7:30 am
the numbers are continuing to hold as we get further into the year. hautwe are now beginning to seee good numbers, especially from 2009, so you'll see a small shipping a percentage, but i think that we're still striving to hit that 10% reduction for the year, so that area looks really well. the trafficking area, we will have a new report available for you, but we are also doing very well. our regional 24/7 crime center, it looks like that will be october, november. the money has been held up pending safina approval. -- pefema approval.
7:31 am
bahn we go forward to possibly around november -- we look forward to possibly around november. the 24/our crime center is called the bay area regional crime information center. they should be by the spring of 2011. some things will be automated. things looking very good in terms of that center moving forward, and that completes my report concerning crime. president marshall: questions for the chief? commissioner hammer? commissioner hammer: i attended a meeting, where you were a speaker at the bgeary st.
7:32 am
i was wondering if you could share this story? it was a very moving story, and i hope they come back. chief: yes, absolutely. we had an officer that was encountered by a very by an individual who assaulted him. penn this individual was at a local business, and this was a very large individual, very aggressive. they took the individual into custody, quite frankly avoiding injury to the officer or the suspect in this case, and they were commended today at a luncheon, and, yes, we look forward to having a commendation. commissioner hammer: i want to thank them and give them an accommodation. -- a accommodation -- a
7:33 am
commodation. and there was a statute. several citizens decided to engage in a protest. i was present and observed. i talked to the chief. the department handle itself professionally. the people were treated humanely. they were arrested, which was their desire at the time, and, again, having spoken with some of those who were arrested, the department was professional in very wrote many ways. chief gason: thank you very, very much. president marshall: any more questions for the chief? commissioner: is that other man coming in professor -- coming in? chief gason: i do not see him coming in today. president marshall: anything
7:34 am
further for the chief? next, we will move to the occ report. director: this morning, the chief investigator and i attended a crowd control readiness review course of the san francisco police academy. the course was a refresher for officers on crowd control techniques, including mass arrests, use of force, baton fouse, and field training. it is my understanding that there will be a training video from today's training session, and that concludes my report. president marshall: commissioners, anything further for the director? thank you very much.
7:35 am
the commission reports, let's start with the reminder of the entertainment commission meeting my first question would be, since that is on the agenda, we're supposed to be getting previews from the tee commissioner's right here -- the two commissioners right here. >> commissioner dejesus and i did meet, and we talked about having the proper scanners, a purpose of identification, the appropriate cameras inside and outside of the club, it is there is another unfortunate event. the police can determine who the perpetrators are. unfortunately, i just heard from a lieutenantreilly -- i have just heard from lt. reilly that
7:36 am
their next meeting is not scheduled until when, lt. reilly? secretary reilly: i did not give any indication they were going to take up the matter any time soon. >> when they volunteered to help with this, i was not at the meeting. i asked if i could help work on it because i have great interest in this. i got a call from commissioner audrey joseph yesterday. i was able to share with her some of the commission's concerns about why we are interested in having a joint meeting and some of the chief's concerns as well, and they said there currently working on a nighttime initiative, and were working with the police department on some of those
7:37 am
issues already, and i told her that i did not know about that. she indicated that in one or two eggs, they will get back to us, but they are pretty deep in developing this kind of initiative, so the door was not close. commissioner marshall? president marshall: i am a little bit confused, because, the tenants, we had -- secretary reilly: i have a positive indication, yes, commissioner. president marshall: 29th? secretary reilly: that was the proposed date. i would assume that they're acting as a commission just as we are acting as a commission. they were in favor of the idea. , however, the matter did not go before the of the most recent meeting. i do not know why, but i learned that we would get a response
7:38 am
from them by letter. president marshall: so i am hearing -- >> commissioner dejesus, commissioner hammer, it is an important idea, and commissioner dejesus has something very important, and i am glad they are working with the police department. it is our police department of their cleaning up the mess every night. president marshall: i am a little confused. i was under the impression that they did want to this meeting, and also, they would communicate with the inspector. >> this was a call out of the
7:39 am
blue to me, n.i.i. passing on what commissioner audrey joseph pass on to me. she is going on a trip. -- and i am passing on what commissioner audrey joseph passed on to me. that is exactly what i heard, commissioner. president marshall: lt. reilly, he is the official contact for the commission. secretary reilly: the indications to me were yes, positive, and i followed up with a letter because the matter had to go before of their entire commission, which was scheduled to do. however, that did not occur, as of right now, there is no date set. commissioner: a letter to the
7:40 am
director? secretary reilly: to the director. i did not get any indication as to why it did not go before them last night. president marshall: i guess at this point, we would take it off of the calendar then? secretary reilly: that would be my recommendation, yes, sir. president marshall: but we can still work on it for another time. ok, we will move on to something that we know is fairly firm, our retreat on october 4, and i want to thank commissioner aspiring -- i want to thank commissioners kingsley and chan. i would turn it over to you. commissioner: thank you.
