another date is indicated. supervisor chiu: please call item no. 1. >> item #one. resolution authorizing the department of the district of san francisco to retroactively accept and expend a grant in the amount of $750,000 through the united states department of justice, bureau of justice assistance, for a program entitled "san the grant period of october 1, 2010, through march 31, 2012. supervisor chiu: i know that we have a representative from the district attorney's office. welcome. >> i am here to answer any questions that we have about the grant. this is a great opportunity for the people of san francisco. transitional housing for offenders is in great need and we never have enough. a chance to open a great facility in san francisco with a foundation that has a nationally and internationally

recognized model for helping re- enter individuals. a great opportunity for this city. i am happy to answer any questions you might have. supervisor chiu: any questions? seeing no one, are there any members of the public it would like to comment? i can see one individual. two minutes for speaker. >> when it comes to providing any type of rehabilitation to those who are released from the prisons, we need to get some sort of information and data. giving $750,000 is not the right way to go. there is no doubt that the nancy does good work. there is no doubt that they get a lot of money from corporations. this is an institution that is

well-established. what happens is the district attorney's office has not done their homework. there are many institutions and homes, many other qualified people that would like to serve, people that are released from the prisons. like the bay view hunter point. here we have $750,000. about one year ago we had $350,000 given to the mayor's office of families and youth. here we have the district attorney's office arbitrarily coming here and saying, you know what, we have $750,000 and it will be given to the lancet. that is not how it is done in san francisco. the district attorney's office has been very negligent. not only in this matter, but in

the community response network. someone needs to audit the district attorney's office when it comes to this type of grant and restoration of justice. here in san francisco we have various to constituents that will not just accept people coming here and making general statements and giving such large sums of money to an institution that is already valid. thank you very much supervisor chiu:chiu are there -- thank you very much. supervisor chiu: public comment on this item is closed. are there any final comments from the district attorney's office? >> supervisor, thank you. to respond to the gentleman's comments, i want to be sure that we have done our homework on the matter. we have looked at all of the data done on returning offenders over the last couple of years. we have consulted with the adult

probation department about their needs. we feel very secure that this is a good model at this time. in terms of working with delancy on this, they are largely self-sufficient, running on their own exercises. as a general rule they do not take public funding. in certain exceptions like this they make allowances to start a program that they hope to start in hand off to the city going forward. a well thought out strategy. thank you. >> thank you. colleagues, any motions? supervisor chiu: motion to except with recommendation, could remove this item to the full board with recommendation? madam clerk, item number two. >> item #two. resolution authorizing the sheriff's department to retroactively apply for, accept, and expend $300,000 in funds from the bureau of justice assistance, through the second chance act prisoner reentry initiative; the no violence alliance one family reentry initiative (nova-ofri) will

resolution authorizing the san francisco police department to retroactively accept and expend a grant totaling $320,274 from the u.s. department of justice/ national institute of justice for the fy2010 forensic dna backlog reduction program. supervisor chiu: this item is brought to us by the san francisco police department. we have a rep. welcome. >> good morning, supervisors. i am in charge of the forensic service division. currently in this division of the crime lab we are under- staffed. we need to hire on one more supervisor and three more analysts. this grant will help us to reduce our casework turnaround time. it will increase laboratory efficiency and productivity. helping us to implement new technology by specifically upgrading the two genetic analyzers that we have, and a

written them with lab management systems. it will help us to implement a simple chemistry kits called the identiffiler doing things in one step rather than two steps. it will help us to purchase software for data analysis that will reduce the time that the analysts spent on analysis and review. we plan on using it in addition to those items for some overtime, for analysis that will result in a reduction of our cases that are awaiting testing. backlog. as well as over time for the administrative technical review of the analysis that is quite comprehensive and time- consuming. also resulting in a reduction of the overall case for a turnaround time for the work.

