mr. lewis, good morning. welcome to the rules committee. >> good morning. thank you. chair campos and board of supervisors mar and alioto-pier. this is my first opportunity to apply for a border commission appointment in san francisco, california. approximately one year ago i atened a california -- attended a california women's league workship. it was at the university of california san francisco. and the purpose of the workship was to demystify the process for women, specifically, to enter into the board or commission appointment slolingts in san francisco. -- slots in san francisco. so i made a personal commitment

that i would do my home work and research what was available in san francisco. i identified three opportunities that were of interest and the assessment appeals board was one of three. the other was the judge pro tem program through the san francisco courts. this opportunity had seats available so i decided to pursue this opportunity. i am a licensed attorney here in san francisco. i attended the university of santa clara law school. i worked full-time that time at a public health nurse for the city of burkely. i was also a single parent. but prior to that i also attended the university of san francisco and studied nursing.

so i'm very familiar with the city. in terms of my professional career, i work for a very large federal executive agency, the department of veterans affairs. we have over 300,000 employees. as you can imagine, a lot of issues come up with regard to agency work as an attorney. in terms of real estate, however, i have done some real estate cases involving construction contracts and bid disputes and bid protests as well as drafting and reviewing contract language. lease agreements. right now we have a childcare facility. that has a long-term lease agreement. so i have been involved with reviewing and drafting language for their lease agreement. and sharing agreements which we

have authority under federal law to enter into sharing agreements with entities towards space and services. so i've been able to handle those kinds of cases. more specifically on a personal note, however, when i was in my 20's, i purchased my first real estate property. and at that time -- i became very familiar with t.i.c. issues. later on we did a condominium conversion. so i became very familiar with working with city officials on achieving the success of the conversion. and i also became president of the homeowners association at that time. later on i moved on and moved to san francisco.

and then i became a landlord. so i rented that unit out under the section 8 program. and that gave me an opportunity to learn more about the section eight process, screening, the maintenance, the annual inspection. and working with government officials on that level. once i moved to san francisco, i entered into a new condominium relationship and ran into a very interesting situation there. the president of the condominium association had written some checks to themselves. i took it upon myself to really investigate that situation and file a claim in court to litigate so that we could get the return of that money to the condominium association.

so that was a pretty interesting scenario. in 2003, i considered a move back to the east bay, the -- so i purchased a home. around 2008, when the housing bubble started to burst, i took upon myself to go to the assessor's office to look at getting my property taxes lowered. so i took it upon myself to investigate and learn about that process. i also found comparable and submitted my application and was very successful in getting the property taxes lowered. lastly, i want to say that just

this week the newspapers came out with the 10 most expensive places to live in the united states. and, of course, san francisco was way at the top. and i realized that, you know, we do have a very beautiful city. and we are very fortunate to live in this area with so many diverse people and surrounded by such beautiful geography. however, it is important that we collect taxes in order to maintain the appeal of our city. and i am willing to work very hard on this board. i'm willing to be objective. i'm not be holden to any political endity or any particular person. i do have experience at

analyzing evidence and coming to a conclusion after reviewing evidence. on the other side, i also understand the importance of making sure that people are not over taxed. and i went through that process myself. so it is a balancing act that we have to achieve on the assessment appeals board. thank you very much for your attention. chairman campos: thank you very much. any questions? supervisor alioto-pier: i'm just curious. you're a trained nurse? a trained lawyer? >> i'm a registered nurse here for the state of california and i also am a licensed attorney with the california state bar. supervisor alioto-pier: any c.p.a. work or anything like that? >> no. i haven't done c. pmple a. work. supervisor alioto-pier: ok.

conlan? >> i believe this will be -- he's applying for his third term which means he's been with the board already for six years. he's serving on board, too, as a -- supervisor alioto-pier: i'm sorry what did you just say? >> a regular board member for his seat that he's asking to be reappointed to. we've had no problems with his attendance. he is very good at letting us know far in advance that he is not able to attend a hearing in which he is scheduled to sit. he is very fair and thorough in going through the evidences put before him. he's very professional at what he does. with the board. chairman campos: thank you very much. >> you're welcome. chairman campos: alfredo perez?

mr. perez good morning. >> good morning, chairman campos, supervisor mar, and supervisor alioto-pier. i am a member of the board for two years. i made my application for the appointment because i think i'm qualified. i was an assessor in the city and county of san francisco in charge of the business division. and i would say that because i am a certified public accountant here in the state of california. i could preface more my analysis in the statement

submitted by the taxpayers. or, of course, whatever decision between the taxpayers and then the assessor's office. i can easily determine what will be my -- the result of my concluded decision. and besides, my colleagues are very tactful and very efficient. to their own decisions. and then, oh we always finalize the computation. i love to live here in san francisco because my family lives here. my four children are here.

and, of course, you know, with my age like this but system loves -- still loves to work. i always attend seminars, especially regarding assessments through the society of auditor appraisers. and the real estate, those -- every year i thought, oh, they're very expensive, but i like it, i love it. and regarding the community, i'm always helping. especially in the 11 district. and, of course, the knights of

columbus. i'm always attending the association. twice a month. and, of course, i'm really dedicated. and my conclusion, well, as long as i live, i would like to serve the board. thank you very much. chairman campos: thank you very much, mr. perez. margaret ruxton. good morning. >> good morning. i would appreciate the opportunity to serve a third term on the assessment appeals board. i was born in san francisco. and i'm currently raising my two children here in district two. my board experience has been very fulfilling because it has

allow med to use my legal and real estate background in a productive way for the city. i've been an active member of the california state bar since 1986. and i practiced law for over 10 years. for the past five years i have worked as a licensed real estate broker, working on multi-dwelling unit, real estate transactions. having the ability to understand the issues makes a difference when serving on a panel, issuing decisions about cases. it also makes a difference when conducting the hearings. so our panel can ensure that the assessor's office and the taxpayers receive due process of the hearings. finally in sessions to resolve legal issues, i think having legal training is useful. working with the administrator and the staff for six years has been a pleasure because they are a hard-working group. they make things run smoothly

appeals regardless of value, type, or location. board number two, which is the current item, is authorized to hear all residential property of four units or less, assessed at less than $-- [inaudible] , as well as applications concerning real property located within the assessors blocks. so it's a little technical, but there are two boards. each one of them has a unique role. so with that, colleagues, any comments? supervisor alioto-pier? supervisor alioto-pier: thank you, supervisor campos. let me start by saying that i am ready to support both mr. perez and ms. ruxton today, their reappointment. i am a little his want it that
