commissioner chiu: thank you very much. next speaker. >> last year, i'll learn the truth about 9/11 -- i learned the truth about 9/11. this resulted in a loss of respect for president bush and cheney and a loss of motivation for this war, which i took off my bumper stickers, the "god bless our troops" and "we support our troops." the third was respect for 90% of the talk-show hosts. alex jones, i respect. for instance, let me tell you what happened.

i listen to christian radio a lot of the times, and one of the christians states in fremont, and i went to dr. craig roberts, i was not able to listen to him and was not able to talk to him, but the manager of capex radio told me he was not going to talk about the facts of the crime scene of 9/11, and he had instructed craig roberts and andy berlin that they were not allowed to talk about the fact of the crime scene. he said he had instructed them not to talk about the facts of the crime scene. that is sad. that shows there is very little real talk radio. the last vestige of freedom is the internet, but you know what? in spite of the fact that 9/11 is clearly shown to be an inside job, it is the prelude to the judgment day. maybe jesus will come tomorrow. is there some sort of a delay?

my understanding of the process is six months and some days already. where is jesus? where is he? [inaudible] whoever is handling this. commissioner chiu: it is showing up right now. >> excuse me, i am very pissed off. i am appalled. i look at the situation that has a hand here. you have a couple of limits on here, but i have been studying city government for over a decade. let me just say one thing -- with the city coming to my community, western addition is unacceptable. i want a total investigation of how the city and county, the

mayor's office spent $150,000 coming into my community, bringing all this crap into our community, blocking streets and churches. i wake up a 7:30 in the morning, and i see everyone in our community walking around on bicycles. but they did not include us. whatever but they have on that database, it was a racist button because i am appalled. i do not have time to talk here, but i see you guys wasting government time. i am here to ask the president to give me two more minutes to talk about crucial issues in our community, which is district 5. you could do it. it is in the charter. if you cannot do that, how will you decide who will be our next mayor? do not play with me right now. i need two minutes. let me continue on. the city and county which passes your money on to

redevelopment work support. that is in my community, and you have a director that is about to be resigned, but that office does not do anything for our community. i have a million things to say that i cannot say enough. there needs to be oversight in city government. there is a disconnect with our government and city hall. there is a disconnect between you and the mayor. he does not care. a lot of you do not care. i happen to be an african- american. commissioner chiu: thank you very much, mr. washington. >> ok, listen to this, ask you -- commissioner chiu: unfortunately, i need to provide everyone a uniform time for public comment. >> everybody is supposed to be concerned about an issue in our community. commissioner chiu: mr.

library users association. six of the branches are closed with only bookmobile service, but you would not even know that from some of the branches when you go up to them and see what is present for the public -- almost nothing. as you can see from this picture of park branch, you have a chain-link fence. you have a fund-raising son, a big sign here, concerning who is in charge and was on the library commission, danger signs, very much in the back is a sign 30 feet set back from the sidewalk that says "park branch is closed for renovation." in much smaller tight if you can even see it from the street, it talks about the bookmobile and

the alternate program for children's programs. there's nothing about other over the library facilities. there is nothing about library programs, such as the summer reading program for children and adults. what is paramount from this scene is fund raising, construction, and last, the public, which is very little provided for with respect to what other library services are available. it is an unfortunate thing, but with $188 million project for construction and renovation, that there cannot be a bulletin board with a light showing what those other facilities are that the library has and what kinds of programs the library is offering the public. thank you. commissioner chiu: thank you.

i'd like to ask of some of the representatives. the president of the board, executive director, the secretary of the board, the vice president of the board, and one of the need artists of the wonderful installation, which i will talk abou last week, i have the honor speaking at a presentation in the southeast corner of my district. the blackrock arts organization was the organization behind bringing this great project to one of our spaces. they have been pioneering a very exciting new model for public arts in which they partner with neighborhoods and communities and city governments to temporarily placed city art project. the products that are facilitated by it as collaborative one have generated tremendous social but as a patient brought the process

of both the installation and participation. since the first installation that they assisted with several years ago, we have now had several major installations in various major public spaces throughout the city, which have been extremely well received from every neighborhood that has been in. most of the neighborhoods have come, what is known internationally known festival, which was born in san francisco 25 years ago. from my perspective and i think many of my colleagues share this perspective, i think we need to do everything we can to help our city really grow, not just the are cystic -- the artistic community but our city's artistic economy. we need to promote breast core values of activity, community, and activism. i want to thank those of you with the foundation and the community for all you have been doing both for san francisco for

