on the agency to do the maintenance on those pieces of equipment. mtc spoke earlier about assisting s with staff training and using techniques that golden gate had employed to try to get the percentage functioning up on those targets earlier. the fare gate target and infrastructure maintenance, the way it is established right now, we have a one-year contractors warranty and maintenance that is currently being reviewed with extended warranty opportunities. primarily because the operating budget is so constrained right now, it would be difficult for us to focus a hiring campaign on maintainers in a short period of time, maintaining that equipment in the opera will fashion.

there is the opportunity to extend the maintenance. we simply have not had our final decision with that or got uncomfortable with the numbers yet. in the long run, what the agency intends to do is utilize our staff to maintain the equipment. if we employ an extended maintenance. through the contractor, we intend to, throughout the normal hiring process, those that we are bringing on board and training emphasizes the contractor learning the system so that at that point when the maintenance time is over, we can supervisor chiu: take overchiu these talk -- over. supervisor chiu: these talk about the operation and maintenance of these copper cards for the historical vehicles in the city.

i tend many of the commission's -- i attended many of the commissions to make sure that public comment is allowed without restriction. i believe that the first amendment of the constitution and the constitution of the state of california both guaranteed debt and i be know that all board members take an oath to support and defend those consultations. i have some level of anxiety of getting here that i might miss the swearing in and then have someone imply that i will not tell the truth. my real concern is that at i have started to attend board meetings and some of the processes by which members get appointed, i am concerned about

their qualifications. i don't believe that the paperwork submitted is exhaustive to any degree. sometimes you have to fight with the agency just to get a hold of it. once you get it, you have to wonder what the person has to qualify them to serve on the board. i think we have to come to this summation and we did a legal opinion and a memorandum that said that they did not apply. if you read that, this was a huge city. i would guarantee that we have people out there who would be more than willing to serve on boards who are extremely well qualified. rather than what i see are people who might have to serve on another board. they really don't have anything

to add to the make of the board. i am objecting to the makeup of the board which is not do anything to address a serious concern i have which is when individual citizens come here before the board, it is them against the government and you are simply another branch of the government. if we have statistics, you are much more likely to side with the city agency than any of talent. basically, that is the appellant against everyone, the city agency and you. >> thank you. >> the 2007 billing code means that all cities are required to adopt a lot. the city of san francisco did adopt the 2007 billing code.

the city is allowed to amend the code but the amendments must be more restrictive and also obtain instructions from the state and they must be filed with the building standards commission of california and the housing agency. appointments a shell consists of members to are qualified and knowledgeable in the code and applicable local ordinances i contacted the billing status commission and asked if the city of san francisco filed anything in regards. they informed me in writing

it says here that your testimony should focus on the reasons he did not file on time and what the board should allow delayed filing. as we've heard from the onset, the notice was not received to august of this year. mr. stevenson not receive this on time. -- mr. stevens did not receive this on time. that is pretty cut and dried. therefore, he did not respond on time and that is why he is asking for jurisdiction moving forward. >> are you finished?
