temperature our body likes, 98.6 degrees. >> so what we have here is the heat exchanger for digester no. 6. these clog up with debris and we're coming in to -- next wet weather season so we always come through here, clean them out, make sure that we get maximum heat exchange during the colder wet weather. sludge season. >> rubber glove. >> right here. >> rubber glove, excellent. all right, guys. >> thank you. >> good luck. >> this is the full on hazmat. . >> residual liquid. we're taking it time to let it drain. we don't want to get sludge on it necessarily. take your time. stand on the side of it.
3:31 pm
. >> should we let it release for a while? . >> let it release. >> is that the technical term? . >> this is the most important bolt on the whole thing. this is the locking bolt. it locks this thing right in place. so now. >> take your hammer and what we want to do, we get rag build up right in here. the hot water recirculates right in here, the sludge recirculates in here. the sludge sometimes has rags in it. all we want to do is go around the clean the rags. let me show you how. take the slide hammer, go all the way through the back, go around. >> got you. >> during the real rainy
3:32 pm
season, how does that change the way dealing with this job? is it a lot more stuff in there? . >> what we do, charles, we do this quarterly. every four months we go around and clean all the heat exchangers so we don't have a large build up. . >> go around? . >> yeah. (sound of hammering). >> what i'm trying to do, charles, is always pull it out on the low stroke. >> right. so you are not, like, flying out. now talk about clean up.
3:33 pm
. >> then where does this stuff get deposited? . >> we're going to dump it in a debris box and it will go back to the plant. >> if you think back, the romans came up with a system of plumbing that allowed us it use water to transport waste away from the hub of civilization, which enabled cities to grow. . >> you have a large bowl, a drive motor and another motor with a planetary gearbox with differential pressure inside there. the large mass up there spinning separating the solids from the liquid. we have to prevent about once a month, we go in there grease those, change the oil, check the vibration levels.
3:34 pm
the operators can tell just by the hum of that machine that it's a harmonic noise emitted that it's out of balance and the machine needs to be cleaned. it will start vibrating and we have vibration analysis machines that will come over here and check the levels. so it's kind of an on-going thing that you have to stay on top of on a daily basis. >> handled properly, you take organic residuals, as we call them, that are leftovers of our society and turn them back into some energy. and we have another ability to take that sludge and get a nutrient value for crops there. we actually are running a kind of composting energy recovery system. >> well, this is a dirty job. we try to do it safely and we try to do it without imposing too much on the public.
3:35 pm
people want to flush their toilets and have things go away and not be bothersome again. we do a lot to try to accomplish that. i'd like to invite you to come back any time you want. once you got this in your blood, you are not going to be able to stay away. the raging waters are fun and when we do digester cleaning i really hope you can come back. that's quite a sight. >> yeah, that sounds interesting. >> i really appreciate you coming by and it was a

president newlin: please call the roll. commissioner cavellini: here. vice chair joseph: present. president newlin: present. >> we have a quor um. i looks like commissioner meko, i am unclear as to the presence of commissioner roja. we will see. president newlin: ok. next high tell is public comment. members of the public may address the commission on items of interest to the public that are within the subject matter, jurisdiction of the commission. with respect to the agenda items. members of the public may address the commission for up to three minutes at the time such items are scheduled. that means if it's on the agenda, talk about it when it comes up. if it's not on the agenda and you have something you want to talk about, now's the time to do it. no public comment. all right. item two. review and approve the minutes of september 14 and september
3:51 pm
28. are we quorumed in for that? >> i only have the 14th. vice chair joseph: i move to approve the minutes of september 14 and continue the minutes of september 28. president newlin: i think we can't do the 14th as well. oh, yes we can. >> minutes should reflect the present commission. president newlin: ok. we're doing the approval of the minutes of september 14 and continuing the minutes of september 28. do i have a motion? vice chair joseph: i moved. we need a second. commissioner cavellini: second.
