12:00 am
to the questions of the commission and we appreciate that. >> item 14, the recreation and park commission bylaws. >> maybe i should present this since i have been leading the charge. in the package, you will see the first paragraph says it all this this to set the regular meeting time for the capital committee for the first wednesday of each month at 2:00 p.m., city hall, to set the record their meeting date and time of the operations committee for the first thursday of each month at 2:00 p.m., and to amend the regular date and time of the full commission meeting to the third thursday of each month at 2:00 p.m. at city hall.
12:01 am
i think the commissioner harrison might have a modification to that which will satisfy any concern. >> i believe these were in response to some comments after writing the proposed amendment.
12:02 am
this really is the essence of it. we have talked about the reasoning and we hope that we will have more public issues and give more people to comment and hopefully it items that have been refined as a result of that out reach. >> is there any public comment on this item? >> will we be mailed in notice of these separate committee meetings? how will we find out? >> they are posted at the library on line and you received them in the mail. >> thank you. >> is there any other public comment? seeing none, public comment is closed. >> a motion to approve with
12:03 am
amendment. >> moved and seconded. >> we are now on item 15 which is the golden gate park went mail -- band -- restoration. >> i have with me and my colleague who is, managing this project. the item before you is for the award of contract and the renovation. in your packages, you received an agenda item which outlined four potential contractors who had bid on the project. because of timing issues, we had to make sure that the current bidder was qualified.
12:04 am
the contract requirements for her reached. in your packages, i think that margaret handed out three additional sheets span to one of them as mentioned in the package, this outlines the bidders and their prices and their subcontractors, i believe. that gives you a formal break down of the bidders and their numbers. the other two items that go hand in hand are modified recommendations to the staff right up. unfortunately, the previous contractor was not able to --
12:05 am
that contract. at the recommendation of the city attorney's office, they wanted us to formalize this so we put some clauses in the renovated recommendation section. i would like to read that for the record. the contract was terminated and resolved at the recreation and park commission. here bite an award is given for the -- murphy --
12:06 am
>> that was what would be before us. >> that is what would be before you and that is what the recommendation would be upon your approval. we want to make sure that the level of determination is put into the record. >> thank you. >> thank you very much >> is there any public comment on this item? >> when i was looking at this i cannot see a breakdown of all the costs and everything. from this it showed -- from the general fund. i looked out here on page four or five and it shows that
12:07 am
there's six and 44. how come that is not -- >> the funding on this particular project is long and deep. you are referencing the general fund amount. >> this is capital. ice boat with our finance director and she said that the general fund dollars allocated are actually general funds that are given to the department and other departments for the use of proposition 12 font dollars. there was $1.6 million of general fund that was distributed to offset eligible
12:08 am
costs that were determined after they got the grant. we have funds to fund this project and others in golden gate park. the granting agent was not going to reimburse the city so we found ourselves were we had to stop context and stop the fine source and bring a new funds sores and to pay for this. as part of that general fund dollars allocated from the office to augment those issues at that point and time. the discrepancy that you see is actually the general fund dollars which are sitting in the fifth column in our monthly
12:09 am
report. the reason is that those general fund dollars are used for expenses that can't be reimbursed. that is difficult for me to understand. the general funds were allocated specifically for construction projects specifically to offset proposition 12 funds. >> can you send me something? >> i will have to bridge that gap. i am more than happy to provide that detail. >> can i entertained a notion --
12:10 am
motion? >> seconded. >> this is unanimous. >> we are on item 16, the continuation of general public comment. you have two minutes. >> i am 90 years old now and my memory kind of face from time to time and i will see how much of this that i can read to you.
12:11 am
some people ask me if the earthquake is where it all started and the ramp became vacant. there was like a closed -- i was since the law that was written on what to do with your property after the earthquake. they wanted to sell the land because they were mad as hell. i did not, i like the freeway.
12:12 am
the people in north beach who came back and got their supervisor to change the name of the surry park or the lawyers who when all of this was going on they were wanting to sell off the land. i am still trying to save this park. why it works so hard to save the park when you could just come along and steal them? >> thank you.
12:13 am
>> good afternoon, everyone. i am helping the youth groups to reclaim this space. i would just like to give more stress of our proposal and the u.s. council of operations. fuhr this will work as an arm of the city government in helping the city to address the issues that they used that they are currently facing.