the world and for our wonderful public spaces in our city. thank you. [applause] >> it is a real privilege to be able to serve the community with the black rock foundation's work. this is where our roots are, and this is where a lot of our activity happens. although we are expanding worldwide, the burning man organization is world renowned, and a lot of people do not understand or realize that the black rock arts foundation supports artists all year round, and we have a big presence in san francisco. have you all see in the rocket ship down at pier 14? i highly recommend you go check it out. it is this beautiful retro futuristic looked from the

1920's or 1930's, and flash gordon comes to mind. when we were installing it, an elderly gentleman wearing a service cap -- they were veterans of foreign wars, giggling like schoolchildren, climbing up on to the concrete blocks trying to get photos of each other on the fence, so i offered to take some photos of them, and it was really touching. i was trying to make sure they got the mall in there, and they said they did not care about them, but just get the rocket. the action was not behind a fence half an hour later and were still taking photographs and having a good time. that is the kind of work that black rock arts foundation is able to bring to a civic setting. it is work that is cutting edge and fun and play ball, and it is not just a guy on a horse with a

sword -- fun and playful. i want to thank you for your support as well as the grants for the art -- the department of art environment, who we have a program with. i would like to thank our board members who were introduced, and especially the artist, one of which is representative. if it were not for them, we would not be doing what we're doing. if you have a neighborhood with a park that could use some art, you have a community that once some art, you know an artist that could use some funding, let us know, and we can help. thank you. [applause] >> item 19. >> madam chair, and 19 has already been called. commissioner chiu: thank you. i appreciate your patience. this is an item of significant importance to an institution within chinatown in my district, which has been in need of significant and expensive seismic work. i noted to do this, we need some tweaks to the bonds are around transferable rights, and we considered this last week at land use and had passed out a version of legislation unanimously, but over the last

few days, a number of representatives of other projects have come to a number of us asking for some consideration of changes, so what i would like to propose at this time, because there's not a complete meeting of the mines, is that we do the following -- that we send the legislation back to land use, but before we do that, we duplicate of your files, both of which will need to be amended based on some of the conversations open -- we duplicate two files. we need to meet some deadlines that are necessary, so at this time, i would like to make a motion to duplicate the file and to amend these two versions of the file. the first version to have a minor amendment on language that would add information around making payments used to make loans used to finance the preservation and rehabilitation. the second version would be amendments that embody ongoing

discussions with some of these owners and developers. if i could make that did look as if an amendment set of motions. -- duplicative and amendments set of motions, and if i could make a motion to send both of these back to land use. the intent is that we will work the issues out over the next few days hopefully and on monday passed out a version that would come back to the board next week so that we do not have to have a hearing here at the board, that we can actually do this business back the land use. >> moved that we continue this to committee, seconded by supervisor mirkarimi. as amended. >> madam chair, mr. president, that was without objection. commissioner chiu: the two versions will be sent to land use committee.

infrastructure projects. i see a lot of activity, some good, some bad, and some ugly. commissioners, you know, because of this economy, we are privileged because of our forward planning. at one time, we were supposed to address both the waste water and the clean water project. maybe there is only one commissioner here who participated in the earlier workshops, when mr. dennis normandy was on this commission. some of us from the community

put a lot of effort to see that we would go to a better place. but the actions led to our just focusing on the clean water, which we are doing now. and soon we will be addressing the waste water, which will impact san francisco in a big way. the reason i am here is to point out to the commissioners, in view of what has happened at san bruno, with the infrastructure there, how when we tear up our roads, how when we expose our utilities -- to look at our utilities in a realistic manner. now, this may seem to be very

easy, but it is very difficult. so i am calling upon the engineers to work on this. i know we cannot expose all this information because of 9/11, but one of the reasons i am speaking to you is that from the inception, before we begin this wastewater project, we do it in the right way. thank you very much. president crowley: thank you. next speaker, please. >> good afternoon, commissioners, and welcome back. one of the reasons i came today is that i had heard from different people in my community that commissioner ellis was going to be gone. i am glad to see you are here and i hope you are being reconsidered to stay here. i hope the other commissioners support you. we need you.
