engineer. i have lived in san francisco for 15 years and i have -- one block from alamo square. i am here to tell you a story about what happened to me 24 days ago. my wife and nine, we do our watching every other sunday and this was like any other. we drank our tea at the kitchen table, i checked to see that there was a storm hanging off the coast so i said i'd better get to the laundromat. i put my laundry in that trolly and went out the door. a block away from my home, i crossed the the zero.

the light at hayes was read that there was no traffic coming in any direction. what would you do at 7:00 a.m. on a completely empty street? halfway up the block, i saw a car speeding towards me. i continue up the block. but 10 yards away from the intersection, i hear some unintelligible yelling. i look back to see a man in a black jacket and i figure this man must be crazy and i continue on my way but i hear, hey, you, stop, police. i can see this man is holding his badge. he is a plain clothes police officer in an unmarked car. i really cannot believe he is talking to me so i ask, are you talking to me? he says, d.c. anyone else on the street?

to me, this seems like a bad movie. i have no idea why this officer has chosen to stop me that i sincerely believe that he is not doing his job. i tell him, if you are stopping me, you're not doing your job. he yells, who are you. i said, i am not answering any of your questions. he says, you crossed against the light. he said, do you have any identification and i remove my wallet from my pocket and look through it could before i can present it, he takes my hand behind my back until his partner arrives and then he starts to handcuffed me. i put my wallet back into my pocket and a partner tells me that if the police are stopping you then you should not put your hand in your pocket. i tell him, i am not familiar

with being stopped by the police while doing laundry. they say, tell us where the crime is. they will repeat this twice more. , there is now a total of 8 officers on the scene. as you can see, we have nothing better to do. i'm quite relieved that this is on the scene. how much longer do you have? >> two paragraphs. >> the officers demeanors has changed and the new arrivals are conversing about what is in my three laundry bags. one actually says, this is his laundry. now they say, this is not the crime of the century but a crime nonetheless. the reason i'm here today as i was last week and the week before is not to send my outrage at the treatment that i

this was a letter sent from the police commission to the sunshine ordinance task force regarding the complaints i have filed. i would like to read you a couple of excerpts. i'm responding to the above reference complaint in response to the november 6th meeting that alleges a discussion occurred between members of the commission which reached an agreement with members of the brown act. also the election of commission officers. they cannot be at this particular meeting and they are unable to participate. if you take this at face value, he just confessed to a violation of the sunshine ordinance because it barely says under agendas as soon as something becomes available, it has to be

discussed and that is what should have happened. if this discussion was held before the meeting and the president and vice president, it must have been because the president was not here. the first thing should have been that we are changing this item due to the fact that the president is not here. i could not say anything about the item because this was an item on the agenda. when i got to the agenda item, i was told i could not comment you went into closed session for four hours and then you came back and you had a vote to disclose or not this close anything that was discussed in that closed session. ehud -- you then went to the comment where the presiding officer says that we have agreed

that we're going to move this forward off the agenda. if the first was true, you should have done this at the beginning of the meeting. is that is not true, you had this discussion in closed session and then came out and had a vote not to to disclose. we have had agreements to do this. none of you participated in any discussion regarding this meeting. this was the item that i was stopped from talking about before you went into closed session. why didn't anyone say, we had a discussion and we have decided to continue this. we did. >> is there any further public

comment? >> i am here to discuss the potential -- owner. at that time, i think that they recognized the authority of the powers of the commission and made things a little bit bad. i wanted to be known to the commission that i feel that there would be no problem for me to work for the service of customers.

division. >> good evening, president marshall, commissioners, director hicks, we have a commanding officer over the financial crimes division. he is the former officer in charge. then we have our new officer in charge of financial crimes. behind me is inspector -- it will make a quick inspection this evening. we have three awards that are being given for the three citizen volunteers to have done a tremendous job in our financial crimes unit. >> think you. >> good evening, commissioners.

i am from the financial crimes unit. tonight, along with my supervisors, we are delighted to introduce three honorees. just before we introduce them, we would like to give you information of today are and how they came to be of service to the police department's but also to the city of san francisco. the complex nature of the investigations has been an ongoing challenge. over a year ago, i had a discussion with the chairperson of the elder forensics center. specifically, we were talking about the number of cases that come in that involve elderly victims, people 65 and older. in an effort to expedite the assignment of backlogged cases while alleviating the tedious task of reviewing financial

records, she suggested that perhaps we could find some volunteers from the kennedy that would help the police inspectors with their investigations. they put this request out to the community through the institute on aging here in the city. in the meantime the concept was discussed with police management. this was a wonderful idea. this is highly desirable and more importantly, given the economic realities, that help would not cost us anything. these volunteers came forward and prior to being of service, they have to undergo a complete backgrounds investigation. these three highly credentialed professionals have given their time and labor to our department and city for nearly a year.

they have served us beyond our initial expectations. when they come to the office, they review financial records, sometimes very large records of banks and other things. they evaluate and analyze the data. they put the information into simple and meaningful spread sheets. they explain their findings not only to the police inspector but to the tissue to attorney. -- to the district attorney. they also can serve as an expert witness on the stand if needed. in addition to the work that they have been doing in older cases, they also expanded their efforts to help us and other complex, embezzlement, and other crimes. i personally can attest to the exemplary work done by these professionals from my experience in working with them and i think

that my colleagues would concur. this approach has proven to be a huge success and might be a model for similar service in other areas of specialty. at this time, i would like to introduce these fine people. first, we have lauren friedman. she is not only a cpa, she is also a phd. she served as the professor of accounting at the university of kansas. we also have mrs. sabrina -- she is a certified financial analyst. third, we have manuel -- to is a certified public accountant. >> this read from the san francisco police department, in deepest gratitude for your service to the city and county of san francisco, such an

example and dedication is worthy of the highest esteem by the san francisco police department. thank you very much. appreciate this. i want to think this opportunity and i understand that your presenter will retire soon and he is one of the finest crime investigators in the state of california. he is a well-known expert. i want to thank you for what you have done. thank you for working with our new friends. you will be sorely missed.
