i've applied my over 35 years of investment real estate experience to determine equitable evaluation for assessment purposes. i have more than the requisite qualifications to serve as outlined on my application and resume. i've been a licensed real estate broker and a member of the appraisal institute for decades. as i mentioned, i've been in the investment real estate business for over 35 years. doing advisory evaluation, financing and acquisition all over the country. i've worked very professionally with the administrator, and the capable staff. our city attorney, and fairly representing commercial property owners in their legal

and appraisal representatives. i believe i have the support of administrator duran and my fellow board, colleagues. therefore, i very much seek your approval to be reappointed to board one for another three-year term. thank you. if you have any questions, i'd shall happy to respond. chairman campos: thank you. any questions? no questions. if we can now call gregry blaine. good morning, sir. >> thank you very much. my name is greg blaine. i have served on on the assessment appeals board for two years. i have heard several dozen cases. i believe i am a productive member and proficient at analyzing the cases before us. i am an attorney, although i am not one of the mass deprived attorneys. think -- i think i can make my
3:32 pm
way around math. i would appreciate your consideration for a new three-year term. chairman campos: thank you very much. no questions. why don't we open it up to public comment? is there any member who would like to speak? seeing none, public comment is closed. supervisor alioto-pier. supervisor alioto-pier: thank you. i'd like to thank mr.s watts, morris and blaine for being here today and for applying to -- for these positions. mr. watts, i thought that your presentation was very good. but i am at this point, colleagues, going to move mr. morris and mr. blaine to continue the work that they've already started on the appeals board. i'd like to make the suggestion, mr. watts -- actually, i don't know what my colleagues are going to do. but i think one thing we've all learned being here is that, you know, you do it over and over and over and keep. cog -- -- keep coming back.
3:33 pm
we get to know the people who show up and develop relationships with them because of the testimony that they give and spots open up. but mr. blaine and mr. morris, your work has been exceptional. and you've come very well recommended. chairman campos: we have a motion. supervisor mar? supervisor mar: i'm in support of the motion. i wanted to thank misters morris and blaine and urge mr. watts to keep coming back. and thank you for the presentation as well. but i'll be supporting the motion by my colleagues. chairman campos: thank you, supervisor mar. i echo those comments. very solid presentation mr. watts. do think that the two individuals who have been nominated for reappointment have done a good job and come well recommended. so i will be supportive of that motion but i urge you to continue to remain interested. so if we can take that without objection. thank you.
3:34 pm
call item 1, please. >> hearing to consider appointing one member term ending march 31, 2012, for the commission on the aging advisory council. there is one seat and one applicant. chairman campos: great. thank you. i know ken is not here but we have alex to speak on his behalf. good morning. >> supervisors, thank you very much for allowing me to speak on behalf of our appointment. unfortunately he was not able to be here. he had a last-minute emergency. we would like to reappoint had him for the council. for the last 23 years, he has been the primary caregiver. he has also dumet various --
3:35 pm
documented various notifications and suggestions. he's very active in the senior center. and various san francisco clubs. we hope you consider him for reappointment to the council. thank you very much. chairman campos: thank you, mr. randolph. colleagues, any question ors comments? why don't we open it up to public comment. item one? seeing none, public comment is closed. supervisor alioto-pier? supervisor alioto-pier: motion to approve this item. chairman campos: great. so i will be supportive of that as well. if we can take that without objection. thank you very much. if you can now call item six, please. >> three-year term ending september 6, 2013. three seats and four applicants. chairman campos: great. why don't we call george lewis.
3:36 pm
mr. lewis, good morning. welcome to the rules committee. >> good morning. thank you. chair campos and board of supervisors mar and alioto-pier. this is my first opportunity to apply for a border commission appointment in san francisco, california. approximately one year ago i atened a california -- attended a california women's league workship. it was at the university of california san francisco. and the purpose of the workship was to demystify the process for women, specifically, to enter into the board or commission appointment slolingts in san francisco. -- slots in san francisco. so i made a personal commitment
3:37 pm
that i would do my home work and research what was available in san francisco. i identified three opportunities that were of interest and the assessment appeals board was one of three. the other was the judge pro tem program through the san francisco courts. this opportunity had seats available so i decided to pursue this opportunity. i am a licensed attorney here in san francisco. i attended the university of santa clara law school. i worked full-time that time at a public health nurse for the city of burkely. i was also a single parent. but prior to that i also attended the university of san francisco and studied nursing.
