every single position between friday and today, they signed it without presentation -- without hesitation. this incentive program will promote the goals that we have. there is a question raised that the ordinance and the guidelines might not have enough scientific evidence to support them, and whether it would actually make a difference. there is sufficient evidence. the doctor just showed us a table that established the equivalent of the guidelines. the support for the usda guidelines is overwhelming. the usda has put together these nutritional standards based on

the best scientific evidence. there is a library with over 1900 manuscript's with systematic reviews of 900 studies. they're the best evidence that we have. specifically, and children, this last february, there was a randomized controlled trial that showed that in over 2000 students, there are provided meals that were consistent with the guidelines, they showed a decrease in overweight, and they had lower levels of bad cholesterol. please support this ordinance. >> to you have that information to you could get to us and our colleagues? e-mail id and i will make sure that everybody gets it,

including the mayor's office. and i hope that their representatives here from the bottles that can refute some of the discussion that we have heard today from the public health community. >> by name is jessica schumer. i just wanted to drive home some of the points that have been made previously. through the waiting room where i see patients for health checkups. as a scanned the rows of chairs for familiar faces, i couldn't help but notice the staggering amount of fast food. i found one hand holding a chicken nugget, and another hand holding a sponge bob figurine. round faces colored in salt and food dyes formed a rainbow of

colors. in a waiting room of 100 school age children, roughly 30 will be overweight or obese. almost 1/3 of the boys and 1/2 of the girls will be affected by diabetes. we must take responsibility for the health of our children. education is only one piece of the puzzle. we must also change the food environment. i heard the moms say, behave for the doctor. if you're a good girl, i will take you to mcdonald's for a toy. she said, my child likes the toys. we usually just get a happy meal. i can work with patients and parents to discuss discipline, but it is misleading, unfair, and wrong to link unhealthy foods to toys that kids want.

it sends our children the wrong message and takes away the option for parents to give their children treat an irresponsible way. we must support the nutritional standards of food. >> is there anyone else that would like to speak? >> my name is francisco decosta. some of the comments i make, you may have not heard. first and foremost, i think the supervisors, the mayor, the city, the san francisco health department, should look at the health of our children. as an advocate, what concerns me

in some areas is the very poor quality of it. when we came to you, you were not so forthright in encouraging our children and our elders. i am referring to the hearing before this where one person was pretty harsh towards the other side. and what i feel it is that you are addressing this issue. it is a good issue. we have to not only look at fast foods, but look at restaurants.

ok. the other thing that we did review is a data on one industry, mcdonald's nutritional performance. again, i think that there is evidence that mcdonald's is doing things to improve the nutritional quality of their meals. it seems that many of the standards, they would already be in compliance with. the main issue is the issue of vegetables which we have reduced. some of the meals me disodium standards, others would not. most needy calories standards in the fat standards. i think i want to use that point to mention that there are other food industry participants that are offering happy meals.

hopefully, this is a discussion much broader than mcdonald's, and i am sure it is. the other point that was raised laughter as well, according to nutritional surveys, they are not eating very well. we were presented with data on the national health and lr÷ from 2003-2004. few people would have their meals meet that standard. the agency that does the survey is promoting theseq.mv. the agency is wanting to understand the gap between the recommended standards and what americans eat. they're doing it in order to identify strategy to improve people's diets, not to show that it can't be done. that is another important point.

particularly over the past few years, the public school districts in the united states have really stepped up under the motivating direction of the united states department of agriculture standard to improve their meals. they're being produced to meet the standards, they're being consumed by children, other research not discussed here has shown that more and more kids are getting better diets. those are the main points. >> i wanted to thank you and your staff for the great work you have done to protect our public health and get a plug to the healthy development measurement tool that allows you to go on line and find the retail food environment that is

supervisor maxwell: we have already closed public comment. supervisor chiu: are those representatives here today? well i had a couple of questions for them and i thought that they were going to be here to answer, but let me put theim on the record. my conversations with them and other fast-food establishments, there are not any studies that demonstrate a link between this of tollways with the sales of happy meals. i was trying to understand that in the context of the evidence we had heard, apparently mcdonald's spends about three and $60 million a year in marketing happy meals. i did a little research over the weekend, and it picked up a copy of "fast food nation."

a couple of interesting things from this book. the american academy of pediatrics says that it is inherently deceptive and exploits children under 8 years of age. that is a fairly mainstream position by the pediatrics world. i went to the section that has to do with happy meals. fast-food chains regularly spend money, but it goes on to talk about to talk about -- it goes on to talk about the happy meal phenomenon. in fact, there is a magazine that looked at the success of the brand, and they looked at a study that showed in a typical week, mcdonald's sells about 10 million happy meals. when they tried to give away theç teeny beanie babies,

supervisor maxwell: are you on? >> on the resolution, item number eight, page four, the result clause, the city will conduct the ceqa review. we can have a cat and mouse game here, but term sheets are specifically contemplated under chapter 29 in a special case for exemption. it was decided upon by the board of supervisors, it must have been a specific project. i don't recall the nature of that discussion. specific term sheets were exempted, but not the one under

the contract for a cruise ship terminal with a developer, a project that i did not support, the one that i was briefed on and certainly wasn't blind sided. i was in a briefing with city staff not in a newspaper ". if i was communicated to, then maybe the mayor's office and the san francisco examiner, maybe they would be funny. right? i am not sure what my point is other than it would be nice as a representative of 70,000 people for the 70,000 -- or probably 40 that will be the most impacted

by this proposal actually had representation on the board of supervisors that was included in the process. the most impact that their representatives in this legislative body, someone who was not consulted and not included, this is a problem and the fundamental breakdown of government. whether you like me or not, they are actually going to bear the brunt of the impact of this proposal and it is not ok. it is not acceptable, and that is not why i opposed this proposal. it is something that is the bee in my bonnet, yes. but it is not -- my opposition is based on some
