and ordinary san franciscans. he leaves behind his partner and many friends and family here in north beach. the last one i have today, mr. choi is someone who was known as an incredible leader in the community. he led many fights, including some very well-known fights against the evictions in the north beach chinatown area. he was a well-known personality in the north beach area. i am calling for a hearing of the public safety committee to review how our city provides and coordinates services to crime victims. my experience as a former prosecutor and interacting with victims in the wake of the incidents earlier this year,

claim victim after claim victim came to our office to express their frustration in being able to access various city services and providing information to law enforcement, otherwise receiving services for our city. i am asking various departments to come and explain what sort of services they provide and what gaps they believe exist between the city and various crime victims. with that, the rest of my items i will submit. >> supervisor campos. supervisor campos: i simply want to recognize it -- i will be introducing a resolution that deals with a very serious issue, many of us may know that a 5000 californians make suicide attempts each year.

nine die every day from suicide it here and in the bay area. 30 residence's jump of the bridge each year. since 1937, when the bridge was open, more than 1300 people have jumped to their deaths. i think that most of us are aware what work the assembly men -- an assembly member has done for years trying to convince the board to essentially create a suicide barrier. after more than 70 years of debate at 1300 lives lost, there was action taken and we are very pleased.

passed away just a couple of minutes ago. someone who grew up on the west side of the city, any time you went to dinner or an event, he was there. it didn't matter if you were a kid or a senior, he always had a package of bubble gum for everybody, and he did that 30 years ago, up to the last time i saw him. he pulled me aside and gave me a thing of bubble gum. he was always keeping up with district seven issues and statewide issues. he always had no problem sherry in his opinion in a very friendly way. he was a great advocate for the community and as a legislator. certainly, we have our condolences for his wonderful wife arlene who has been a

tremendous caregiver. >> without objection, that will be the case. >> the man who built the cultural center died a few weeks ago. he was one of the leaders of the irish cultural center at served as the initial president, came back as president, retired, came back again. he made that building what it is today on top of being a tremendous father, a tremendous grandfather, and he was a good friend to me and a good friend to others. he is someone who without question, his legacy will live on for generations to come. while i have a few others, the other a lot like to mention,

judge desmond passed away just a couple of weeks ago. again, if we could adjourn today in his memory, i would appreciate it. and our colleagues at the board of supervisors, ken jager, a wonderful public servant, and his father passed away. the county of riverside owes all of its free weights to his father. on behalf of him, if we could adjourn in his father's memory, i would appreciate that. supervisor mirkarimi: since it has been awhile since we have met due to the recess, i have some in-memoriams i didn't want to forget. assemblymen myers will be

missed. my first is for mrs. cecilia o koya-dayoka. she died in nigeria after having surgery at a teaching hospital. her son is a hard-working naturalized citizen from nigeria. he used to volunteer at my office and now works at the committee center. his father was killed in the war in the 1960's. he has had to take care of his family both from nigeria and his -- the next memorialist --- memoriam was a friend of mine that live right around the

corner. he was a gifted graphic artist that shared his passion with the small business community. his company was one of the early pioneers in green-conscious printing. he worked with the human rights commission, the naacp and the entrepreneur center. next is an in-memoriam that is well reported on by this wonderful person from germany who was killed on his bicycle by some people who had attempted to flee the scene until sfpd was able to apprehend the people that tried to flee. he tragically passed away after being struck on his bike. he has left behind his parents and two sisters, grew up in

germany, lived in switzerland. his love of travel in the jazz brought and the san francisco. they buried him in berlin last week. his high school band played some of his favorite songs including "when the saints go marching in." the neighborhood organization and others helped provide for a vigil that i attended which was well turned out at well assured in honor of him and to retrench our commitment that these kind of deaths will not happen again. next, joyce was born in 1940 and was tragically killed after being struck by a car. she is survived by her husband of 47 years. her four daughters, and%,

robert. she worked long hours in her family owned business. she had just recently retired after 30 years. she was a loving wife, mother, and grandmother who will be missed by all. his friends and family knew him as steve-o, born in 1960. steve-o was the father of four beautiful children. he was carrying to his brother and his four siblings. in 1960, he loved to ride the hills of san francisco. he started a contract in business. he loved spending time with his family and time in italy.