7:41 am
commissioner chan and i worked on this together, and we determined that we wanted to emphasize this is a draft agenda. we encourage your feedback and changes to it. i am going to be the first half roughly, and commissioner chan will do the second half. does everyone have a copy? the first item is the ground rules, so we would be starting the retreat with that type of discussion, setting ground rules, and then providing an overview of the day. the second item would be reviewing our mission statement of the police commission, which we are obligated to keep current each year, and we will do a review of that just briefly. but the real needs of the first
7:42 am
half of the retreat would be item number three, which would be in the responsibilities of the police commission, and, really, the relationships of the police commission to the other parties that we have responsibilities with and to, and one would be the role of the commission, either as an individual and as a group member of the commission and to address our perceptions of appropriateness of working as an individual versus a group. the other. -- would be the relationship of the san francisco community, the relationship with the chief, the executive director, occ, communications and protocol across the board, both at commission meetings as well as
7:43 am
outside of the police department. and what we envision is that there would be two parts of three, and in the first part, each commissioner would take three minutes to simply explain to the other commissioners her/his view of the relationships of a through d, of how they interact, a strict three minutes per person uninterrupted, simply explaining their perspective and points of view. we would go through each of the items, a through f, and talk about them individually, each individual topic, and, again,
7:44 am
the idea is to share individual perspective, find our commonalities, discuss and find where there might be divergent opinions, not in a fashion that we are challenging each other but simply to understand where we're coming from and address questions in terms of the various areas that more seasons commissioners may have some answers and perspectives on them. so to bring those questions, and to identify any areas where we do want to pursue it later on, because there is something that has come up that we feel that a subcommittee should work on or that should be clarified or set a particular policy, but the real thing is to emphasize our understanding to create a more
7:45 am
solid working view of working together. then is lunch. we have designated half an hour for lunch at this point. and we thought that this would not be a working lunch in particular, wocthat lunch could e brought in. we would be in the same room but not to be conducting business during this time. in terms of the morning session, anticipated if we went with an agenda similar to this that the commissioners arise prepared with their two or three-minute presentations and also are prepared with thoughts, questions, items that they want to include for discussion in the items a through f under 3.
7:46 am
we are asking today for your feedback in terms of your and how you think that would best work, and itñi think witht pick that up? commissioner chan: ok, so the first part is understanding our relationship with each other, understanding where we need your coming from, and as we get after lunch, we are going to tackle our next big animal, which will be developing a plan, and it could be a fema plan, six
7:47 am
months, or if we want to be ambitious, a one-year plan. we would look at what it would accomplish that year and what are the criteria for what to prioritize, and this would be one hour, from 1:00 until 2:00. take a little break, and then we will discuss the priorities. this would be to figure out our priorities so there is some sort of criteria. pthis is not even a starting point. it is just a reference point, and we could come up with a list that is completely different. this is prioritizing our areas of concern. commissioner kingsley came up with this. we have a way of measuring and make sure we can address them,
7:48 am
and we are thinking about where the chief comes in with feedback, that we have in our discussion about communication and protocol and how to best make that effective, and then the final part, number seven, is a very quick exercise. this will not take very long.
