the board of supervisors rules committee. my name is david campos. i'm joined by a committee member -- joined by a committee member supervisor -- joined by committee members supervisor mar, and supervisor alioto-pier will be unable to join us. before we begin, if we could have a motion to excuse supervisor alioto-pier. before we begin the business of the committee, would like to take a brief moment to recognize the amazing work that has been done by the clerk of the committee, linda wong. [applause] on behalf of the entire members of the committee, on behalf of the staff for the tremendous
9:38 pm
professionalism and excellence with which you approach your job, we just wanted to take this opportunity to thank you for an amazing job. [applause] i do not know, supervisor mar, if you wanted to add anything to that. supervisor mar: i just wanted to add that you are like a diamond sparkling in the sand. supervisor campos: very poetic. i do not think i could beat that. with that, if we could please call item one. >> item 1, hearing to consider appointing two members, terms ending december 17, 2011, to the sweatfree procurement advisory group. there are two seats and two applicants. supervisor campos: my understanding is that the
9:39 pm
applicants for different reasons are not able to be here, but we have someone here from the department. good morning. >> good morning. i also want to comment about linda. we have in dealing with her in our department, and she has been very professional when we have had to deal with appointments, so i have had great pleasure working with her. supervisor campos: yes, absolutely. >> my name is carmen herrera. i'm with the office of labor standards, and as staff the sweatfree -- i staff tehe sweatfree advisory group. we had three members that actually resigned because they moved out of the area, and currently, we have one mayoral
9:40 pm
vacancy and two supervisory vacancies. sarah leiber church moved to the east coast, and mr. chris honigsberg moved up north, so they are broke no longer in the area to serve -- they are both no longer in the area to serve on the sweatfree. i can tell you a little bit about both candidates. william sokol is highly qualified. unfortunately, he could not make it because he is out of the state due to his work, but he was highly recommended by several international organizations. one was the international labor organization and also the workers' rights consortium. he was highly recommended to serve on the human rights seat.
9:41 pm
he is a lawyer by trade, and he has expertise in issues of international law. he has also been an instructor at laney college, at uc- berkeley, and most recently at san francisco state university. he works in labor law and international law. i think he would have a lot to offer, and he is one candidate for human rights. the other candidate is ms. elizabeth morton, and her background -- by trade, she is an attorney. she does have a lot of expertise in issues of labor law in reference to contracts, and i think she would be a big asset
9:42 pm
to the advisory group in reference to her background. she also could not make it do to the fact that she had to be in court representing a client of hers. that is all i can say pretty much. supervisor campos: thank you. just a quick question for the clerk -- is there a timing issue in terms of when we have to act on these? >> no, mr. share. -- no, mr. chair. supervisor campos: why don't we open up to public comment? is there any member of the public that would like to speak on these items? seeing none, public comment is closed. supervisor mar. supervisor mar: i would like to say i do know of bill sokol's
9:43 pm
work -- work. i know that it is a very important advisory group for our board, and it would be good if we could continue this, i think, so that we could hear from both of the candidates, so i move that we continue the item. supervisor campos: thank you, and i would agree with that. i think it is important to hear from an applicant, especially for something as important as this advisory group, so why don't we take that without objection? thank you very much. we could call the next item please. >> -two, hearing to consider appointing five members, terms ending april 27, 2011, and april 27, 2012, to the soma community stabilization fund community advisory community.
9:44 pm
supervisor campos: thank you. we have five individuals and seven applicants. it is my understanding that one applicant applied for the wrong seat and will not be pursuing seat four. why don't we begin by asking each applicant to address the committee? it is an opportunity for you to make a brief statement about yourself and your interests -- your interest in this advisory committee. ms. ford, welcome. >> thank you, supervisors. i have served on this commission for two terms, and this is my request to serve a third. i am honored by serving on this commission. it is an historic piece of legislation, as you know, that established the funding for the
9:45 pm
work that we do in the south of market, and we are a full- bodied representative, and seat two, which is the labor seat -- supervisor campos: if i could ask members of the public to please keep it down so that we can hear the testimony. thank you. >> as you know or may be aware, many of the -- my name is conny ford, and in the secretary- treasurer fordopeiu loca -- secretary-treasurer of opeiu local 3. i also bring a great amount of enthusiasm to the work, and am excited that we have gotten together. we have reached our goals and our vision, and we have let our our first amount of money last

year, and -- we have let out our first amount of money last year, and we are going through the process of reevaluating and letting out some more. some of our members have resigned, so the continuity of the three of us who are the carryovers would only add to the historic element of this, and i would appreciate your confirmation on this. supervisor campos: thank you very much. i do not think we have any questions. if we now call -- if we now could call ada chan. >> good morning. i have also served two terms. this is my third term. my background specifically is with asian neighborhood design. i worked on the first filipino town hall in the south of market in the mid-1990's.
9:47 pm
this is the affordable housing seat -- or the housing seat, not specific to affordable. i also have an economic development background both in the private sector as well as the non-profit sector. bringing that voice to the table this -- to the table is not only housing and development but also how we do development for commercial interests as well. those that serve south of market residents both as employers and i and market products. we have worked hard and are excited about the plan we have established for the new year, which involves looking at basic accountability and making sure that we all, including the supervisors who support this, can stand up to the outcome and support the peace. i hope you can consider reappointing. judith baker was not able to come. i hope you will consider
9:48 pm
appointing her as well. supervisor campos: thank you very much. next is kathleen evasco. i assume she is not here. then allan manalo. >> good morning. in the current artistic director -- i am the current artistic director in the studio in the south of market area. i am applying for seat 5. although in the current artistic director of the studio, my relationship with the south of market area goes way beyond that. i have had a very close relationship and a special place in my heart for the south of market area since 1997.

