is the occ report, and c are the commission reported. chief gascon: this week, we had a reduction for the rolling cycle. it was 6% for violent crime. and the was a 5% reduction in property crime. the numbers are continuing to

hold as we get further into the year. hautwe are now beginning to seee good numbers, especially from 2009, so you'll see a small shipping a percentage, but i think that we're still striving to hit that 10% reduction for the year, so that area looks really well. the trafficking area, we will have a new report available for you, but we are also doing very well. our regional 24/7 crime center, it looks like that will be october, november. the money has been held up pending safina approval. -- pefema approval. bahn we go forward to possibly

share this story? it was a very moving story, and i hope they come back. chief: yes, absolutely. we had an officer that was encountered by a very by an individual who assaulted him. penn this individual was at a local business, and this was a very large individual, very aggressive. they took the individual into custody, quite frankly avoiding injury to the officer or the suspect in this case, and they were commended today at a luncheon, and, yes, we look forward to having a commendation. commissioner hammer: i want to thank them and give them an accommodation. -- a accommodation -- a

commodation. and there was a statute. several citizens decided to engage in a protest. i was present and observed. i talked to the chief. the department handle itself professionally. the people were treated humanely. they were arrested, which was their desire at the time, and, again, having spoken with some of those who were arrested, the department was professional in very wrote many ways. chief gason: thank you very, very much. president marshall: any more questions for the chief? commissioner: is that other man coming in professor -- coming in? chief gason: i do not see him coming in today. president marshall: anything

further for the chief? next, we will move to the occ report. director: this morning, the chief investigator and i attended a crowd control readiness review course of the san francisco police academy. the course was a refresher for officers on crowd control techniques, including mass arrests, use of force, baton fouse, and field training. it is my understanding that there will be a training video from today's training session, and that concludes my report. president marshall: commissioners, anything further for the director? thank you very much.

the commission reports, let's start with the reminder of the entertainment commission meeting my first question would be, since that is on the agenda, we're supposed to be getting previews from the tee commissioner's right here -- the two commissioners right here. >> commissioner dejesus and i did meet, and we talked about having the proper scanners, a purpose of identification, the appropriate cameras inside and outside of the club, it is there is another unfortunate event. the police can determine who the perpetrators are. unfortunately, i just heard from a lieutenantreilly -- i have just heard from lt. reilly that

their next meeting is not scheduled until when, lt. reilly? secretary reilly: i did not give any indication they were going to take up the matter any time soon. >> when they volunteered to help with this, i was not at the meeting. i asked if i could help work on it because i have great interest in this. i got a call from commissioner audrey joseph yesterday. i was able to share with her some of the commission's concerns about why we are interested in having a joint meeting and some of the chief's concerns as well, and they said there currently working on a nighttime initiative, and were working with the police department on some of those issues already, and i told her

that i did not know about that. she indicated that in one or two eggs, they will get back to us, but they are pretty deep in developing this kind of initiative, so the door was not close. commissioner marshall? president marshall: i am a little bit confused, because, the tenants, we had -- secretary reilly: i have a positive indication, yes, commissioner. president marshall: 29th? secretary reilly: that was the proposed date. i would assume that they're acting as a commission just as we are acting as a commission. they were in favor of the idea. , however, the matter did not go before the of the most recent meeting. i do not know why, but i learned that we would get a response from them by letter.

what commissioner audrey joseph pass on to me. she is going on a trip. -- and i am passing on what commissioner audrey joseph passed on to me. that is exactly what i heard, commissioner. president marshall: lt. reilly, he is the official contact for the commission. secretary reilly: the indications to me were yes, positive, and i followed up with a letter because the matter had to go before of their entire commission, which was scheduled to do. however, that did not occur, as of right now, there is no date set. commissioner: a letter to the

director? secretary reilly: to the director. i did not get any indication as to why it did not go before them last night. president marshall: i guess at this point, we would take it off of the calendar then? secretary reilly: that would be my recommendation, yes, sir. president marshall: but we can still work on it for another time. ok, we will move on to something that we know is fairly firm, our retreat on october 4, and i want to thank commissioner aspiring -- i want to thank commissioners kingsley and chan. i would turn it over to you. commissioner: thank you.

commissioner chan and i worked on this together, and we determined that we wanted to emphasize this is a draft agenda. we encourage your feedback and changes to it. i am going to be the first half roughly, and commissioner chan will do the second half. does everyone have a copy? the first item is the ground rules, so we would be starting the retreat with that type of discussion, setting ground rules, and then providing an overview of the day. the second item would be reviewing our mission statement of the police commission, which we are obligated to keep current each year, and we will do a review of that just briefly. but the real needs of the first half of the retreat would be

item number three, which would be in the responsibilities of the police commission, and, really, the relationships of the police commission to the other parties that we have responsibilities with and to, and one would be the role of the commission, either as an individual and as a group member of the commission and to address our perceptions of appropriateness of working as an individual versus a group. the other. -- would be the relationship of the san francisco community, the relationship with the chief, the executive director, occ, communications and protocol across the board, both at commission meetings as well as

outside of the police department. and what we envision is that there would be two parts of three, and in the first part, each commissioner would take three minutes to simply explain to the other commissioners her/his view of the relationships of a through d, of how they interact, a strict three minutes per person uninterrupted, simply explaining their perspective and points of view. we would go through each of the items, a through f, and talk about them individually, each individual topic, and, again,

the idea is to share individual perspective, find our commonalities, discuss and find where there might be divergent opinions, not in a fashion that we are challenging each other but simply to understand where we're coming from and address questions in terms of the various areas that more seasons commissioners may have some answers and perspectives on them. so to bring those questions, and to identify any areas where we do want to pursue it later on, because there is something that has come up that we feel that a subcommittee should work on or that should be clarified or set a particular policy, but the real thing is to emphasize our understanding to create a more

solid working view of working together. then is lunch. we have designated half an hour for lunch at this point. and we thought that this would not be a working lunch in particular,wocthat lunch could e brought in. we would be in the same room but not to be conducting business during this time. in terms of the morning session, anticipated if we went with an agenda similar to this that the commissioners arise prepared with their two or three-minute presentations and also are prepared with thoughts, questions, items that they want to include for discussion in the items a through f under 3.

we are asking today for your feedback in terms of your and how you think that would best work, and itñi think witht pick that up? commissioner chan: ok, so the first part is understanding our relationship with each other, understanding where we need your coming from, and as we get after lunch, we are going to tackle our next big animal, which will be developing a plan, and it could be a fema plan, six months, or if we want to be ambitious, a one-year plan.

we would look at what it would accomplish that year and what are the criteria for what to prioritize, and this would be one hour, from 1:00 until 2:00. take a little break, and then we will discuss the priorities. this would be to figure out our priorities so there is some sort of criteria. pthis is not even a starting point. it is just a reference point, and we could come up with a list that is completely different. this is prioritizing our areas of concern. commissioner kingsley came up with this. we have a way of measuring and make sure we can address them,

and we are thinking about where the chief comes in with feedback, that we have in our discussion about communication and protocol and how to best make that effective, and then the final part, number seven, is a very quick exercise. this will not take very long.