7:49 am
commissioner kingsley: i just sñ for the afternoon to fit into the 2:00 p.m. until 4:00 p.m. slot, and we understand that the chief and the director would be present for that, as we felt that it was important for us to get that kind of feedback and interaction for that park, especially, and the other thing that came to mind is that mr. slaughter has beenmk be a new memberot-=$ií9sl commission, and apparently, and it is my understanding he will the would want to make sure he could put that on his calendar to be sworn in at that pointnxiñi or t least be invited and europe made aware -- he could be invited to
7:50 am
be made aware of this. " with where we are, and to provide input as a member of the public. the other item in terms of preparation is that we go again with this agenda set up, it would be important that the commissioners come prepared with your thoughts in terms of objectives of the police commission as well as criteria for establishing priorities and we will need to determine that versus an action item. when we were talking about objectives, it was somewhat general but also somewhat specific, objectives that could potentially become one of the
7:51 am
criteria itself in creating some priorities here on actions of the police commission. president marshall: thank you both. you want to begin by getting some feedback on the agenda. again, i want to thank you again for putting this in front of us. commissioner mazzucco? commissioner mazzucco: i want to thank you both for doing this, and i think it is important for the city attorney to be with us concerning what we do as a commission is confined within our roles and responsibilities and legal obligations, so that would be important to give us a road map as far as how far we can go as a commission that is
7:52 am
responsible for policies and procedures in the san francisco police department, so i know you said you would be available, and that is important. thank you. >> [off microphone] this seems to fall within your proposed item number three. i would be happy to do that. commissioner mazzucco: thank you. president marshall: commissioner hammer? commissioner hammer: i think the topics are all on a point, so i have one suggestion. you did the hard work to put this together. i suggest we start at 9:00 rather than 10:00,eç and thisss
7:53 am
just a suggestion, and that we also work through lunch. my preference would be to have a short meeting, but i am happy to do it as a group. we are participating as a group, so my suggestion would be to w3 work through lunch and perhaps stop at about 2:30. commissioner chan:oc$ú i undersd that the chief is available from 2:00 until 4:00 that day. that was the idea. of this is listening to the
7:54 am
chief, i think, and give direction where the department needs it. i don't know why we can't do that over sandwiches. >> the chief won't be here at that time. maybe we just go with, because you bring up some really good points here, maybe we just come with a show of hands on preferences. we first drafted this with working through lunch, and then we thought we may need to decompress a little bit, go on to a different topic and coup come back refreshed rather than work straight through. whatever anybody wants to do is fine here. president marshall: let me say something here.
7:55 am
this is a retreat, and i would not like us to rush out of there. i would like us to spend as much time as necessary, reasonable time, to get it done. that's what i'm saying. i don't want us to leave unfulfilled, because this is what we set this whole thing up for. we set this up to accomplish some certain things. i would ask the commissioners to sort of have that in mind. we don't want the clock to necessarily stop the work. with the understanding of what we would like to achieve that day. commissioner chan: i share your understanding on being effective with time. i understand. commissioner dejesus: i am looking forward to our retreat and having an open and frank
7:56 am
discussion without confrontation, as you say, but i do look forward to that. the only thing that i am looking at this, and i'm happy to go there and have all this discussion. that's not it. but i do want to copy it, and i think i've told you personally, that i think there are really big ticket items, and it is a good idea to plan for them, especially if we know they are coming, but i also think we need to be fluid, as well. we need to -- when you were speaking about that, that seems to come up. i know the vehicle tow issue was something that landed on our lap. it wasn't planned. i know the secure community issue came up and it landed in our lap, and it had to be done. i wouldn't want to set some type of system that prevents commissioners from exercising the rules available to them under the commission in terms of adding an item.
7:57 am
president marshall: i tell you what -- commissioner dejesus: no, let me finish. i was here when the first priority list was set, and so was commissioner marshall. we kept saying, what happened to my issue? what happened to my issue? we tried to prior ties -- prioritize them. but it wasn't set in concrete. we also put things in as they came up. we know the marijuana issue is on in november. we know if that passes, it is going to probably require changes to our bulletin and how we do things. we also now from the presentation that i have that i am interested in what kind of training the department is currently getting. i think there are changes that need to be made to the bulletin right now. that is something that needs to be on the priority list. which ever way the wind blows, there are still issues to be depelt dealt with -- to be dealt
7:58 am
with on that bulletin. so that's an item we should be prepared to deal with. so i like the idea of having what we know is on the horizon and stuff. i just don't want to get locked on to a bangkok where it is not -- into a box where it is not on the priority list and we have to bathe wait until next year to address it. that's how i'm going into this. i'm going into this with that understand. now you can talk. president marshall: and -- i don't want to say "and" to that negative, but that is part of how we want to discuss it. commissioner dejesus: and i think the idea of the new commissioner being sworn in, i think that is great if he can come to a retreat, because they are very rare. it is hard to get us all together f -- together on a saturday. i am happy to put the time in and get it done.
7:59 am
i can live with the time. president marshall: are there questions on the agenda? commissioner kingsley: did you want to discuss this? commissioner chan: fillation is key to this, making sure we stay on time, making sure we are focused, making sure we all get heard and we all share the mic, so we were thinking each section could be assigned to facilitate. i did that recently with a coalition of organizations. it worked out really well, and we shared leadership and shared the mic. we could have an outside facilitator. i am looking into seeing if we have any money to do that. i actually put in a couple e-mails to good facilitators i knew to see if they are available. if you now know of a good facilitator, we don't have much time, so please see if you know somebody. or we could nominate one o