supervisor dufty: i have some in-memoriams to submit. douglas paul satterbaum was planning to ride this year before he was diagnosed with cancer. he came here after growing up in wisconsin and for a number of years, he most recently was director at charles schwab. there is a plane crash that took the life of a san francisco teenager that passed away. she was just shy of her nineteenth birthday, and her plane crashed near mount everest, killing all of the individuals on board. she was a very active member of the san francisco jewish community. she spent her summer working at

an orphanage nearby. she was a graduate of st. ignacious college prep. she brought together arab and jewish students in her school work. i am also submitting and in the war and -- an in-memoriam. it was for the longest-running columnist for the bay area reporter. they started out as a housemaid that was the original publisher of the publication, and he was the original columnist starting in 1971 until this year, writing a column that focused on the lights in san francisco, and he was a seminal part of gay history, all the changes that

took place. and lastly, i wanted to join the supervisor maxwell in memoriam for james ashley, the mother of the publisher who passed after a link for the illness and was a very strong parent who was a single mom, raised three daughters and really was someone of great substance and integrity. i would like to yield two supervisor maxwell. supervisor maxwell: she worked for the army for over 30 years and she invested in her children and endeavored to view them with a sense of honesty. she taught her children to never give in and never give up. she also said, if i could call one thing that is a success, my

children have a sense of values. the success of a single mother was the unconditional love of her children. she left no stone unturned to live that life. she showed a by example what it means to think big, in a dream large. she will be missed by all who knew her. >> mr. president, -- supervisor chu, you wish to be re-referred. supervisor chu: supervisor maxwell had spoken earlier about the san bruno incident. there are many words that have been shared about the incident, so i will not go further into it. but as supervisor maxwell

mentioned earlier, we want our fire chief conducting the to the infrastructure review. it is important for many of our local communities and our neighborhoods to understand where the infrastructure lies and where the vulnerabilities may be. it would help us have a better and clearer response to incidences in san francisco. i do want to provide a little bit of information about an individual that passed away and hope that we can adjourn in her memory. she was born in ireland and emigrated in 1952. she has been civilian board member of our committee. in a body that drives -- it has to do with her advocacy in that area. she had not only been a great participant in the community,

but she was one of the first female at the church, she has three wonderful daughters who have all raised their families. we adjourn the only for her advocacy but for her great contribution to the community. >> mr. president, that concludes rollcall for introduction. president chiu: i would like to go back to the city place appeal. if you can call item 25-28. >> july 8, 2010, certification of a final environmental impact report at market street for a proposed regional shopping center also known as city place. item 27 is a motion reversing the commission certification of

the final environmental impact report, and item 28 will direct the clerk to prepare findings. >> we have an appeal of the final environmental impact report for 935-965 market street. will be considering the adequacy, accuracy, and completeness of the final eir that you have copies of. we will hear from the appellant who will have to administer describe the grounds of the appeal. we will hear public comment. each speaker has two minutes. we will hear from the planning department who will have two minutes to describe decertification of the eir. the project sponsor will have up to 10 minutes to speak. and you will have individuals that wish to speak on behalf of

the party interest. the appellants will have three minutes for a rebuttal. unless there are any questions, i will ask supervisor daly if you have any remarks. supervisor daly: first, the not great news, even though my office in addition to the president goes in office helped some discussions between the project sponsor and the appellants, we were not able to get to a place where everybody was happy enough to sell and move on. it is not all downside. if we look at the ceqa documents, one of the big issues

identified their in terms of traffic in this area, colleagues, he received a copy of the letter from the market street holdings, better known as the project sponsor for city place. a really novel and ground- breaking idea that ironically was first introduced to meet by one of the appellants, which is to basically make 20 cent surcharge per vehicle paying a parking fee to exit from the city placed garage. one of the limitations over in the environmental review of the planning department, there are