3:38 pm
so i'm very familiar with the city. in terms of my professional career, i work for a very large federal executive agency, the department of veterans affairs. we have over 300,000 employees. as you can imagine, a lot of issues come up with regard to agency work as an attorney. in terms of real estate, however, i have done some real estate cases involving construction contracts and bid disputes and bid protests as well as drafting and reviewing contract language. lease agreements. right now we have a childcare facility. that has a long-term lease agreement. so i have been involved with reviewing and drafting language for their lease agreement. and sharing agreements which we
3:39 pm
have authority under federal law to enter into sharing agreements with entities towards space and services. so i've been able to handle those kinds of cases. more specifically on a personal note, however, when i was in my 20's, i purchased my first real estate property. and at that time -- i became very familiar with t.i.c. issues. later on we did a condominium conversion. so i became very familiar with working with city officials on achieving the success of the conversion. and i also became president of the homeowners association at that time. later on i moved on and moved to san francisco.
3:40 pm
and then i became a landlord. so i rented that unit out under the section 8 program. and that gave me an opportunity to learn more about the section eight process, screening, the maintenance, the annual inspection. and working with government officials on that level. once i moved to san francisco, i entered into a new condominium relationship and ran into a very interesting situation there. the president of the condominium association had written some checks to themselves. i took it upon myself to really investigate that situation and file a claim in court to litigate so that we could get the return of that money to the condominium association.
3:41 pm
so that was a pretty interesting scenario. in 2003, i considered a move back to the east bay, the -- so i purchased a home. around 2008, when the housing bubble started to burst, i took upon myself to go to the assessor's office to look at getting my property taxes lowered. so i took it upon myself to investigate and learn about that process. i also found comparable and submitted my application and was very successful in getting the property taxes lowered. lastly, i want to say that just
3:42 pm
this week the newspapers came out with the 10 most expensive places to live in the united states. and, of course, san francisco was way at the top. and i realized that, you know, we do have a very beautiful city. and we are very fortunate to live in this area with so many diverse people and surrounded by such beautiful geography. however, it is important that we collect taxes in order to maintain the appeal of our city. and i am willing to work very hard on this board. i'm willing to be objective. i'm not be holden to any political endity or any particular person. i do have experience at
3:43 pm
analyzing evidence and coming to a conclusion after reviewing evidence. on the other side, i also understand the importance of making sure that people are not over taxed. and i went through that process myself. so it is a balancing act that we have to achieve on the assessment appeals board. thank you very much for your attention. chairman campos: thank you very much. any questions? supervisor alioto-pier: i'm just curious. you're a trained nurse? a trained lawyer? >> i'm a registered nurse here for the state of california and i also am a licensed attorney with the california state bar. supervisor alioto-pier: any c.p.a. work or anything like that? >> no. i haven't done c. pmple a. work. supervisor alioto-pier: ok.
3:44 pm
thank you. chairman campos: thank you very much. if we can now call mervin conlan. >> good morning. i'm dawn. unfortunately mr. conlan apologizes for not being able to be here today. he had a medical procedure. so he is at the hospital this morning having that taken care of. and he couldn't move that appointment. he did ask that i appear on his behalf to relay to you the committee members that he is sincerely interested in continuing to serve on the assessment appeals board. again, he couldn't move his appointment this morning, which is why he was not able to attend the meeting this morning. chairman campos: supervisor alioto-pier? supervisor alioto-pier: thank you. do you have anything that you can share with us about mr.
3:45 pm
conlan? >> i believe this will be -- he's applying for his third term which means he's been with the board already for six years. he's serving on board, too, as a -- supervisor alioto-pier: i'm sorry what did you just say? >> a regular board member for his seat that he's asking to be reappointed to. we've had no problems with his attendance. he is very good at letting us know far in advance that he is not able to attend a hearing in which he is scheduled to sit. he is very fair and thorough in going through the evidences put before him. he's very professional at what he does. with the board. chairman campos: thank you very much. >> you're welcome. chairman campos: alfredo perez?
3:46 pm
mr. perez good morning. >> good morning, chairman campos, supervisor mar, and supervisor alioto-pier. i am a member of the board for two years. i made my application for the appointment because i think i'm qualified. i was an assessor in the city and county of san francisco in charge of the business division. and i would say that because i am a certified public accountant here in the state of california. i could preface more my analysis in the statement
3:47 pm
submitted by the taxpayers. or, of course, whatever decision between the taxpayers and then the assessor's office. i can easily determine what will be my -- the result of my concluded decision. and besides, my colleagues are very tactful and very efficient. to their own decisions. and then, oh we always finalize the computation. i love to live here in san francisco because my family lives here. my four children are here.
