passing on to you now as an official request to have a plaque in honor of mauricio death the library, to show that we are not at war with the library, but the library needs to be part of our community, and we will keep reminding all institutions what it means to be part of the community and what it means to establish and retain the equity and justice in our community. i do want to invite everybody -- we will be have been -- having a reduction center, and there will be a rosary at chisels, and the funeral will be at st. paul's over on church street at 10:00 a.m. on thursday, which is where mauricio went to elementary school. i want to thank all of you for the memorial for honoring his
6:01 pm
work. supervisor campos: thank you. in thinking about how to honor mauricio, we heard from supervisor alioto-pier and what the meat -- supervisor avalos and with the merrill then to him -- what the mural meant to him. i would like to acknowledge the presence of two young people. he fought so hard to make sure that young people had opportunities, and one of the things that he and i worked closely on was making sure that the district 9 representative was someone who had that fiery spirit that he was known for, and i would like to of knowledge her presence, his niece, who is in the audience. commissioner, thank you for
6:02 pm
being here. if i may close by asking for some brief remarks from someone who i think demonstrates and shows the mauricio's spirit lives on, and that is his son. i just want to have an opportunity to say couple of brief words. as you can see, mauricio lives on. >> thank you. as you all know, this is a tough time for my family and life. i currently live in chile so i just got back to the country on the 16th. i never would have expected this to happen so fast. i knew he was sick, but never would have expected it to happen so fast. it has been tough for my family and i, and i want to thank you guys for acknowledging my father and allowing the
6:03 pm
neighborhood center and myself to speak. i was here with him on plenty of occasions when we were in the back making noise, trying to fight for something he was going for, and at times when i was a little kid, i always said, "why do we have to do this?" now that i'm an adult, i realize that everything had a meaning in a purpose, and it made myself, my brother, my cousins, and my family all stronger people for it, so again, i just want to thank you guys. when i was a little kid, i remember he wanted to be on the school board, on the board of supervisors, and he told me when i was little, he said, "win and 50, i want to be mayor of san francisco." unfortunately, god had another plan, and he is no longer with
6:04 pm
us, so again, thank you, and hopefully, i will see some of you at the services tomorrow and on thursday. supervisor chiu: colleagues, given that i think probably every single one of us has personally witnessed mauricio's contributions, i would like to ask that we do this in memoriam on behalf of the entire board. at this time, why don't we move to public comment. then the next item on the agenda is the opportunity for the public to address the board for two minutes on items within the subject matter of jurisdiction of the board, including items on the agenda with the committee reference, portions of the agenda, including items which have already been hurt by a board committee. speakers using translation assistance will be allowed twice the amount of time. a member of the public would like a document to be displayed, please clearly states such and remove the document when the

screen should return to live meeting. supervisor chiu: thank you. two minutes per speaker. first speaker please. >> [speaking foreign language]

6:07 pm
can send it to our first lady, michele obama. ladies and gentlemen, one week from today, you are going to be happy with me when you see the top candidates, you see them here in the feature, have taken office, which i like him, and i like to show you the picture board the three people we need them to win, and they are going to win. it is our time to change the republican and to elect mrs. whitman. i do not know her, she does not know me, but if you want to know something about me, i am activists for this city for 26 years. you do not know me.
6:08 pm
i do not know new, but you are nothing more than garbage rich, and you are never going to win next tuesday because i agree with everyone that mr. jerry brown is going to be our next governor. that will make it next week tuesday. god bless him, and god bless our may to go from here -- supervisor chiu: i have to interrupt for one second here we are not allowed to campaign for any political candidate here in the chamber of city hall. >> ok, i'll apologize for that, but i will be happy also if i see our governor, the next governor going to be like jerry brown. i know him personally. he knows me personally. thank you. supervisor chiu: thank you very
6:09 pm
much. next speaker, please. >> i worked with mauricio as well and would like to offer my condolences to his family. stop the corporate rate of the public library. i difficult budget times, there is an increased awareness that public money needs to be used for the public benefit, and public resources belong to the public as a whole. as we enter a second period of a great depression, we must look to the great depression of the 1930's and what brought this country to gather to meet those challenges. first, society can fail. society has to succeed for everyone, for those who are left behind will destroy it in. as soon as we understand that there is not always more money, that that is stealing from the entire community, and lies harm the entire community, the problem today, as true as it was then, is how is it possible to
6:10 pm
protect democracy and social values from the corruption and influence that money can buy? the worst example, of course, is the public library that was run by a public/private partnership that has no agreement that is open to scrutiny by the board of supervisors. yet, they are allowed to sell naming opportunities with no consideration of whether the benefit to the public is even equal to the cost in public resources. can you imagine a sports franchise or any business selling naming rights on the basis that some unknown some might be donated? the library is the most democratic of institutions, and no one cares about democracy. supervisors are all too eager to trade democracy for their own careers. what we are doing is taking our most important institutions and destroying them, and the public does not even get the money. the society we share and the
6:11 pm
values we hold together can no longer afford the discretion. the lies cost more than the money. thank you very much. supervisor chiu: thank you. next speaker. >> mr. president, supervisors, i speak to you today with a very sorrowful heart because over the weekend [inaudible] mr. david thompson. i knew him well before he entered into politics.