modeling a round trip generation, and we have had quite a lengthy discussion on that a few weeks ago about this. i think that there is work to be done at the planning department to get a better grasp of how parking relates to trip generation in the best parts of our city. i think the discussion on the garage and then president chiu's district was informative as well. we have a model that i think will accomplish two major things. it will generate money, potentially up to present value of $1.8 million for improvements for pedestrians, bicyclists in terms of the

streetscape and the ability here in the mid market. in terms of the cost of driving, the cost of driving to downtown spearheaded by a my former colleague for many many years, now being discussed at the transportation authority. i think that we will have this hearing and that there are significant issues to be discussed in terms of environmental impact. i do want to hear from the appellant in terms of outstanding concerns, but i do want to report very good news that they will take a look at additional improvements in the area where there were some

concerns identified within their own eir. i know that there are other issues that will come up, but i do want to think of the project sponsor, and we may be came out of pocket today a little more than he was planning to. of like to thank the team in the appellants who either support or oppose this most important project which gets a lot of attention in terms of talk, but usually not a lot in terms of action. >> i want to reiterate and thank both of the appellants and the project sponsors. thank you for trying to work through these issues in recent days. i also agree with a supervisor daly about the good news on progress.

why don't ask the appellants if you can step up. you have up to 10 minutes. you should use the other microphone to your right. >> that afternoon, president chiu, members of the board. i brought this appeal with the intention of asking to approve the the city place project. we are asking the board to make city placed a more environmentally and publicly responsible project. if i could have my slide up at this point, i would appreciate it. thank you. we submit responsible plans to revitalize and reinvigorate their market. it is a step forward in that direction.

this project is located at the very heart of san francisco within the line of sight of fifth and market. in a way that few projects do, the decision you make will affect the look, feel, and character of it for generations to come. it is too much to ask you to plan this afternoon for the next seven generations, but we don't think it is too much ask that you not rush to judgment and not make a decision that the city will regret for generations to come. i am going to speak to the visual aesthetic and historic issues. others will speak to the pedestrian and bicycle safety issues that i know are topical in light of some of the memorial's this afternoon, and

also the parking in traffic issues. we challenge the conclusion of the eir that the construction of the building will not have a substantial impact on the existing character. it is an entire context, it is a fabric, it is a continuity. can it really be said that this building would not have a substantial impact on the vicinity of this historical the and aesthetically sensitive district? the answer is no, and we urge you to reject the conclusion. we also challenged the conclusion that the retail frontage of the saint francis theatre is not worthy of

protection and incorporation into the project. it is the work of a master architect. the principal architect of the university of california at berkeley, the architect of the auditorium. it is characteristic of mid market and has been for 100 years. people know its not as the theater, but for its contribution to middle-market's character. this is the retail frontage today in tact. it continues to contribute to the visual aesthetic and historic character. it definitely needs renovation, the you can see the details showing the fine hand. there is no evidence in the record before you that it would either be unfeasible to rehabilitate this frontage and

making part of the project. if we can strip the chronicle building and restore it so that it is a local landmark, we can certainly restore the facades of the saint francis as an important contributor to the character of it market. our intention is not to oppose this project, it is to improve it. the board should create an opportunity to that end, and we ask that they either vote to deny certification or to defer its decision to that we can come back with an improved project for this board. president chiu: thank you. >> i am losing my voice, but i am the executive director. we are actually located in mid market since we were founded in

2002. my office is just a few doors down and we definitely want to see a great project going on this parcel. what is actually really troubling to us it is that this environmental analysis has really put it this project against the issues of pedestrian safety. we have been involved in planning that our neighborhoods full of seniors, full of children, they are exposed to terrific amounts of traffic. these neighborhoods are very dangerous. the blocks immediately adjacent to this project that will be affected most are the most dangerous blocks in terms of pedestrian injuries and fatalities. we're really talking about the issues of life and death, the fact that this project is not
