products, and people learn about new many people think that these are positive activities. these are all positive activities that have come through this year of collaboration and hours and hours of working with people and we are making our way towards success. they're not possible without amplified sound. they are not possible without a small stereo for kids to dance to.
7:31 pm
we need amplified sound and power. we have work for this market because there are strong and after-school programs. that program is dependent on sound. we have performance, we have kids doing card activity. this is public exposure. you go to any farmer's market or any outdoor market in the city or in the bay area, they have sound. you need a positive place to bring customers. we have made a lot of promises to the community.
7:32 pm
finally, this is essential for the community of venice. we have the announcements from the theater, we have student activities, all kinds of things that need a microphone. these are all elemental to the marketplace and that is the picture time trying to paint. this is built on a spirit of collaboration. that is what i'm here to address. we have supervisors support for the macintosh market place. -- for the marketplace. the buddhist center, they are on
7:33 pm
that block. they have meditating monks to have classes during those hours. they are supportive, they are working through it. that is the market. i urge you to prove their permit on the basis of this sort of collaboration. >> do you have any questions? >> this is -- >> and normal street is 65 feet. they're building from both sides. i am all for it to committee street stuff, marketplace, but when you have a tunnel, he have
7:34 pm
to have someone who knows how to do sound because these letters are calling your sound noise and not sound. can you tell me what kind of sound systems you used. >> i would like to avoid turning this into a referendum. >> can you give me an example? >> we have had amplifiers like this, larger speakers like this. >> you cannot tell me because you don't know, is that correct? >> what would you like me to say? >> i would like you to answer the question. >> i rely on other people to do the sound.
7:35 pm
>> you are here asking us to give a permit to make this sound. can you control the sound so that this is not honorable 250 feet from the perimeter -- not audible 250 feet from the perimeter? he should not be able to hear it at the end of your perimeter. can you guarantee us that that will be the case? >> i think that that is possible. >> i think that we can give you the permit in this case. that is lot -- law. >> we will hear from the public
7:36 pm
now. we ask you to come forward and get right to the point. >> we are very supportive of the farmers' market. this is a great community service. my window is right there and tell -- that right there. this is a quiet day -- this is a noisy neighborhood, not a quiet
7:37 pm
neighborhood. plan supporters of the farmers' market. >> thank you. >> good evening, commissioners. i will try to keep this brief. i work at the mission began. lima family organizer can tell part of my mission is to develop a space that is friendly to the use -- youth i am here today to support a resolution that will allow amplified sound that the market. i cannot emphasize enough how you can have sound at the
7:38 pm
market. this area will create a positive outlook for you to few positive activities that are in power in -- that are empowering. we want them to showcase the wonderful talents that they have in their community before their families and their neighbors. oftentimes, they see a lot of negative stuff going on. there is not a lot of positive identities. you cannot have this without amplified sound.
7:39 pm
the compromise is may be that this is within 4-6. i am very honored to have some of the children that have performed at the market and will be directly affected. >> welcome. >> hello, i am from the mission began program and are managed and -- i think that this is
7:40 pm
important for us to play music because we have worked very hard and this is important for us to be able to show off our talents. >> what kind of music do you play? >> we play hip hop, r&b, lots of great dance music. >> thank you. >> this only happens on thursday. we are not taking away their whole time. this is for an hour and 30 minute. i think that you can have noise for an hour and 30 minutes.
7:41 pm
if you want to take away from noise, are you going to take away the cars? >> okay. >> as i am totally supportive of markets. there is a lot of noise.
7:42 pm
there's not much control and this is a concern for me. that is all i have to say. >> you live on the next block. >> yes. >> this is for once a week for four hours and one speaker said that the musically lasts about an hour and a half. would you say that is accurate? >> we have had accused of music the last few weeks. this has been fine. i cannot hear it from my house but i have been able to hear the amplified music. >> thank you.
7:43 pm
>> they teach people how to massage the babies. this is natural, the amplifiers.
7:44 pm
i prefer something more quiet >> the question that i have for you is how much time every week do you hear this? >> i don't know. i am not looked at the time. >> would you say an hour, two hours? >> i did not know. i was not listening. what about the accordion.
