we are the organizers of jimmy's old carpet neck. it was held last saturday. it was a ninth death. the rain did not come until sunday. we worked close with rec and park staff. i want to thank the general manager, sarah ballard, and the park rangers. the commission was instrumental in this. i forgot to thank commissioner lee, who was generous with me in talking through issues. thank you. it was a little bit of a light turnout. 446 cars. that can be explained by the weather and the date change, maybe the uncertainty about whether the event would occur. we will get on it this year and start planning right away. i did hear the public comment about the trees.

we did work with rec and park staff to try and figure out where to park the cars. the day before the picnic, staff came out and actually staked out the areas. i would love to see the report and the pictures. i think there is always room for improvement. we're willing to meet with the various stakeholders and work with rec and park to get it right. those meadows' take a lot of use from the city of san francisco. they went to the hardly strictly bluegrass. they are very hardy. if properly managed, we can all enjoy the use of our park. thanks again to you for your help getting this event continued. >> thank you. commissioner harrison? >> this year was the first year i have attended that. you are right. the weather was pretty chilly out there. i was there with my grandson.

was because the renovation would take place after that. however, never, never again is this going to happen. i don't care how much money is offered. it will not take place. it is not ok. i picked up immediately the surrender klaus, number 13, in the contract with peter pan, that says you have to restore the premises exactly the way you found it. there you are. it should have been done better. the second thing is we had many community meetings that said we should have peaceful open space. that means of passive park. we have places that have sports and everything, but that does not belong on the waterfront. five parks do not have a sport. that has got to go. and the amplified sound.

centers to be safe in the long term. through the efforts to include community input, we have to be given a coordinator who is great and interested in input. there are still other issues that cannot be addressed with just one staff member. we have two other staff members. dothere is no oversight and maintenance at our local parks. hoswe have things to address, ad

one is the recommendation through programming and policies. last is the development of new citywide. >> our last speaker -- >> my name is a dial. i work with a coalition called connect to protect. we became involved in may red -- on rec issues. we were part of trying to

support youth programming, getting off the ground with the u. s phase syouth -- youth space. the space is no longer available in a cost free basis. traditional youth over 18 are not usually considered. today ended up not being a good time for the number who are working with us to present to you the proposal we have been working on, but we have been able to present it to the commission as well as many individual members who served -- who voiced their support. we would like to request but you put us on the agenda, so they

it was a rather stagnant program before she came onto the project, and she is a patient and persistent. a lot of these are in honor of people. it takes a lot to get it all organized, and lots of times there are members who have a lot of input and suggestions about where the bench should be placed. she does a great job and is a persistent source of revenue, so i wanted to recognize her contributions. >> is there any other comment? public comment is closed. >> moved and seconded. >> opposed? it is unanimous. >> we are on item number six,

which is the san francisco zoo. >> i realize if i have any more foreign john i will turn into a pumpkin -- any more orange, i will turn into a pumpkin. a law was passed by the california senate and assembly without a single no vote. you may recall an individual entered into the habitat at the zoo, but the charges were dismissed. the amendment will now make it a misdemeanor for unauthorized entry, and we will hope this will protect the staff and visitors. i am also pleased to report the zoo is offering a free tram service for a trial basis on the

weekend. they will escort guests to the grisly cult exhibit. -- grizzly gulch exhibits. the children areas will host a haunted nature trail, and children are encouraged to trick or treat to are temporary rainforests. reindeer will return to the zoo this winter. they will have a new home this year. as discussed of last meeting, there is an opportunity for the san francisco zoo to acquire a

young hippo. a young female had an unplanned pregnancy. the male will be left out in the cold if he is not moved. he can be moved before the christmas holiday. on the attendance front, september attendance was over budget by 1520 visitors. october appears to be off to your good start as well with the mission revenue ahead by 23%. the total attendance for our

fiscal year is below projections by 4.5%, and we will restrict expenditures by the same. i am pleased to report we not only closed the year with a balanced budget but had a slight surplus. >> thank you very much. any questions? >> any public comment? we are on item #7.