supervisor chiu: any questions? supervisor mirkarimi: yes, thank you. are we currently out sourcing these cases now? >> we are doing some outsourcing, yes. supervisor mirkarimi: how many would you estimate? in the report i see about 175 cases backlogged. is that the totality of clay -- of cases in class one crimes? >> that figure would be outsourced, at least 100 cases at this point to help with the backlog. the current backlog stands at 20 cases with our property crimes and recent cases coming in, depending on what happened over the weekend, it could be a few more. supervisor mirkarimi: what about homicides? and the case is related to homicide before 2010? >> no, we make every effort to

keep homicides and sexual assaults in our laboratories. we have outsourced many property crimes in cases where we have the record swab from the suspect in the grip of the gun. in fact, there was a homicide over the weekend, so there is this morning they pulling out of all of the stops at the laboratory. supervisor mirkarimi: thank you. supervisor chiu: any public comment? >> supervisors, francisco. i know that a couple of high- ranking officers in the chain of command were demoted because of what happened at a laboratory. i now know that i think the person next to the chief of police is in charge of this

area. that safety meetings i think it would be good, every six months for three months, that we get some sort of report. the constituents of san francisco really do not know if the laboratory is still at hunters point. or if it has been moved somewhere else. if it is that hunters point, we would like to know some of the things that were reported in the papers. even the feral cats, taking shelter in our laboratories. we would like to know, also, what happens to all of the investigation that was revealed here by the public defender, jeffrey archer. because this grant is good. it takes us to a place where we can rectify, and perhaps put

things on track. but we also need to know exactly what is happening as far as the process is concerned. i do not know why there are so few cases that are backlogged. while we were following some time ago, there were hundreds of cases. i do not know how it has arrived to less than 100. from the reports that we were following, it was more like 200 or 300. thank you very much. supervisor chiu: next speaker, please. walter. >> ♪ secret forensic agent meant secret forensic and -- agent man. you will find out all about it and do the best that you can to improve all of the prices that

supervisor chiu: this item is also brought to us by the sheriff's department. your presentation? >> this program will target high-risk offenders for mental- health and substance-abuse diagnoses. an area that was not previously funded or served. this will give us the opportunity to try to reverse -- try to reduce recidivism related to this population. supervisor chiu: any questions? let me ask if there is public comment on this item. >> supervisors. at the last board of supervisors meeting, one of the supervisors, i believe it was john of the los, recommended a number of

doctors, nurses, who provide medical assistance to our inmates in san francisco county jails. which is one of the best in the nation. i have been doing a lot of research on mental issues. any way the to look upset, one of the best places where adults who suffer from mental illnesses are given one of the best treatments in our county jail, so if this grant helps us in that it bodes well for this city, i want to point out one thing. it would be good for the board of supervisors, from time to time, to commend those who are

doing good work in our county jails. it is not easy to do that work. over the last maybe 30 years, i have been in touch with michael hennessey, whom i admire. he is the man behind the scenes that things outside of the box, bringing about a lot of changes by and our institutions. very focused on the incarcerated. going back to the jail's and those who are going to be released, many of them come out? land back in the county jails. this management helps with those mental cases. thank you very much. supervisor chiu: next speaker,

authorizing the san francisco police department to retroactively accept and expend a $750,000 grant from the u.s. department of justice/office of community oriented policing fy2010 technology program for a gunshot location system. supervisor chiu: we have a representative from the san francisco police department. >> this grant will allow us to further expand technology as it relates to public safety, both with gunshot location settings and community safety cameras. this will allow us to expand to a total of 9.3 square miles for the gunshot location system, potentially adding an additional 25 community safety cameras. obviously with the approval of the police commission. supervisor chiu: any questions? any members of the public that wished to comment on this item?

date is indicated. supervisor chu: thank you very much. please read item one. >> item 1, a hearing to consider the issuance of a tight 48 on- sale general public premises liquor license to pomchai hutachinda located at 2367-2371 market street, will serve the convenience of the people of the city and county of san francisco. >> good morning. san francisco police department. what is before us this morning is actually a pre-existing licensed business. the business is currently licensed and operated. what is before us today is what we call a formal premise expansion, and they are trying to add to the premises approximately a back space of 12 feet by 24 feet. it is completely enclosed and some fruit. i would also point out that the premises has done significant innovation.

i would even say that it sets the standard for many of our premises in san francisco. the entire place has been renovated to address noise issues and limit impact on the community. we are recommending this for approval. their hours of operation are 5:00 p.m. to 2:00 p.m. daily -- 5:00 p.m. to 2:00 a.m. daily. i would point out that there are some letters of protest, which will ultimately get resolved at the abc if the petitioners do not result in -- withdraw in advance of that. we recommend the following conditions -- condition one, no noise shall the allowable beyond the area of the control licensee. the petition shall not make structure changes in the premise and interior without prior written approval from the department. condition three, the sale of alcoholic beverages of -- for offset premises consumption is strictly for have it. consumption of on sell alcohol beverages shall be restricted to the conference of the premises. there shall be no consumption of
