positive synergy between community experts and funding that we were able to secure for the projects. i would like to go over a few highlights of the plan and on the type of street thatter looking at and give you an example of one representative project for that type. starting from what we call alleys, al lease and small street -- alleys and small streets that are no wider than 45 feet total. we looked at hawk street between 16th and 17th street and we chose this street for a variety of reasons including it is one block from bart station, and it is on the side of the park.

and it is a park that has been very successful. we look at hoff street as a single service with a raised entrance and offers the opportunity of traffic coming through pockets and open spaces that peel out on the right-of-way. if we look at the existing condition of the street, you will see that the street is very wide toward the traffic that carries through. and in this simulation that we have, you could look at the one street with no curb. and still retaining parking but also giving more to the community in term of open spaces by the park. moving forward, we looked at traffic and what the traffic calming would be and one of the streets was hoff street because it's basically surrounding an

area that should be protected from high-speed cars and traffic to be able to foster gathering places and community activities. so hoff street would become one of these streets representing the residential streets. and the ideas is a selected intersection in traffic circles. you might have seen some of those and you might have seen them around the bay area. and the purpose is lowering down traffic and creating traffic and in the middle of the block, we would have more mid block c chicanes that create not only a

shifting of the lane, but slows down cars and also more importantly also brings opportunities for gardening and for other management features and maybe even paved area for public space. the two treatments can be seen in the existing condition of traffic calming. and the street is already wide with parking on both sides, so the street is already overly wide. and by providing the right-of-way and these features, the street feels much more pedestrian and safer. on another scale, what we call thruways in the plan are basically corridors that both civic and traffic function. and we propose for a couple of them only.

but we propose technically the four to three lane conversion. so i brought in front of you for review the fullsome street project that calls from a four to three lane conversion between 15 and ceasar chavez and discussion of the plan. and fulsome is two lanes in each direction and the sidewalks are pretty wide. and walking along it with the high-speed traffic. there is literally no buffer. and our goal was to think of the streets as a safer place and more confidentable and pleasant place and civic boulevard as

indicated in the mission plan for the neighborhood. one is the idea of the fourth options and the pockets and intersections because the left turns are needed on such a large, important boulevard. and what to do with the extra space of the two lane could be different approach. one is providing a green median in the center that enhances the quality and connects the mission with this idea of caring for traffic like a symbolic presence in the city. and the median could also provide features and similar to what you probably have seen for the design of ceasar chavez that the median becomes displaced to management which is an

ecological component. the second idea is to bring the space to the sidewalks and create a buffer with what we call a green area by the sidewalk that doesn't require a curb extension which would be much more expensive. these two ideas have been brought to the community and the community has been very supportive and we are happy to say that the project has received $1.2 million in funds from the transportation community program and d.p.w. is the lead agency on this project. and to create the streets with the restriping of the road that would be done with the plan. and the idea is also that the project would be to create a median in the center.

another part of the plan we would like you to review is new plazas and i wanted you to bring to your attention the 24 mission project because of the implem t implementation and we did work with bart and m.t.a. and an interagency team and when i mention to you the idea that we took existing community plans and look at what was going on in the community and try putting them forwards and integrating our plan, it was one of those examples and the community has been working a lot on the bus plaza and the latest plan was from 2007. and we took that plan and we

look at our idea for alleys and we combined them and thought a big benefit would be the removal of the barriers that exist now between the alley in the foreground that this gentleman is walking through and the plaza it if proposal is really to remove part of the fence and planters and bring rep activation to the plaza as you can see in this sketch. it's very -- it's not a technical drawing yet, but an artistic drawing to flow as a pedestrian between the alley and the plaza. the project received also funding from communities and funds of $2.6 million and we would be able to work with bart. bart is the lead agency for this and the interagency team to bring renovations to life and to implement them. lastly, we have a project that

one check that is called public life and this is a little bit different approach to the usual capital intensive project that we discuss in planning and design. and the street cans be renovated with the small capital improvements and if they bring together community and create community stew wardship. and one idea to emerge from the plan was the creation of an outdoor market which surprisingly enough and any other neighborhood and most neighborhoods have one but not the mission. and there was a huge need and able to create the study sponsor to manage. and the market study on this and is going on every thursday from

