please read items three and four. >> chairs report, this is an information item. executive director's report. this is also an information item. supervisor mirkarimi: i would like to say thank you to david chiu who served as the head of these meetings the past few weeks as we were out of town. colleagues, we have had a couple of busy weeks here. perhaps the biggest news was the state budget bill which took several weeks to mature but ultimately resulted in a big win for the presidio project. the project is now poised to award its second phase as a public-private partnership, and we expect it to become an example for other projects around the state to follow. i was joined by commissioner daly and deputy director chang and others as we hosted a coordination meeting with the

associates from government and the mtc on the implementation of the sustainable community strategy and the new regional transportation plan. we had a wide ranging discussion on policy issues and emphasized that we need to insure we could get transportation infrastructure funding commensurate to this share of the region's population and appointed growth. this plan will have considerable land use impacts on san francisco, housing expectations, and transit expectations. i have asked evac and mtc if they could serve as a coordinator for follow up meetings. i look forward to their leadership in facilitating those meetings. colleagues, in the future, when these meetings occur, i would advise you to take part in these

meetings. they show both original commitment and what we will have to shoulder municipally. i also spent time educating people over the past month to support the vehicle registration initiative. that will increase transportation revenues at a time where we need more help. many of you do not know that if prop aa is enacted, we would have to double the amount of money we give to street cleaning services. i also made sure that our ability to share those remarks is copacetic. we also have a report from the municipal transit agency. i worked closely with commissioner campos and his staff through the process to provide guidance to the

consultants during the initiation phase of the audits. several of you have met with the cgr team to provide your views, and i want to thank you very much for those. for those of you who have not, please feel free to do so. the cgr team also met with the mta board, comptroller's office, and others that have a key relationship with the mta. we expect to have a report for them in the november meeting. there are some changes that we anticipate, that are possibly ruminating about the mta. the opportunity of this audit comes at a very timely season. this concludes my remarks. thank you. >> you may want tosupervisor dut

to do public comments first. i would also ask that we excuse supervisor alioto-pier, who is attending a funeral today. supervisor mirkarimi: absolutely. commissioner campos, without objection. >> good morning, mr. chairman, commissioners. my report is on your desk. there are several items i would like to highlight today. first of all, the authority out caltrans have issued an intent of work with a golden link partners who proposal included a bid of $28.5 million in annual availability payment, which is 20% below the maximum level of

$35 million set by the san francisco transportation commission when we entered in this process in may. this is a major milestone for the project. really, confirmation of our conviction that this would be a good way to move forward in the project. the fact that it is coming in lower than what we had is a comforting thought, and an indication of our initial advocacy on this particular delivery strategy. there will be a $173 million milestone payment paid to this consortium when they complete the project and it is accepted, not open for use. then the availability payment stream will kick in after that. the project is expected to be finished in 2014.

the golden of link partners include equity guarantor's -- flat iron west key infrastructure west as the main contractors. there were two other bidders on this process. they were the golden gate access group, royal presidio access partners. all of the consortium that was on the project had reputable teams with plenty of experience, with good guarantors, with a good track record in the u.s. of construction and engineering excellence. pursuant to the requirement in

state law, we conducted a public hearing on october 21 at the presidio and we took public, it -- public comment on the rep rt. ort. the contractor is to begin final design work on phase 2 in january 2011. as i said, the project would be complete by 2014. the selection comes on the heels of the state budget deal, which among other things, clarified an interstate law, a number of questions about this process, the eligibility of this particular project, and removed a lot of those questions. most importantly, by providing

continuing appropriation authority for the project in the state budget, which is a major milestone. so the project is now slated to be a trail blazing example of how this can be used in california for construction projects, in particular, with availability payments. we are looking to move ahead now. i have been asked by the transportation commission to provide monthly reports on the progress of the report because of the significance to the state. i would like to take a second here to thank the deputy director of the project for his truly distinguished work and leadership for facilitating this outcome for the project and for securing such a good deal for san francisco. we are going to have to add some breakthroughs in the debate with