as a resident and as a worker in the area for the past seven years. i also work closely with many of the south of market organizations, and i also am a member of the impact community. i'm very honored and humbled to be able to apply for this position, and i hope to contribute more to the growth and the vibrancy from the south of market. supervisor campos: i know that judith baker is not here. is there anyone else here to speak on her behalf? my understanding was that there might be somebody else in addition to ms. chan here to
9:50 pm
speak on her behalf. >> good morning, supervisors. i'm with the south of market community action network. i just want to emphasize that judas baker has been a great asset to the community. she has been there over 30 years and does a tremendous job. we hope that you would consider her even though she is not here today. supervisor campos: great. thank you very much. christian noto. >> good morning, supervisors. i'm the proud owner/operator of a couple of businesses on soma on sixth street. we have been successful in a tough economy in a blighted area

with little foot traffic by making creative, sound business decisions and by offering stellar products. we also take advantage of city funds and solutions to urban redevelopment, which has been instrumental in our success. taking note of what seems to work and what is not working so well. i look forward to using this knowledge to help make sound decisions. as follows are several reasons i am seeking a seat on the committee. i look forward to representing the community serving small businesses because they, too, much like low-income residents can be displaced from big developments. the soma community, which is threatened by big development, is important because i have made an investment in my business. i do not want to lose my business for my customers, many

of which take advantage of affordable housing and are employed in small business throughout soma. communities serving small businesses and restaurants serving healthy foods provide necessary goods, services, and jobs to the priority populations. i currently serve and am familiar with many of the priority populations shots as senior -- such as seniors, youth, an unemployed residents. i look forward to contributing to the work of the committee and helping to ensure that the fund's resources are used in the most effective and meaningful way as possible. thank you so much for your time. supervisor campos: thank you, sir. if we could now call thomas temprano. >> hello, supervisors. i am representing renaissance
9:53 pm
entrepreneurship center, a nonprofit that has been based in south of market for 25 years providing full training support and assistance services to soma small businesses and small businesses throughout the area. i'm applying also for seat 7, having spent the past two years of my life working with a variety of south of market businesses. i feel a strong connection to the varied needs of the very businesses in the neighborhood. i work with everything from restaurants to store fronts to small office space businesses in the south of market. my office is actually located in a small housing incubator run by low to moderate income san franciscans. i think the nature of the diversity of the clients that i have served has exposed me to the many different needs that serve small businesses. those needs are not all the same, but they are equally
9:54 pm
important, and all should be accounted for by one representing small businesses. personally, i have been both a resident of soma and have worked in the south of market since living in san francisco, and feel the need to be part of the vibrancy and maintain the vibrancy of the neighborhood that i have come to love. i also have had the pleasure of working with ada, conny, adnd judith by attending meetings. we were requested to do a program where we will be serving recently incarcerated individuals, helping them establish their own businesses in the neighborhood. supervisor mar: i just had a question about the -- i guess about renaissance. you mentioned you work as an incubator for 13 small and micro
9:55 pm
businesses. can you talk more about what you do to support those businesses? >> since i have started at renaissance, i have taken it upon myself to have a large part of my job be to work with our businesses compared to coordinating programs and more higher level things. i spent a lot of time with those entrepreneurs because, again, my office is located right next to theirs. hearing their concerns, generating solutions to the problems they might have, i do a lot of work directly marketing our businesses to our network, visitors to our building, to the surrounding community, so i do a lot of face-to-face work -- supervisor mar: it sounds like you act as a liaison to the different business and merchant associations with the small business as well, but again, thank you for applying. supervisor campos: i think that completes the presentations from all the applicants unless there
9:56 pm
is anyone that we missed. why don't we open it up to public comment? if any member of the public would like to speak on this item, please come forward. you each have two minutes. >> i work at the mayor's office of housing and as staff -- supervisor campos: yes, why don't you begin. >> i also wanted to thank linda for her help with coordinating all the different applicants. it really was a huge help to try to coordinate so many different people with their different schedules. i also want to, before we make a decision on this, formally thank all the former members of the committee who submitted their resignations. ms. collins never missed a meeting and did a superb job, and she resigned to go back to school.
9:57 pm
all three of them really did an amazing job working on the strategic plan and making really tough decisions with the first round of funding, so i want to thank them for their hard work, and they will be missed. i also want to comment on cadavasco. she did submit an application, and i'm hoping to come back in january to consider the residence seat, and we also want to consider the senior and disabled seat. i want to thank the applicants who showed up today. we know it was short notice, and it has been a tough time to get everybody's schedule coordinated, so i want to thank everybody for coming. i also want to vouch for judith baker. she has been a great asset to the committee, and i hope you
9:58 pm
will consider her application. supervisor campos: great. thank you very much. any member of the public who would like to speak on any of the applicants, please come forward. you have two minutes, and again , i do want to thank angelica for her service. >> i'm actually here to speak on the people we would like you to recommend. the diversity of the south of market is important, so i truly hope you would consider conny ford, ada chan, allan manalo, judith baker, and it was actually through the renaissance, and i really like
9:59 pm
their program in terms of finding other ways to find jobs for the neighborhood. we really recommend them because of the service that they do in the south of market and the different ideas that they bring to the table. that is basically it. supervisor campos: just so i understand, you are speaking for mr. temprano? >> yes. we would actually be more involved in the soma cac, even though i'm not sitting there. supervisor campos: is there any other member of the public who would like to speak on these items? seeing none, public comment is closed. supervisor mar: i just wanted to thank all the applicaan