4:00 to 8:00 p.m. and sometime you can check it out here. and not only farmer's market but also brings in the idea of community activities such as youth programs and art and the art projects. and creates the community which can bring physical improvements and first change the space and bring the physical improvement in the second space. the market is going on has been success story. these are some of the highlights of the plan. i just wanted to go over with you just an overview of the implementation strategies we created for specific projects which is really looking at all the projects on the timeline between now and long term, so we have current as i explained to you and short term and medium term and long-term projects.

all the projects are enough time to create a blueprint for implementation that the community or other agencies or other funding sources could take as a guide to make these chan s changes. and the costs of the projects together and the long-term plan and the city plans there and the long-term planning. and also we think that the neighborhood to implement this project. and we want to look at future actions and today's information and i reviewed with you the summary of the bart plans and no action is requested today.

either can be very inviting as long as it's maintained and i am hoping we will have the funding to maintain the improvements indefinitely as well as put them in place. >> thank you so much for the point because the part i didn't mention today which is very important is the idea of maintenance and how to make these things and not only implementing them but creating a constituency that can implement and maintain the project and the spaces otherwise if there is no maintenan maintenance, this space would not be successful. our approach to this is i believe involving community members and we feel as planning staff that we have a pretty good relationship and a good partnership with the community at this point and we have been working with the community for over two and a half years and the mission market is an example of a project that really started

from us and our staff helped set it up and now we feel that are ready to go on its own and that is a good point and having the community organizations or community leaders to take on the maintenance of the project is really important. >> one other point with regard to bart plazas and you mentioned 24th and perhaps 16th will be looked at as part of the plan. >> 16 was not looked at right now because of the renovations that are already in place and there was a large community effort to improve and change 16th street and was also led by the nonprofit urban ecology which has the done an extensive outreach to the community.

i think the strength of the bart plaza design, and just a different approach is really to integrate the alley and the plaza. and we are unable to break physically and symbolically the boundaries between the agency and we have been able to work with bart and talk about the alley and talk about the plaza. so the strength and the feature of that design would be more structural geometry than just the furniture. i expect the plaza to be similar and were also changed. it will be done at the beginning of the new year. commissioner antonini: thank you. i think it is very important at bart stations throughout the bay area, there is a wide variety and many are not too inviting and there are some that are better and in addition to design and landscaping, security is a

key issue to work with the city and police department as well as those with part to improve that situation. >> we have been always working with the police department and the closer implementation and a strong community component in gathering. the police department has been a primary in this project. so the police captain at mission street is our friend. commissioner antonini: thank you very much. >> thank you. president miguel: commissioner borden. commissioner borden: i want to thank staff and the community for a very inspiring plan and a lot of really wonderful elements and i hope it gets funding to implement all those different things. just a few things that i have seen in the presidio they have the traffic chicanes that have been successful in the areas of a lot of housing and place centers and those are really successful. and on fulsome street, i spend a lot of time there and i do like

the idea of the median coming up that area which feels so much more transformed with that and the median with the tree line and it's a very congested street otherwise, but that little bit of greenery really makes it much more welcoming and inviting and the park that's on that street kind of shine much more. and also amazing that the market actually came out of this process. kudos to everybody for putting that together. i guess i wanted to know f priorization of projects, how are we prioritizing which projects to pursue? and what are kind of what kind of ranking are some of the projects receiving? >> right. basically the way we did it so far is the potential funding and interagency work and we really looked at we organized our ideas and see traffic coming with

capital planning of m.t.a. and we have a very good working relationship with them. we work with them basically on all these projects. we also look at d.p.w. other projects and funding, for example, and the restriping of fulsome has been a way of coordinating that and came to the foreground as one project and that is one way and also looking at community interest and there has been, for example, some interest by community needs and plans on the intersection and that is the project we didn't necessarily put on the priority at first, but it seems that it's very interested. and taking the plan and make it theirs and now they are advocating for that. it can be a mix of action. >> it depends on where other

departments are already doing work and we are trying to coordinate with them when they are doing work on the street. so it is often very much opportunity driven. >> and the fulsome median would be several feet wider, too, so it will be nice. president miguel: commissioner sugaya? commissioner sugaya: it seems that the planning department is in a good position as he said to kind of coordinate it and i think you were mentioning that, too, where other departments may be moving ahead or have plans or something where they can be coordinated with the community and after 2 1/2 years, i hope that the department can continue to engage the community because it seems that would be an extremely important part of implementing all of the aspects of the plan short term to long rm
