12:30 pm
generalized item for discussion on the agenda. we can certainly continue this conversation going forward, as it does relate to item number six, which is the set of conditions we talked about previously. i did include some information in your binder spirited -- in your binders. there are a few people, and you can ask them to come up and limit their time on the microphone if you wish, and if they have anything to hand out, i am sure they can do that as well. >> i would like you to come make your presentation.
12:31 pm
>> they are designed it -- i have experience designing and building software. i quickly became frustrated with the technology available, so i began a project to build a system for bars but runs on an iphone, so people can log in and do all sorts of stuff like that. there is a bar code scanner. as i was in degrading, it occurred to me the magnetic reader can read more than credit cards. adults and application. it runs on consumer electronics,
12:32 pm
-- i build and application. it is very competitive compared to machines that are out there. this project will be out -- this product will be out by the end of the year. what is interesting is being able to check ids at the door. i am trying to incorporate features we run into all the time. i have features like it will turn yellow or orange if somebody uses the same it
12:33 pm
within the same time. it does not mean they cannot come in, but it means pay attention. i am using the service to build what i think of as a community so we can really start sharing information with different communities. my car is in the castro. we will occasionally get a printout from a security camera, and it is somebody who attacked a police officer or did something violent enough the bartender felt we should let someone know. that is fine, but it would be really nice to be able to subscribe to a service were bars can share that information. if something happened, and you
12:34 pm
do have information about who that person was, that could immediately got to the other bars instantaneously, so if they show up at another venue, it gives flag right away. -- it gets flagged right away. r.e.m. interested in may feedback on what you would like to seize -- i am interested in feedback on what you would like to see. i am a believer in the right to privacy they make the information -- believer in the right to privacy. they have features like take the list and print out a mailing
12:35 pm
label. that does not seem terribly appropriate, but i am interested in feedback on what kind of information people think is appropriate to report, but at the same time, if someone does come in and steal something or shoot someone, there can be electronic information about who came in at what time and possibly having information that would be extremely useful. there is all kinds of information on how it is shared and how it can be useful. most of the products do not bother with that. you can literally connected to your computer.
12:36 pm
that is it. the product is going to be out by the end of the year. i am happy to e-mail the status of fact sheet -- the staff of fact sheet. mostly, i wanted to find out what you would like to see it do, how much access the police should have, how much information should be available by request of the police, but those are my questions. that is if you're a good >> commissioner, yes? >> i have a couple of questions. is the standard time coded? -- is the scanner time coded? >> yes. >> i am looking at the low-cost scanners on the web.
12:37 pm
they are from $1,295 to 50 hundred dollars. how much would this cost? >> it depends. venue's could get this for $750 approximately that can do magnetic stripe but cannot do the 2d barker. good -- bar code. it is just over 1000 to be able to do all 50 states. you could go long waves, but most people would want that. >> we have a magnetic stripe. i think there are a total of 17
12:38 pm
states. the rest of the bar code with the information. is that how it goes? >> there is one state that has neither, so that would be a problem. >> if it were fleet and -- sleep week or tourists, how would you handle than -- fleet week or torus, how would you handle that? >> we could do some foreign ideas, but you would revert back to hand-checking. if it does not recognize it, you go back to hand-checking. >> my last question is about encryption. have you been corrected so the door guy does not retain the persons address? >> the data is -- first, i do
12:39 pm
not encrypt it, because i did not save it. i believe it has to have a feature to save it because of the ability to track down criminal activity. it will be included using 128- bit encryption. there is no way for someone to access the data -- there is no way to access it. the only way to access it is through the on-line service, which you have to log in. you have to have a password. >> thank you. >> are you using this? >> i only have one of these now common so i am developing it.
12:40 pm
-- one of these, so i am developing it. my fear is that customers would complain we would have people checking of the door. we would have people say, are you saving that data? we said we were not, and they said that was ok. they want to see what data is on there. because it is a consumer device, i can put a lot of data on theire. that way they can make sure someone has not taken someone else's id and replaced the id
12:41 pm
with someone else. i've think it is important to try to foil the people who are trying to get around this. >> that is my next question. the response of securities in terms of not looking back. i am thinking, did you see that in terms of your security guards staring this way and not looking at the humans? >> if you have something like this, it is human nature to want to hand the car back. did you look get the picture and make sure it matched?
12:42 pm
human nature is if you have a device like this to rely on it and not to the human part, which as much more important. once you have reiterated that enough, they get it. i would not say i would just hand it to somebody, and they would say go. >> maybe you could program of pop out. >> any other questions? >> yes. >> just to put this into context, we are considering a set of conditions the police department has recommended we put on all promises would send
12:43 pm
occupancy of 100 or more, and one condition is all occupants shelby id-stand. -- should be id-scanned. data should be contained on a storage system for no less than 15 days and shall be made available soon local -- to local law enforcement on request. given the privacy concerns, did you have any thoughts on five conditions? >> i am aware of when i first heard of that, i said, maybe i should connect the dots. i am especially concerned about the idea that the data would
12:44 pm
have to be available upon request. that seems like a lobar. most times there is a request for a subpoena. that is not to says if something happens at my car and i have the data, -- my bar, i would probably be happy to find out who did it and track them down and bring them to justice. that is different from saying i have to hand it over.
12:45 pm
>> you mentioned the four or five of your patrons have questioned what is going to be done with the information, and currently you tell them it is not going to be retained. >> i would have to tell them something different. >> it is going to be retained for at least 15 days and perhaps handed to the police department if an incident occurs. >> i have not tried to set yet. i would be happy to report back. so far, i do not retain it, so i have not had to tell patrons bet. >> i would be interested. >> i just want to make a comment i take it you're not a vendor. >> i am in that my inventory is announced for sale.