6:12 pm
the person who train him, but the father of our independence. and he has be changed so well that he followed in the footsteps -- he has been trained so well that he followed in the footsteps of mr. barrow. so has he has passed, i will save this -- as time goes its frame, [inaudible]
6:13 pm
supervisor chiu: thank you very much. next speaker. >> my name is sheila walters. i'm here to talk to you about ferry park. on monday, the bulldozers will be sent by heart and rhett to tear up the park. this is the park right here. this is very hard right here. the ferry building over here.
6:14 pm
they change the name to sue bierman park, and that was wrong. after the quake, i created ferry park, which was the most beautiful, and the most economically-run park in the city. just with one gardner, it can be run, and it has been run. it is always in the top ranking of the most beautiful of parks. i want you to stock this building that they are going to do. they are going to take up the glass and she is then spread these curlicues sidewalks all over -- you have seen them.
6:15 pm
bulldozers will come. they would just mess of our neighborhood. this just shows that you care more about builders, and they are making $4 billion to do this trip to the park, and leave us with just a mess that we do not need done. we do not need sidewalks. supervisor chiu: thank you. thank you very much. next speaker please.
6:16 pm
>> good afternoon, supervisors. i have been here before. i'm disappointed to see such a small number of supervisors here. looks like they must be out doing what i told them to do, and that was held us the rest lieutenant-colonel michael aquino, or i'm sure they're raising money for people they are supporting. i am an investigator of crimes against children covered by law enforcement, and my stepfather was a longshoreman for decades, so i wanted to remind you to remember the fifth of november. i support the longshoremen's and our nation's coming national strike. i have here a letter i gave to jerry brown and all the evidence i gave him, 27 pages of
6:17 pm
documentation, asking him to let me speak before the state grand jury. did the same thing with your district attorney, gave her all this evidence, and i'm willing to give you all a copy of it, so you can -- so the commission here will -- if you need someone to make copies for you, i told you about the lieutenant colonel, the cia not see in your city, has 2430 leavenworth street, and i talk about him, but there is a photograph of him, all right? and i asked people why the thousands in different congresses all over the nation, 80% say female because he is a victim of his mother's pedophilia, and he formed a temple, when he left the church
6:18 pm
of satan as the high priestess in that organization, and here is -- [bell rings] supervisor chiu: thank you very much, sir. thank you very much, sir. next speaker. >> is the microphone on? the authority be mined to speak as i do for this year message to the likes of you. again, remember, remember this upcoming fifth of november, for here comes the longshoremen's
6:19 pm
general strike, with students and labor, we laid down the saber and obtain america as we like. we freed the animals from this factory farms and free our children from all these homes. we are going to do our best and free jamal, the mother of all boycotts will be the call. we are at a historic moment. this 40-day general strike, which will be supported by our law enforcement officers and both keepers -- it is a moment of power in turning from what once was to what will be to what we all look forward to see is called the promised land, and the power of the strike will allow us to put into the governor's office for whomever we wish, whether it is the lawyers huerta, for certainly, the people running right now are professionals that work for d.c.
6:20 pm
attorney general brown canceled his debate because of the case, which i made public the day before. he has been involved in covering up one of the largest cases in california -- supervisor chiu: i just want to remind you, we do not engage in political campaigning here. just wanted to mention that. >> i'm not campaigning for anyone. as long as i get my extra 10 seconds. the power of the strike, which goes for 40 days and 40 nights is the one where we go ahead and implement 10 million new gardens in california, allowing work for everyone and solving both the job issue and also the migrant issue, while canceling out monsanto corporate farming practices. there is a march for common sense that will be right out here in front of city hall, so i invite you all to attend. be indicted or invited. supervisor chiu: thank you.
