mr. clark, please call item number one. >> item number one. francisco arts commission to from the national endowment for the arts learning in the arts for children and youth for general operating support for writerscorps. supervisor avalos: thank you, mr. young. >> good morning, mr. chairman. we're here to answer any questions you might have about this item. the program, writerscorps, is beginning its 17th year of service to the students and the youth of san francisco. is a collaborative program between the library, and the arts commission. we anticipate that we will be able to reach about 600 young students in san francisco,

helping to promote creative writing, and that's the purpose of the program. it brings published professional writers and places them at schools, libraries, and in the juvenile justice center. we are available to answer any questions. supervisor avalos: how do you do our reatreach? and which schools are you out in san francisco? >> melissa, do you want to talk about that? >> our services are in school and after-school. we partner with classroom teachers, and visit their classrooms on a regular weekly basis, and provide services to the students during the school day. as the teachers and the principles which classrooms they think we would work best in. we're at five public schools this year. we're at downtown high-school

commission high-school, international studies academy, and hilltop school for pregnant and parenting minors. supervisor avalos: if other schools want to be part of writerscorps, how does that happen? >> the program has historically had as many as 25 writers on staff. we're able to saturate the city. with six riders on staffwriterse have been drastically reduced. this and other private contributions are so important. we're down to six teachers. it would be wonderful if we were able to expand that and be able to expand our services. supervisor avalos: have you had any funding before? >> yes. supervisor avalos: how often? >> it has been annual for the last few years. >> actually, since, i believe,

1997. supervisor avalos: thank you. great. if there are no other questions, we will move on to public comment. thank you very much. >> thank you. >> supervisors, as you know, this is a great city, and the way we should approach this situation, grants, culture, workshops, is for us to get some background as to what is the real population of our city, and then find out what is the real population of the children, and in this case, i would say mostly in the southeast sector, and then find out how have they been given opportunities to

participate. there's a lot of talent over there. as you know, this is very little money, $50,000. we spend hundreds of thousands of other art programs with great fanfare. when it comes to our children, and they're very talented, and i work with them on a daily basis -- many of them have to seek funding from private sources. i'm not faulting the arts commission, but they have to come up with some empirical data to see how our minorities are uplifted. one of the ways that we do that is by going through history, focusing in on the southeast sector, and focusing in on some

great filmmakers, and so on and so forth. that is the type of information that we need to be giving to people at home so they can participate. not this very general, superficial way that they come here. the right questions are not passed. thank you very much. supervisor avalos: thank you. any other member of the public would like to comment on item number one? and anyone else who would like to comment, please line up at the center aisle. thank you. >> thank you for this opportunity. i would also like to thank you from the arts commission for coming here. what i want to suggest this morning -- i do a lot of work with young people who are deemed at risk. there in the juvenile halls and

juvenile detention, and i continue to work with them when they re-enter the community and reconnect with their families. my only comment would be that i would hope that the arts commission would consider perhaps partnering with someone who works with kids who are in detention. those who are already in school, yes, granted, they need assistance, and they need a forum for self expression. most of those kids that are in detention and are coming out -- they are in detention because they do not have the support that a lot of our other kids have. the mere fact that they are already in school. many that are in detention do not have the support of anyone to even encourage them to go to school, much less express themselves in the form of art. i would hope that there could be a partnership with someone who is working with kids who are in an incarcerated status.

when they come out, they can have the support, and they continue to get the support they need to continue their learning process through art and learning. thank you so much for this opportunity. supervisor avalos: thank you. during the presentation, i believe it was mentioned that there are writerscorps workshops at ygc. i have seen some of the work that has come out of ygc. it has been really good stuff. it provides a good outlet for a lot of young people who need that. if there are no other members of the public would like to comment on this item, we will close public comment. a motion from supervisor elsbernd to take that without objection to the full board. item number two, please. >> item number two. ordinance authorizing the

office of the public defender to accept and expend a grant in the amount of $47,000 from the rosenberg foundation, via institute for local governance, to develop a california reentry council network to assist in the development of statewide capacity to improve reentry policies and programs, and amending ordinance no. 191-10 to reflect addition of one class 1406 senior clerk, grant-funded position, and one temporary class 8173 legal assistant, office of the public defender. supervisor avalos: thank you, mr. young. this is an ordinance from supervisor mirkarimi. you noticed that right away. he is not here today. he has an amendment, which i would like to read into the record. i believe he is changing the portion of positions. on the actual amendment -- on line 8, he will be striking the line that begins with class