12:46 pm
-- is now for sale. for me the primary concern was to build something and make that available for other customers. as soon as it does the job for me, i expand out. >> anybody else, we have another vendor? >> this is alexander. weak tone of video surveillance company together, so i also have another card swipe solution i discovered in the last week or so.
12:47 pm
i will start with that, and we would be happy to answer any questions you may have on security cameras common anything like that. she has been in the business, but i will do most of the talking. i come from an entertainment background. the first thing i want to introduce is a card swipe software, and it is a screen and a card scanner and. it captures the picture of the id for a passport -- or a passport. usually if someone gets bent and they bring a passport, they can still come in. gets ba -- gets banned and
12:48 pm
they bring a passport, they can still come in. when you sweat your card, all your information is online. if multiple vendors are using the same system, the databases communicate. if you pick up somebody because they got in a fight at one venue, if you go to another venue, it will show they got kicked out of a certain venue, and it will say, we kicked off this guy, because he was disrespectful to the cocktail waitress. then it is up to their discretion over whether or not they are going to let the gentleman in or not.
12:49 pm
as far as the costs, the initial cost is between $2,000.3000 dollars. it is basically for the kiosk. there are different options, but it also has a monthly fee of $250 a month for the software. they offer a lease, so it could be as low as $300 with no up- front cost to the business. as far as people getting worried about it, it can be used to manage guest lists. it is not like to different systems. it gives you information that is vip, and they can be treated like that.
12:50 pm
one of the other features of the software is when they tristan and take a picture. -- they do this and take a picture. it saves the picture of their id, and it saves an actual picture you connect a camera to. i forwarded that, but i will send more information as i get it. it has a lot of different features made for the bar owner or the club owner. it can send your messages of how many people are in your venue every half hour. if the vip comes to the table,
12:51 pm
it allows you to print out code sec tickets for different people. -- print out coat check tickets for different people. it is pretty complex. >> i have a few questions. what does it cost? >> it initially cost between $2,000 and and $3,000. >> i just wanted to know how much it costs. how do you swipe a passport? >> it scans it. >> how do you enter information? who does bath? >> the person at the first
12:52 pm
computer. >> how does the guy at the front? if he has a long line, can he do that? >> they can do that with an iphone application. >> how does it know how many people have exited? >> it does not tell you how many people are in the building. it just tells you how many people came in through the door. >> it says you take a picture of them. other than capturing the picture on the driver's license, you also take the picture? >> there is a camera that gets put up the door. >> what do you do with those images? >> they get stored. >> has there ever been abuse of
12:53 pm
those images? >> i do not know. >> how would you stop abuse of those images? >> very few people have access to that information. you can limit the access to your staff. >> is the server local in the club, or is it a central server? >> it is a central server. >> the club-owner cannot use that neman >> you can access it online. -- the club owner cannot use it. >> you can access its online. >> you are saying there would be a way to attach information such as they gave a waitress are hard time? >> that is correct.
12:54 pm
>> or that they are a troublemaker? so that would go into this database that is saved for 15 days and possibly turned over to the police if they requested it. >> i do not think there is a time limit on how long you can save it. as far as the database, you can set a timeline. if another person in another state was using the system and you caused a fight in san francisco, it would let them know you cause the fight in san francisco. >> that was going to be my next question. that is breathtaking. not breathtaking in a good way. i cannot wait until he comes to the microphone for comment. this level of privacy i have
12:55 pm
never encountered before -- are there other industries? what other industries are there where you surrendered that much private information to a database that becomes available to a broad swath of all whole industry? >> i do not have an answer for that. it is what i thought you were looking for. >> if someone were applying to be a police officer, would the police department have this level of information? >> if there is somebody that hit somebody on ahead with the bottle and goes to another place, i think it is fair that person should be blacklisted from going out and drinking. >> but if they gave the waitress
12:56 pm
are hard time or in general were a troublemaker, where do you draw the line? >> i do not have a ton of information when it comes to that. maybe there is a set -- maybe there is a severity of issues. i do not have the answer for that now. >> thank you. >> anybody else? >> i have seen systems like this. is the unit hard lines? i knew it was powerful, but they had to have power source and actual modem. >> it can be wireless. >> the problem with the other ones is it had a jack right there.
12:57 pm
>> they are about this big. one of them is meant for this. the other is a kiosk. >> where is this company located? >> alabama. >> i know you just discovered this company, and they took an interest in you, and i am wondering, can you help us find out where it is installed and how it is working, and maybe we can get some information about what kind of issues have come up in whatever stage it is functioning in, because this is an issue for us.
12:58 pm
used to be answering big questions about privacy. if you could let us know more about this all-powerful thing, if it works, i would love to know about it. >> absolutely. >> you took my question. i would very much like to know where it is in operation. i just want to make it clear that the whole idea of this presentation was to find out what is out there. this is not something where people are going to respond to what we have to do this or this is going to be implemented. this is an idea for what technology is out there, so if we do go down this road, we will have an intelligent idea of what we may or may not use.
12:59 pm
>> i do not know if you had any questions. >> i was wondering if something happened where somebody did cause trouble and you were able to stop this person? >> i did not have any specific instances. it has been out in new york where they are using it. i can find out and get back to you guys. >> any public comment on this? >> commissioners, i do not know how you want to split this up, but one reason derek is here is i was having a conversation about surveillance as well and other projects.
