for the fy2010 forensic dna backlog reduction program. supervisor chiu: this item is brought to us by the san francisco police department. we have a rep. welcome. >> good morning, supervisors. i am in charge of the forensic service division. currently in this division of the crime lab we are under- staffed. we need to hire on one more supervisor and three more analysts. this grant will help us to reduce our casework turnaround time. it will increase laboratory efficiency and productivity. helping us to implement new technology by specifically upgrading the two genetic analyzers that we have, and a written them with lab management systems.

it will help us to implement a simple chemistry kits called the identiffiler doing things in one step rather than two steps. it will help us to purchase software for data analysis that will reduce the time that the analysts spent on analysis and review. we plan on using it in addition to those items for some overtime, for analysis that will result in a reduction of our cases that are awaiting testing. backlog. as well as over time for the administrative technical review of the analysis that is quite comprehensive and time- consuming. also resulting in a reduction of the overall case for a turnaround time for the work. supervisor chiu: any questions? supervisor mirkarimi: yes, thank you.

are we currently out sourcing these cases now? >> we are doing some outsourcing, yes. supervisor mirkarimi: how many would you estimate? in the report i see about 175 cases backlogged. is that the totality of clay -- of cases in class one crimes? >> that figure would be outsourced, at least 100 cases at this point to help with the backlog. the current backlog stands at 20 cases with our property crimes and recent cases coming in, depending on what happened over the weekend, it could be a few more. supervisor mirkarimi: what about homicides? and the case is related to homicide before 2010? >> no, we make every effort to keep homicides and sexual assaults in our laboratories. we have outsourced many property

crimes in cases where we have the record swab from the suspect in the grip of the gun. in fact, there was a homicide over the weekend, so there is this morning they pulling out of all of the stops at the laboratory. supervisor mirkarimi: thank you. supervisor chiu: any public comment? >> supervisors, francisco. i know that a couple of high- ranking officers in the chain of command were demoted because of what happened at a laboratory. i now know that i think the person next to the chief of police is in charge of this area. that safety meetings i think it would be good, every six months

for three months, that we get some sort of report. the constituents of san francisco really do not know if the laboratory is still at hunters point. or if it has been moved somewhere else. if it is that hunters point, we would like to know some of the things that were reported in the papers. even the feral cats, taking shelter in our laboratories. we would like to know, also, what happens to all of the investigation that was revealed here by the public defender, jeffrey archer. because this grant is good. it takes us to a place where we can rectify, and perhaps put things on track. but we also need to know exactly what is happening as far as the

medical assistance to our inmates in san francisco county jails. which is one of the best in the nation. i have been doing a lot of research on mental issues. any way the to look upset, one of the best places where adults who suffer from mental illnesses are given one of the best treatments in our county jail, so if this grant helps us in that it bodes well for this city, i want to point out one thing. it would be good for the board of supervisors, from time to time, to commend those who are doing good work in our county

jails. it is not easy to do that work. over the last maybe 30 years, i have been in touch with michael hennessey, whom i admire. he is the man behind the scenes that things outside of the box, bringing about a lot of changes by and our institutions. very focused on the incarcerated. going back to the jail's and those who are going to be released, many of them come out? land back in the county jails. this management helps with those mental cases. thank you very much. supervisor chiu: next speaker, please. >> ♪ this grant is making me go out of my head over a good

one of which is the beginning of the card installation system. we have nine stations that will be receiving newgate's. and we will be adding another 19 disabled fare gates. what we are attempting to do here is replace the infrastructure that has well tapped is useful life in terms of our fair gates, and we are cobbling that at the same time with a nuclear program, which you all should be aware of and which is the regional smart card that will be used throughout the area for public transit trips in the region. the new ticket vending machines -- we have purchased 40 of those ticket vending machines. customers should be able to go to any metro station and purchase tickets that can be used on all of the systems in the metro region. they are multi-lingual machines. they speak in english as well as

spanish and chinese, so we are very excited to be here today. again, 30 years worth of work that these dates have done it, and they have done all that they can carry in over 700,000 people, and these new dates will hopefully be here in the next 25 or 30 years serving as public transportation services here in the city, getting to and from their loved ones, getting to their job, getting to education, so we do not look at these gates as just being steel and rubber and labels. we look at them as an instrument to help people achieve their dreams, and today is an important day. we expect to have the total system outfitted by the end of october. we would not be here if it were not from the parks department, with federal stimulus dollars that came to us from the fda. the project had been sitting on the shelf for quite some time

here at the agency, and we were fortunately able to fast for this project through our partnership with the mtc and the clipper program, through federal stimulus dollars that were presented to us by president obama's economic recovery program. it was clearly a partnership that got us here today, and it is i guess a signal of future unveilings we will be doing over the next couple of months over the -- with other projects that will be coming to fruition. we started this work a few years ago as it related to the clipper card. we started work as it relates to the trolley buses being rehabilitated. we have a host of projects that we are implementing at this time to get our system in a good state of repair, and today is just one of them. with that, i would like to turn it over to our regional administrator -- regional fta. >> i am especially pleased to join you here today and celebrate this wonderful partnership.

this project has been forwarded with $11 million of federal stimulus dollars, and that is only one portion of the upward of $70 million in stimulus money that came to the mta here. we're very pleased to be here today. i would analogize this project almost to that of fine wine. nothing before its time. we have been involved with translink program. we are almost there. not only did the recovery money provide and create and retain jobs across the country, it provided that additional infrastructure funding to get us over the hump. again, we are pleased to join with you today, and congratulations to both of our partners.

wacky place i call home, san francisco. a city that prides itself on the cutting edge of new ideas. you are home to the birthplace of live science and i bet half of you forgot the united nations was founded in the city and county of san francisco. to make this point -- what makes us a special place is the capacity to live and propser together over every difference. that is the economic paradigm that makes this city so vibrant and me so optimistic. it used to be that a company

would open up and everybody would move to that city. now, companies go to where the talent is. the paradigm and efforts in san francisco create the conditions where people, regardless of race, religion, rich, poor, and regardless of their sexual orientation come here to live their lives in a way that is fully expressed. this is the economic purpose. resources of all our plan to invite the best and brightest into the city that was probably best described as 47 miles surrounded by reality. this is a magical place, where we do not just celebrate our differences but unite around our common humanity.

i think that is one reason that you were in a city with the lowest unemployment rate of the cities and counties in this state. this is very high but this is doing better than any other county in california. this is a city and county where people are making a historic investments. the home to twitter and ustream and the wikipedia foundation and the brand new headquarters at 8th and brannon at zenga. but are announcing their new headquarters here in san francisco. a few years ago, they had 398 employees, and now they have 1200. and they have made a seven year commitment to the city and they will grow north of 2000 employees.

this is not where everything ends. zenga, you know this. i want to congratulate them on their wisdom. their long-term commitment to the city. we are making a long-term commitment to them. and the same with the sales force that is growing exponentially. dolbe labs, around the corner in this city. this city is starting to see all the high-tech companies that were in other parts of the state of california and across the country coming back to rediscover what is right with san francisco. and i am here because, not just because i am the mayor, but i am is somebody who lives here. i care about the fate and the future and i care about this city.

i am here to tell you baps the best days of san francisco are ahead of us, and they are not behind us. and there is a lot of excitement and interest -- and enthusiasm happening here. and i would like to talk about those of you who are operating companies outside of this city, please take another look at san francisco. i would like free to think about the state of california and the talent that is here. people and creativity and talent, creating these conditions to invite the best and brightest from across the world. the proximity to berkeley and stanford, research and development that is here and human capital. we know what is happening in connecticut and boston and san