3:48 pm
and, of course, you know, with my age like this but system loves -- still loves to work. i always attend seminars, especially regarding assessments through the society of auditor appraisers. and the real estate, those -- every year i thought, oh, they're very expensive, but i like it, i love it. and regarding the community, i'm always helping. especially in the 11 district. and, of course, the knights of
3:49 pm
columbus. i'm always attending the association. twice a month. and, of course, i'm really dedicated. and my conclusion, well, as long as i live, i would like to serve the board. thank you very much. chairman campos: thank you very much, mr. perez. margaret ruxton. good morning. >> good morning. i would appreciate the opportunity to serve a third term on the assessment appeals board. i was born in san francisco. and i'm currently raising my two children here in district two. my board experience has been very fulfilling because it has
3:50 pm
allow med to use my legal and real estate background in a productive way for the city. i've been an active member of the california state bar since 1986. and i practiced law for over 10 years. for the past five years i have worked as a licensed real estate broker, working on multi-dwelling unit, real estate transactions. having the ability to understand the issues makes a difference when serving on a panel, issuing decisions about cases. it also makes a difference when conducting the hearings. so our panel can ensure that the assessor's office and the taxpayers receive due process of the hearings. finally in sessions to resolve legal issues, i think having legal training is useful. working with the administrator and the staff for six years has been a pleasure because they are a hard-working group. they make things run smoothly
3:51 pm
for the commissioners. and we have a great working relationship which i love to continue for the next three years. thank you for are considering me for this appointment. do you have any questions? chairman campos: i don't think we have any questions. thank you very much. thank you to all the applicants. why don't we open it up to public comment? any member of the public who would like to speak? seeing none, public comment is closed. for members who are watch and are asking what is the assessment appeals board, it is an independent agency that's actually separate from the assessor's office that was established for the purpose of deciding disputes between the assessor's office and property owners. the appointments we're considering are for the assessment appeals board number two. and there are two boards. and board number one, which we voted on just prior to this item is authorized to hear
3:52 pm
appeals regardless of value, type, or location. board number two, which is the current item, is authorized to hear all residential property of four units or less, assessed at less than $-- [inaudible] , as well as applications concerning real property located within the assessors blocks. so it's a little technical, but there are two boards. each one of them has a unique role. so with that, colleagues, any comments? supervisor alioto-pier? supervisor alioto-pier: thank you, supervisor campos. let me start by saying that i am ready to support both mr. perez and ms. ruxton today, their reappointment. i am a little his want it that
3:53 pm
third seat. ms. lewis, your presentation was very good but my hesitation sheer that m conlan was not here to answer questions. not that we asked any, but it's nice to hear of people's experience while they're on the commission. so i'm a little hesitant to move forward on filling that third spot. i'd like to know what your feelings are on this, colleagues, but i'm ready to move forward on mr. perez and ms. ruxton. chairman campos: supervisor mar? supervisor mar: well, mr. conlan had a medical emergency. are you suggesting that we move forward on reappointing the two others, ms. ruxton and mr. perez and holding off on the third spot? supervisor alioto-pier: until he comes back. supervisor mar: all right. chairman campos: so we have a motion from supervisor loteleet to move forward with the
3:54 pm
appointment of margaret ruxton for seat number two, which she currently holds, as well as alfredo perez for seat number four which he currently holds. and with respect to seat number three, currently held by mervin conlan that we come back to that item. ãconlan. and i have to say that i was very impressed by ms. lewis. your presentation and background is exactly the kind of background and presentation that we want to see in these kinds of appointments. i want to applaud you for coming forward and putting your name forward. irrespective of what happens with respect to this appointment, i think you have a lot to offer to the city, and i would encourage you to continue to pursue your interest in serving the city. i think it's very impressive. so if we can take that motion without objection, and we will come back to seat number three in the very near future.
3:55 pm
madam clerk? any other items? i guess we called items eight through 13. >> items eight through 13 are items regarding existing litigation. supervisor, would you like to adopt the motion to reconvene in closed session? chairman campos: we have a motion to convene in closed session. before we do that, is there any member of the public who would like to speak on this item? seeing none, public input is chip: great. chairman campos: great, we're back in session. madam deputy city attorney. >> we met in closed session to discuss pending claims and litigation involving the city as well as threatened potential litigation involving the city. i understand that the committee will move items eight, nine,
3:56 pm
3:59 pm
>> i work with the department of environment and we are recycling oil. thank you. we can go into a refinery and we can use it again. they do oil changes and sell it anyway, so now they know when a ticket to a. hal>> to you have something you want to get rid of? >> why throw it away when you can reuse it? >> it can be filtered out and used for other products. >> [speaking