>> i am here to present our long-awaited out reach. as you know, we currently do not have a policy around outreach, but i did present our approach to outreach and then took a similar presentation to the neighborhood parks council, san francisco parks trust and prozac to talk about what we are doing that works and solicit their input on what should be included. their input was incorporated into the document you have before you. arno there are some folks -- i

know there are some folks to mrs. very valuable. -- to whom this is very valuable. the bulk of the policy a are pretty straightforward her. they are essentially to establish a protocol for community input, and that will give staff, the public, the same road map.

they will engage in the formation of ideas so people can have input early and often. there are a variety of things we do, and out of reach would differ. the policy tries to reflect a 5 feet out reach needs to be scalable based on an -- reflects the fact the outreach needs to be scalable. i am just going to discuss a couple of highlights of the outreach policy. the policy out lines key activities that require out of

reach. and -- outreach. changes to the budget and her apartment-sponsored event superior -- event. it is important we do make this scalable. this will help notify the public, including early notification, citywide notification, and community meetings triggered -- meetings.

this is really a fluid process. we may determine that a category the level of out reach will be appropriate -- category b level of out of reach will be appropriate. there is more interested than we thought. there will be movement within the process. a couple of key items that were not discussed specifically that i want to highlight today are our database, and this was a comment echoed with every single group and constituent we talked to our round-the-clock policy, and that is we may have 40,000 e-mail addresses, but if

it is not been, it does not matter who -- if it is not good, it does not matter. we have solicited a list from all the district supervisors from other district agencies, planning department, muni, to make sure we have the most up- to-date information possible this is a challenging task keeping abreast of the leadership changes, so we will continue to look at that. we are also really excited. we have a community event where we have volunteers and staff out at a table with information

on our volunteer programs and who we are generally, and there is the ability for people to sign up and get information if they are interested. one of the exciting things that has come up of the policy is we have agreed to harner, so that gives us the ability -- to partner, said that gives us the ability. lastly, there are a couple of pieces of feedback that have been implemented. they have a suggestion that during an event, we often do

not know what is the process. that is it for the policy, unless you have questions for any of the division heads. >> any questions? >> i have a question on a later agenda item regarding the committee. you are doing out of reach two weeks before the commission meeting. would it be that you could set it to two weeks prior to the operations committee meeting,

since they will likely look into that issue? they will then have proper notice. i would like to have a note to amend that. second, i would like fun threshold idea. if you receive 50 e-mails if on a particular item that 50 people send e-mail finan or call and say they do not know about this -- send e-mail in and say they do not know about this, that could be a trigger.

how do you bomb it up from your first level of outreach to your second -- how do you bump it from your first level of outreach to your second. we are using e-mails or phone calls as a metric. perhaps that might be helpful. at least his commission can no 50 e-mails came in on this policy. therefore we are going to scale up on this. >> you are still receiving input

from various sources. at some point you can bring this back to the neighborhood park council and the prozac grew. -- group. now they have seen this, they can look get the new input, and they will have possibly more comments. >> you will received a document that shows the comments and shows how if inc. and wide. >> -- and shows how and why.

members are staff and actually come to provide feedback on different items. are we going to be tracking staff responses to the input being made or the feedback we are getting from the community? i have sense frustration that if people call our staff or call us, that they do not see we are making the effort to respond, especially if they are coming up with your ideas in terms of

projects at the different wrecks centers. -- rec centers. i would like to see more due diligence on responding. we should document that and track that and really make an effort to respond. >> i can think through the policy versus having that be a staff report for each individual item. currently, we track complaints year over year. it is not necessarily gratifying if they have to wait a year.

the comments are often incorporated, and a lot of the input was included. i will sing through whether it makes the most sense for if that is something that should been dictated. >> there is a feeling from the community that we are doing something with the feedback, because it does not do anyone any good for us to get his feedback if we do not act upon it. >> i believe i read you were contacting other parts of the city's.

my understanding is planning usually contacts 500 feet around the site. d.e.a. d.e.a. is the parts should have that range around the database -- the idea is that the parks should have arranged around the database. >> that is one of our largest challenges conditional use authorization is different from a design review. our main policy it -- our main problem is it can be rather expensive.