7:45 pm
>> i am resident on partly -- bartlett street. before the organizers were aware that they needed a permit or they got a permit, there was a time when they did broadcast music. the first two or three weeks, i would have guessed the music lasted anywhere fahey from three hours or four windows. it was loud enough that had to close the windows to my house so i could watch television. i and stand why they would want
7:46 pm
music that i've not heard anything either here or in discussions about why this was necessary. this deteriorates the quality of life for those of us who are there. what is appropriate, what laws are, what kind of equipment should be used. i am concerned above this because was there is a permit, the way to control the music, there have to be a lot of control. >> hello, i live on 113 bartlett.
7:47 pm
i don't listen to -- i don't hear the music unless i go out on the porch or go on the street. i really appreciate the music. i think that this brings the community together. i brought my kids out to perform when they first open to the market. i would like to do more community outreach like that. i do parent child classes, that kind of thing. i would love to have something like that. if it was 10:00 on, i get have staff at reasonable hours. i think that we can have music with amplified sound. >> thank-you.
7:48 pm
>> i am in full support of the community market. we teach to the homeless children and low income children. the type of music that we teach is organic to the culture of the people that live around the community. hidta, r&b, indigenous music, drumming, is part of our culture and this is organic. the amplified sound that the market is requesting could be controlled and i am assisting in getting a sound engineer to make sure that we have a system that can be lowered and make sure that we can get to the limit.
7:49 pm
i can launch a scholarship benefit fund for the children in that community. i think the sound that you hear would be. music is part of our culture and part of our community. we are respectful of our neighbors and the people that live in the neighborhood. the children in need a place to express themselves in a positive way. >> thank you. >> i live on 22nd street and i
7:50 pm
have talked in the neighborhood. i work as the after-school coordinator. i would like to know how we can bring the kids into a place that has local organic food. it is critical that our kids have a safe place where they can interact with their communities and they can see people making of the choices about food. we can definitely come up with a solution. we can't figure out how to amplify the sound -- how to deal with the sound.
7:51 pm
we have dancers. this is really critical for our neighborhood and culture. >> this concludes public comment. >> i would like to make a motion. and i do believe that neighborhood involvement is important. i would like to make a motion to approve with the following conditions. one that there is a time constraint that started at 4:00, that would take people who are going to work. that would mitigate the amount of disturbances.
7:52 pm
the size and application of the sound system would be another condition. this would be directed towards the center of the street. the professional sound system would make sure that there are enough dampers so there would not be massive noise. >> do you have a wattage recommendation? >> if this just for an area, we can max out at 60-75 watts.
7:53 pm
i l one a couple of positions -- we would like them to work with staff and the placement of the sound system at proper levels to address concerns. i think that maybe there is not been a consistent placement and obviously there are some ways to manage that better. this will be live performances.
7:54 pm
there will be a hot line so that if people are hearing things that they don't want to hear, you will be notified immediately and hopefully we can work with the sound person to manage that. >> i would like to propose a couple of amendments. i think your change is partly why is. -- probably why iise.
7:55 pm
we don't want there to be in intention in the area, allowing anyone to bring up what they want to bring. to set up a hot line that will be answered by a person, this is a condition that this should be at by a live person with the authority to address any problems on this front for the duration of the amplified performances by use of the neighbors. >> i accept. >> then i make a motion.
7:56 pm
>> are is going to suggest everything recommended. i'm wondering if it is prudent to do this to make sure that things are run as we want them to be run >> my thoughts are that we will not do this on thursday night. thwhat did you have in mind? >> i was thinking like six months.
7:57 pm
>> one other point that i would like to add, specifically with regards to outdoor sound, it will be there. very clear that this is not to be audible. if the neighbors are forced to call authorities because of this, i want it to be clear what the rules are. >> terminating at 6:30, i think that to the impact would be greatly lessened. >> i just wanted to come across like if they're going beyond what the permit allows, we can
7:58 pm
do anything. >> it could be trained them to be of a palace in years. we have a motion and a second. >> aye. >> aye. >> aye. >> aye. >> the next item is when you have seen many times before.
7:59 pm
this is amin saied dba casa hookah. we have seen this many times. what we have decided to do was to extend our permit and we are in conversation with the captain to move through the planning department and obtained a place of entertainment permit. they have asked to continue this to the call of the chair once again. that is a staff recommendation. >> there is a 10-day