3:52 pm
president newlin: is there any public comment on the minutes? do we want to hand out copies to everybody so you can read over them? [laughter] come up with a few questions? seeing none we'll go to call. commissioner cavellini: abstain. vice chair joseph: aye. commissioner meko: aye. commissioner perez: aye. president newlin: aye. ok. next item. report from the acting director . acting director. >> that's me, commissioners. good evening. i will make this as short and sweet as possible. the first item is the legislative policy update, just wanted to bring it up to speed on the -- what we're calling the promoter registration
3:53 pm
legislation. it does have a file number and i put that in your memo. it's 101190. for the purposes of anyone watching or anyone in the public bhowho might want to look this up online, that's how you do it. so that piece of legislation was issued, as you know, by superviser chu on september 21 and has gotten through its 30-day waiting period and will most likely be scheduled for the public safety committee hearing on november 15. we believe right now, although obviously there's no agenda yet, during its 30-day period it was reviewed and commented on by the small business commission and by the sfpd. it's in process by this commission as well and you'll hear about phthalater. some changes have been requested. the staff has not yet obtained a revised copy with those changes.
3:54 pm
so as soon as i do, i can indicate to the commission, although we might actually again do that through the ad hoc committee process so that you are up to date on any kind of amendments that might come forward. but in any case, a revised version will be presented as the public safety committee mid november and then there will be opportunity again to provide input to the supervisor. regarding halloween, which is almost upon us, similar to last year, and i said this to you a month ago when we met, we continue to work closely with sfpd at all levels, at the stations and at command staff, to assist in the creation of a near-complete list of the events happening over the halloween weekend. it's obviously a long weekend of friday, saturday and sunday events. in addition we will have the world series occurring, albeit
3:55 pm
not in town at that point, but on every tv in san francisco. and around. so it's going to be a lot of fun, i hope, and hopefully a positive experience. halloween itself is on a sunday. there is no event in the castro, i just want to reiterate that. there are many events all over town friday and saturday. so with the help of the entertainment commission, we're hoping the police manage their resources throughout the weekend. i know vaj is prepared to be out and about in a costume? no. in the sound inspector costume that he wears every weekend. and hopefully the weekend will be, you know, smooth and we'll have as few surprises as possible and that's pretty much what our focus has been, to
3:56 pm
find out about as many events as we can and just make sure that they're on the radar. so no one is surprised. in addition, regarding halloween and compliance workshop was held by the california music and culture association or cmac, on thursday, october 20. and the workshop covered co-compliance, -- code compliance, it covered security best practices, it had discussion around venue and promoter questions and answers. it includes representatives from our staff, from the police department, from a private security company and two attorneys who were there obviously to talk about their experiences and again address concerns regarding issues around costumes, i.d.ing people with face paint and masks on, you know, plastic weapons and things that happen on halloween and lots of crowds sort of moving up and down sidewalks that may be a little different

than other holidays. so we think that went well. we hope, again, that overall we'll see a safe and happy halloween and it might be even a little wet, which is helpful. so, with that i'll go to staff update. what i really wanted to do and i'm glad to do this is update you on the citation issuance procedure per the revised section, 1060.25. i've been reporting on this and reporting on it and i finally am able to report that this citations were finally printed and delivered and actually used by mr. granelli last week. he will be happy to tell you the details but we did issue some of those citations to
3:58 pm
permitted venues. he was also able to make contact with the controller's office early this week, coming back in with those citations, copies that are ours and to roll through that administrator process to make sure that we end up with the money, hopefully that might make it paid into our account and we find out how much it is. as we begin to process those, we will let the commission report back to the commission. we hope that those citations will end results in improved venue operations, frankly, and less nuance issues in front of you. we may see some income from those as well, but that was primarily not the reason that we pushed very hard to create a system to use them. what we want to do is, in the end of the day, not have to issue any citations at wull. so -- at all. so again, mr. granelli will let
3:59 pm
you know how it went. on the written report i left that little chart of the ongoing list of one time permits that were issuing out of the office, again to give you an idea of the activity that we're seeing in the office with the reduced resources that we're faced with. we're three people in the office, one of whom is mostly out in the field, so it's two of us in the office and just want to take the time to highlight that we serve a lot of clients and we do it in a timely and consistent and friendly manner and i would love to at some point do some kind of customer survey because obviously i'm self-reporting our friendly manner. but i believe that people like to work with our office. i do believe that. whole heartedly. vice chair joseph: everybody loves you. >> everybody loves me. i don't know about tht