1406 senior clerk. that will be taken out. that will leave the line, one temporary class, 8173. on line 19, taking out of the section that says to hire reentry council assistance, and striking on the second page -- the line that says add 1406 senior clerk. that would leave senior legal assistant 8173. this was a request of the public defender. i'm ok to support. question for the deputy comptroller -- if this would

cause any problems. >> i have reviewed the proposed amendment with the public defender's request that the positions that are treated better fit the dollars available. i think that this is a step in the right direction. the original defensintent was to create two more positions. in performing the calculations, the proposal to create 1.5 position is adequate for the money that is available. supervisor avalos: deputy senior attorney cheryl adams, as this change lead to any continuance? >> it will not. supervisor avalos: a motion to accept those amendments. that is without objection. any members of the public would like to comment on this item? we will close public comment.

and we will move that forward without objection. thank you very much. item three, please. >> item three. resolution approving port commission lease no. l-14796 with ideo, llc for office space located at pier 26 annex within the southern waterfront with a sixty month term and a 60 month option. >> good morning, supervisor avalos, and supervisor elsbernd. i would like to provide you with a brief summary of key points of the proposed lease fo y. the leased premises are located at pier 26 and next, comprised of existing space, existing office space, and an expansion area to be renovated. the use would be for general

office with a small model making workshop. the lease term would be for a five-year period with a five- year option. the estimated commencement date would be january 1, 2011. rent for the existing space would be $32,136 per month, or $2.60 per square foot per month. rent for the expansion space would be $8,100 per month. rent for the existing space would begin upon lease commencement date. rent for the expansion space will commence on the earlier of one expiration 180 days of delivery to tennant and issuance

of a port building permit, two, substantial completion of the works and the date of issuance of the certificate of completion, or 3, expiration of 360 days from the lease commencement date. there are 63% annual adjustments built into the lease. the tentative improvement work. the tenant at full cost and expense shall renovate the expansion area into office space. the estimated cost of renovation is $900,000. the utilities and services are the sole responsibility of the tenant. maintenance and repair. the court shall maintain the structural portions of the pier underlying the premises, the

roof and exterior walls, with the exception of all doors and windows to be maintained by the tenant. the tenant shall maintain and repair the interior of the premises. both the port and the tenant have specific responsibilities for maintenance and repair of water lines, sewer lines, gas lines, electrical lines, and fire sprinkler systems. we believe the proposed lease is a good contract for the port and request that you forward this to the full board with a recommendation of this committee. i'm happy to answer any questions that you may have. >>supervisor avalos: thank you. we will hear from the budget analyst, and then we will move on to questions. mr. rose. >> mr. chairman and members of the committee, on page 7 of our report, we point out that as shown in attachment one, which

is on page 13, of the proposed rental rate of $2.60 per square foot per month for the existing office space is within the port commissions approved rates for office space at the pier 26 and next. we know that the $2.60 proposed rent is a 1.1% increase from the existing rate of $2.37. that is shown on attachment one on page 2. it is higher than the approved rental rates o. my point is that these rates seem to be reasonable, or at least within the port's

parameters. on page eight, we state that, as shown on cable four, the proposed five-year lease renewal agreement as indicated would require ideo to pay the port revenues, while investing in additional capital improvements to convert the port shed space to commercial space. on the table on page 9, that shows that the board would be paid for the first five years of this lease the base rent. and then the option would total this. as you know, the administrative code requires the board of

supervisors to make a finding if it was impractical to award a lease on a sole source basis. this lease was awarded in 1996. it has never been competitively bid. there have been various rituals and extensions. it has never been subject to a subjectbid. mr. benson advises that it was inadvertence that the finding was not included. he also advised us that based on staff reports, the board routinely finds it is not practical. as you know, the port, in the situations, where it is not practical to competitively bid.