the california high speed rail authority, bringing in high- speed rail service into san francisco. as you know, there has been some controversy on that topic. we are leading a coordination group that has met for several nights now and has come up with five potentially feasible engineering alternatives that addressed the city's main concern which is not having to depress 16th street at the caltrain tracks because of the negative community separation that that kind of design would have. the group has come up with five alternatives that are now being proposed to the high speed rail authority, and will be analyzed at the technical level. we are hoping the most promising of those bids advances into the environmental document

which is to be released in december. tomorrow we are hosting another meeting of the working group. of course, the city department with jurisdiction over this will be involved. that will be followed up next week with a meeting with the high-speed rail authority. we will keep you updated on that. on local issues, i want to highlight there has been at least a conversation with districts in regards to the tac program. we do not think this has reached the board yet but the district is interested in the possibility of rolling back the local portion of the transportation for clean air fund program. if sb 83, the vehicle registration fee ballot measure

is successful next week, we have some concerns about that because there is a 20-year record of effectiveness. it has been administered locally. it is a main source of funding for alternative fuel programs, bicycle programs, rideshare programs, and things like that, so we do not necessarily see eye to eye on that project. i will keep you posted on this. we are working with other management agencies in the bay area to try to reach a conclusion with the district's on this topic. -- the districts on this topic. this and do have important state

implications, the approval from the legislature, that some changes in the way the state transportation approval program works, which could make things more difficult for us. this board has prioritized bonds for central subway, caltrain, and for the caltrain electrification project. we may need to revisit those and set up some advocacy around ways to distribute that in sacramento. perhaps the next budget cycle. on the positive side, as i mentioned before, the legislature also approved a $1.1 billion continuing appropriation authority for the presidio parkway project. and there is also the additional

funding that was made available through the public transportation modernization enhancement account. it again on the negative side, the governor reduced the amount of money available in the budget for high-speed rail connectivity funds. these are funds -- $900 million out of the high-speed rail bond. a portion of those funds were already budgeted for a board project and for the central subway. those will have to be replaced somehow because it is no longer available. the governor reduced the original legislative line item of $146 million to just $38 million, and restricted it to positive train controls. we kicked off the san francisco

transportation plan this month. as part of that, we hosted a noontime anwebinar, and an evening open house, updating the community on our vision. we are already hearing some interesting comments. our key objectives seem to be on track. a big win for san francisco in the sustainable community strategy -- regional climate grant. the region is of poo poised to e tomorrow millions of dollars in grants, san francisco should be getting $14 million of that. among that, a grant to fund a partnership between the san francisco city agencies and groups of employers.

this is a direct follow up to the sar that this board requested. i want to give our director of planning kudos for putting that together and making sure we had a successful set of applications. again, we will keep you posted on the next that's for that. you already heard the chair's comments about this meeting that happened last month. we are coordinating for the next set of meetings for that. the chair is interested in leading an effort with the coalition's and san jose, oakland, to develop a more sustainable footprint. we are in the process of doing out of reach for t octavia

boulevard project. we have had an open house and a large public workshop on september 27. we are getting very interesting feedback on that. as i said before, a study of city wide significance. the impact of traffic distribution in the city center. tend to be felt not just in the civic center area, but to the west side and even as far as the excelsior. the double parked study is moving along. -- balboa park study is moving along. a number of people attended that meeting to provide their ideas on short-term improvements. medium and long-term improvements will be included in the countywide plan. we are obviously following up for that set of improvements

with commissioner avalos' office. the van ness ave the rt project is nearing completion of its eir. we expect the eir will be released in the winter. the geary eir will be followed in 2011. we have completed the work on the 2009, 2010 fiscal audit. we are expecting another clean audit performed. thank you to our deputy for finance and administration. that concludes my report. supervisor mirkarimi: thank you. if there is any public comment on both of these items, please come forward. seeing none, public comment is closed. thank you.
