this election, i think all the people that ran for supervisor should be in that meeting. selecting the new mayor. we see what is going on in washington d.c., we have to make sure that the next person who is mayor of the city is for the people. gavin has been great. is important that we have to make sure that the people know that the people and the city are starving. people are waiting. campaigns have changed since the governor and mayor have been an elected. we know how public officials really believe and it is time to

repair, let the sunshine come and, bring the people in and see what type in the city of san francisco -- what does a really mean for the people? we want some balance. thanks for putting this out where the public will know what is going on. thank you. completely on the sidelines. none of you are responsible for it, but i feel a little bit cheated. i think this is something of a perfect mass in that in addition to other complications, we had an election where we selected new people. i would take issue with supervisor daly's argument. if you ask voters, we are not happy with where we are now. we may not want the last thing that you'd do to select someone that could be mayor for a year and have a leg up. i will withhold the rest of my comments but those are my initial thoughts.

>> i applaud the supervisors for doing this in the sunshine and an ally. this is the most important vote you will ever have. i believe that not just because you are replacing the mayor, but because the citizens of san francisco are in the most distressed they have been 70 years. the center for the study of poverty has said that the economic condition index they have created is worse today than it has ever been. the end of the recession has not been helping the city of san francisco. we have middle class families, poor families that have depended -- this can go on and

little bit resistant to take a strong stance. but i am going with supervisor avalos's plan that the board would decide what the procedure would be rather than the clerk. i support that process. i agree that this is the most important decision you will probably be making. we have the chance to elect an incumbent -- appoint an incumbent and when you get that incumbent in there, that person will have the chance to be elected. i want someone who is progressive but who will appeal to the moderate voters. i hope you make the right decision whether it is the old board or the new board. i think you have more

experience, and if you are thinking about what is in the best interest and not particular egos, i would support this board making the decision. president chiu: next speaker. >> as far as i can see, this is not a terribly partisan decision to be made right now. unless the mayor decides not to be sworn in as lt. gov, it doesn't seem to me that we should assume lightly. the board is going to have a crack at deciding to the interim mayor is going to be. and given that that is the case, why shouldn't they do it in a transparent and collaborative process starting now?

it should not be made hastily but should start now and be one of the board gets the benefit from the input of the public, certainly if you decide there is a fair process that you want to adopt and take suggestions from different folks about what a fair process would be, as long as it is happening over the next few weeks, i favor that to any delay in this very important vote. how to speak on behalf of the measure. i don't know if this was meant intentionally, but i am not going to sing my comments today. i think today is the first day you can download the bhils off of -- the beatles off of itunes. so let the sunshine in.

very laudable action that they have taken. clearly, this is good public policy. supervisor maxwell said it best when she said this is important in terms of having a process to support the community as a whole to the you have a process that is open and really give the opportunity for the public to weigh in. you need be able to make the best decision possible and it is clearly the most critical decision you will be making. despite the ongoing back room the things that we are all part of, this will continue until the very last minute. what is really important is that this process, we all must

college going off and leaving me. thank you all to help create this new life i am living and i deeply appreciate it. i also want to support the motion for an open and transparent process. i run a cafe and i also run a nonprofit. there is a lot to be said for how uncertainty impact businesses. in my everyday life, we are having lots coming up. these are people that are losing unemployment benefits, losing homes and losing their access to health insurance and have nowhere to go and nothing to do. i have completely over spend my budget. i am out of money. i am not a place of trying to figure out how i am not going to be kicking people off of their subsidies and losing their homes. i might have my preferences in this, but i want an outcome now

because i need a plan. there are people slides that are dependent on getting something together. i would hope that we can spend as much energy as possible in the governance of our city and really minimize the unnecessary investment of time and energy. let's get it done.

let the sunshine in ♪ thank you for making this without delay. i want to disagree with something a lot of people have been saying. it is going to be dealing with the economic crisis that the city is having. the unemployment, the poverty, homelessness, and the fact that they will have to be another $400 million of cuts that we cannot afford. social services can't afford it. people cannot afford $400 million in cuts because ultimately -- i implore you to get this done now.

get it done immediately. put everything else aside and give us a good progressive mayor. get down to the real important work of ending poverty and making sure that the budget does not cut a vital human services next year. thank you. >> i have been observing many political cycles in the city for a long time. i want to thank supervisor avalos for giving the community time to speak. we need to reflect on the fact that any major executive position has a transition under normal circumstances be a governor or mayor. there is a very important reason for that.

they have a plan in action that even in a good year, it is critical to have it. we have had about as bad a year as we can possibly imagine. i think it would be tremendously unfair to whoever the mayor is to have somebody scooped up in the first few days of the year and also put that burden on the supervisors that are learning their jobs. it will be highly practical and a tremendous -- and doing so in an open way.

-- if the public feels shut out and they feel this was done behind closed doors without undue process, whoever the supervisors are, they will be forever branded and their political careers will change forever. i don't have the same confidence in new supervisors, and even the ones that don't normally agree with us. i believe that is valuable and i think you guys will be able to make better decisions than three new supervisors that can be influenced and maybe not make the best decisions. i think it needs to be done now. >> supervisors, i am christopher ccooke. i want to salute your work, especially supervisors avalos and campos. there is no reason for this board not to make decisions or to not start this process now. i think it needs to be called out, any delay in this is a very

political. it has the authority and there is no argument -- we know that there is just a ballooning deficits statewide that has all sorts of ramifications. i also want to emphasize, let's not just talk about who the mayor should be. and what kind of values and ideas should be behind that. never mind the labels of the progressive. not want a more affordable

housing? don't we want a real sustainable solution? don't want some form of tax equity justice? and the less cutting from the bottom? don't we want the existing board and the new members to do something all the time. what ever we want to put on them, it affects our everyday lives. it is critical that they do this process now and in the open. there is no argument whatsoever [chime] president chiu: next speaker. >> i am a public health nurse. i have been thinking about this for a long time and i was watching the news. they had the congressional freshman come to d.c. to get

oriented and learn who their staff was, which way to set up their office. i want to speak in support of supervisor avalos's motion. there are two problems i see. one is the experience level. more importantly, you should already know your password and e-mail address. that is the reality of it. the other part of it is the time constraint. as a nurse, i make better decisions when i have more time. and when i can analyze this, i can work in an emergency if i have to. i really want to support the

committee as a whole meeting. make this decision now. the anxiety of not knowing who the mayor is. the whole city is sort of the state of anxiety. if we could understand the process, the city would just be more settled. thank you. >> i am a city employee and i am from local 1021 and the diamond heights community association. there are very competent going to the polls and they are very interested in this process. i have the most confidence in the current board. like supervisors dufty, daly, and mirkarimi. i want them in the process.

the public will give you lots of ideas. not the new board. has got to be this board. we know that you want the good process. as a city employee, we need a city employee mayor who looks upon us as not the enemy. cuts from the bottom oup. city employees make up a lot of that middle class. i pay taxes, so do all my friends. city employees in the thousands. i think this has to happen now,

it has to be open and public participation. >> i am with 1021 and i represent public health records. we are here to speak in favor of the supervisor avalos's motion. we are in favor of the current board and making the decision for the next inter-american -- and from mayor -- interim mayor. they can appoint someone who understands the budget and understands all of the pertinent issues that are before us. again, we want a transparent process and that the current board makes the new mayor can come in and make their feet wet right away.
