however, the proposed ordinance before you would only take effect if the san francisco voters approve proposition eç. our report has determined that this legislation does have fiscal impacts based on discussions with the department of elections. it is estimated to cost approximately ÷ $420,000 per exclusively municipal election. zíñit will only be in effect for exclusively municipal elections so that any ballots that have both state and federal candidates for propositions would not be subject toé this. special municipal elections are held on alternate years in< in-numbered years, so the next exclusively in municipal ck"ée

water interests. óswhen i was here a year ago, i had the supportétç for my nomination from supervisor nancy walker from the environmensf÷ defense fund from natural heritage institute andlbñ other, and that supports i would expect is still there. ef÷a couple of observations,jhqt for perhaps your interest. i left employment at the puc[3ñ0 years ago. when i came backtk in 2009, the organization was different in a couple of respects. first was that whileviú we had identified a need for a major capital program, we have not taken that.bç the ballot. we did not have the bonding authority for that. what we did not have also at the time was the management systems in place to manage a project of that

one of the things i did when i came in a year ago was to look at that to see how that5 developed over time, and my conclusion is that the 'páh)eally stuck up --og stepped up their abiliy to manage both int personnel and in terms of systems, and they are fully capable of the táx in front of them. the second major change is theu is something has really taken deep withie organization. i'm sure you know one of the more frustrating things in life is trying toqlx change theiix ce of an organization is very frustrating. . they believe in taking care of the bottom line, they believe in taking care of.m assets you have, and that is a fundamental change.

we havea*u'ch of stuff during the last year that i think is important. we workedj]t commissioners. we came up with an environmental justice policy forpr the first time ever. we have established levels of service for the waste water we have sent to the board for their actionable landscape ordinances, and we have also 1bestablished criteria for low impact design. we are working=( on a community benefits program. a major part of that is jobs. we dox