6:21 pm
next speaker. >> good afternoon, supervisors. i'm here to speak regarding item 35 to ask that it be removed from the adoption without committee reference calendar and be sent to committee to give the public the opportunity to discuss this important resolution. the resolution sets forth a policy which will have impact. the chair of the coalition for san francisco neighborhoods land use committee spoke to several of the supervisors aides to ask that this be referred to committee. the resolution itself cites the fact that increase bicycle trips will require significant steps. the 12 whereas said it will dramatically increase bicycling,
6:22 pm
which would require significant new funding. the resolution sites the city close the transit first policy, which sets forth in number one, the foremost priority policy, the primary objective of this must be safe and efficient movement of people and goods, and item four on the legislation talked about friday being given to it civilization to increase the safe and efficient movement of the hills, and bytes our sole occupant vehicles. they slow down traffic. topographic lee, san francisco is a very challenging city. this has not been reviewed. ceqa guidelines require review of legislation that may have cumulative impact. this has gone no review. it will set policy. in light of the september 10
6:23 pm
grand jury report, i think there is much to discuss, and i'm asking respectfully that it be referred to committee, and not just the quickly -- supervisor chiu: thank you very much. next speaker. >> good afternoon, supervisors. i represent california center for public health advocacy, and healthy eating active living campaign, which is a broader product of the california league of cities, and the california center for public health advocacy. i just wanted to draw your attention to one of the biggest problems our nation and our state, your constituents, are facing. that is the obesity epidemic. the city and county of san francisco has taken incredible steps towards dealing with this issue. yet, there are a lot more steps that can be taken, so representing the center in the
6:24 pm
campaign, i'm asking the supervisors to carefully consider future resolutions and steps that will take the city to the next level and -- in adopting policies and dealing with the obesity epidemic. thank you. >> hello. good afternoon. thank you for the opportunity to speak to you today. i'm a film director for corporate accountability international. in my capacity of film director, i have spent the past few weeks talking to people throughout the city in the bay area, and this support is overwhelming for action to be taken. san francisco parents want to insure that the food their kids eat meat basic nutritional standards. pediatricians want to fight the root causes of diet-related diseases that threaten his
6:25 pm
health, and local bosses wanted keep the playing field level. hundreds upon hundreds have taken action to show their support for measures to protect our children's health. calling an e-mail your offices, attending your office hours, and writing local papers. health professionals have weighed in resoundingly, and dozens of restaurants and local businesses, coalitions of local organizations, faith leaders, parents, and others are defending on their board of supervisors to take action on this issue. most recently, we had a registered dietitian with the prevention institute who wrote a letter to "san francisco chronicle" last month. we need the supervisors to stand up and support healthier kids' meals that meet strong nutritional standards. that is believing in kids in a way money cannot buy. thank you for your leadership on
6:26 pm
helping to protect our children's health. supervisor chiu: thank you. next speaker. >> good afternoon, supervisors. i am dedicated to community service in san francisco for the last 10 years. i have worked side by side with many supervisors here and taken care of graffiti in a lot of your district, but i'm here today not for myself but for a more important issue. i ride muni seven days a week, and i notice we have the public service address -- they will mention giving up the first seats to the elderly and recently, i heard a public service address about calling an texting if you see graffiti happening on the bus, which is great, but i have a concern that i do not think has been recognized.
6:27 pm
it is more for all the mothers of san francisco. too many times i have gone on the bus and seen those first seats occupied by young men or young people, and a pregnant mother gets on holding her child and has to maneuver her way all the way back to find a seat, or i have seen cases recently where a mother with a stroller came on the bus with her groceries, walked to the back of the bus, and left her baby sitting on the sidewalk in front of the bus. it would have been great if she could have had the opportunity to have those seats. she is a young mother. i would have put the baby on first and the groceries second, but i also have a 3-year-old child which i have to hold some times, but i would like to see us do something as a city for the mothers. when you get on those of us, the first seeds that are for the handicapped, every elderly person, every handicapped person has a mother, so i think those
6:28 pm
front seats should be for the moms as well. supervisor chiu: thank you. next speaker. >> i would like to give the speech that i plan to give a couple of weeks ago. it says here in the bible that when esther came before the king, he commanded by letters that his wicked device, which he devised against the jews, should be returned upon his own head and that his son should be hanged upon the gallows. for all the words of this letter and of that, which they had seen concerning this matter, which had come to the -- you know the story, i'm sure. although god never mentioned directly in the book of esther, definitely is working behind the scenes. i find it very interesting, and it is speculation, but i believe