12:14 am
if this council will hopefully grant this, this will be more attractive if given proper training, citizenship training, and good -- from the government. i would like to note that the youth commission is supporting the idea and we are happy to have this proposal in the near future. thank you for your time. >> thank you. a>> good evening, commissioners.
12:15 am
i have been -- mitigating and having to do with the buffer- based -- this keeps the ph balance to about 7.1. on the prioritization, i wish trying to make a suggestion that we can have a better prioritization than you saving water. i will leave that for the future. these are put through the reverse osmosis process and not
12:16 am
the micro filtration. this to be good for the growth of plant life and wildlife. that is another point that i wanted to bring in. these are indicated in the scoping process of the planning department. i just wanted to update you. i'm still in favor of this project. >> thank you.
12:17 am
>> people go away from the park to get away from the stuff. there might be another way to raise that money. i realize that parks and recreation as $12 million in arrears. i think that perhaps with the neighborhood input we could come together and raise that money. then, we can get a plan for the future. i hope that you would consider this. i think perhaps he could put the
12:18 am
license is on hold till we come to a better understanding. thank you. >> there are a number of vendors to it don't have licenses that charge for food. what would you suggest? >> they are moving, they are not stationery. later today, there is a hearing down the hall at the planning commission and wanted to make sure that you are aware of the issues. on the overhead here is an image. you can put that on line for the public to see.
12:19 am
it has to do with -- or is it eligible as a national registry site? it is one of the largest open spaces for tenants. it is for private courtyard, public patio areas, and a shared space. the master plan and current provision, i am hoping that they will see it in their purview. and the entitlement hearings are coming up. i think it is critical for people to see images such as this. the interior courtyards, this is not being discussed. and the master plan group, by the ownership. it is eligible and it could be considered a national park in
12:20 am
the city and county of san francisco if people were starting to think about it in a different way. i am recommending that you take a look at it in terms of future space to turn into public parks. the current owner does not have a conditional use on and it could be leading to the lake in that neighborhood. it would be a prime piece of property. so please take this under consideration and public space is a key element to the city. [chime] >> mark. >> good afternoon, i live on twentieth street. i have here to talk about the same conversation topic.
12:21 am
i am hoping that we can reopen the public discourse on that. i have the impression that it was not really put in front of the people that use the park. i wanted to say that the people of san francisco have a history of being able to tackle problems like this creatively. i think if this problem was put to the people, it might have a better chance of getting a solution that everybody can live with. we all have to make sacrifices. in 1940, the people of san francisco voted to put up their homes as collateral for the golden gate bridge that was completely funded by the people. i think adding private presence
12:22 am
to the park makes a huge, lasting impression on the landscape. i think it is something that we all have to decide carefully. we will have people selling food, corporations selling food or what ever in the open spaces. i hope that we can reopen that discussion and make something happen. we all have to sacrifice on this. i agree. but i think we need to buy into the neighborhood and the people. >> is there any other general public comment? please come forward. >> all right, go giants. my name is matthew troy, and i
12:23 am
am here to speak in regards to the issue of the vendors. it is a bit of an ugly situation for all of us. i am in opposition to have any sanction the vendors and the park currently. some other people brought the idea of reopening the process. i think that is a good idea to take under consideration. i would also like to have the chance as well as the neighborhood to have the chance to work with the commission to come up with a better solution. the mission district of san francisco in general, the area around the park, there is a lot of resources with the neighbors and the locals that we can come up with something. we need money, everyone needs money, but i think that there are other viable, creative
12:24 am
solutions. and we can put all of this behind us. i would like to get something on the agenda for the next meeting , and we can present -- if you need numbers or ideas, i am willing to volunteer and put the time in. a lot of people say that we can do something creative, but i would like to have something a little bit more concrete for the next meeting. >> is there any other public comment and the general public comment? this item is closed. we are under item 17. commissioners matters. president buell: seeing none. >> is there any public comment? item 18, new business and agenda
12:25 am
setting. any public comment? public comment is closed. is there any public comment on 19? seeing none, we're on item 20. >> move to adjourn. president buell: all those in favor? so moved.
