specific to affordable. i also have an economic development background both in the private sector as well as the non-profit sector. bringing that voice to the table this -- to the table is not only housing and development but also how we do development for commercial interests as well. those that serve south of market residents both as employers and i and market products. we have worked hard and are excited about the plan we have established for the new year, which involves looking at basic accountability and making sure that we all, including the supervisors who support this, can stand up to the outcome and support the peace. i hope you can consider reappointing. judith baker was not able to come. i hope you will consider appointing her as well. supervisor campos: thank you

very much. next is kathleen evasco. i assume she is not here. then allan manalo. >> good morning. in the current artistic director -- i am the current artistic director in the studio in the south of market area. i am applying for seat 5. although in the current artistic director of the studio, my relationship with the south of market area goes way beyond that. i have had a very close relationship and a special place in my heart for the south of market area since 1997. as a resident and as a worker in the area for the past seven years.

i also work closely with many of the south of market organizations, and i also am a member of the impact community. i'm very honored and humbled to be able to apply for this position, and i hope to contribute more to the growth and the vibrancy from the south of market. supervisor campos: i know that judith baker is not here. is there anyone else here to speak on her behalf? my understanding was that there might be somebody else in addition to ms. chan here to speak on her behalf. >> good morning, supervisors. i'm with the south of market

community action network. i just want to emphasize that judas baker has been a great asset to the community. she has been there over 30 years and does a tremendous job. we hope that you would consider her even though she is not here today. supervisor campos: great. thank you very much. christian noto. >> good morning, supervisors. i'm the proud owner/operator of a couple of businesses on soma on sixth street. we have been successful in a tough economy in a blighted area with little foot traffic by making creative, sound business decisions and by offering stellar products.

we also take advantage of city funds and solutions to urban redevelopment, which has been instrumental in our success. taking note of what seems to work and what is not working so well. i look forward to using this knowledge to help make sound decisions. as follows are several reasons i am seeking a seat on the committee. i look forward to representing the community serving small businesses because they, too, much like low-income residents can be displaced from big developments. the soma community, which is threatened by big development, is important because i have made an investment in my business. i do not want to lose my business for my customers, many of which take advantage of affordable housing and are employed in small business throughout soma.

communities serving small businesses and restaurants serving healthy foods provide necessary goods, services, and jobs to the priority populations. i currently serve and am familiar with many of the priority populations shots as senior -- such as seniors, youth, an unemployed residents. i look forward to contributing to the work of the committee and helping to ensure that the fund's resources are used in the most effective and meaningful way as possible. thank you so much for your time. supervisor campos: thank you, sir. if we could now call thomas temprano. >> hello, supervisors. i am representing renaissance entrepreneurship center, a nonprofit that has been based in south of market for 25 years providing full training support

and assistance services to soma small businesses and small businesses throughout the area. i'm applying also for seat 7, having spent the past two years of my life working with a variety of south of market businesses. i feel a strong connection to the varied needs of the very businesses in the neighborhood. i work with everything from restaurants to store fronts to small office space businesses in the south of market. my office is actually located in a small housing incubator run by low to moderate income san franciscans. i think the nature of the diversity of the clients that i have served has exposed me to the many different needs that serve small businesses. those needs are not all the same, but they are equally important, and all should be accounted for by one representing small businesses. personally, i have been both a resident of soma and have worked

in the south of market since living in san francisco, and feel the need to be part of the vibrancy and maintain the vibrancy of the neighborhood that i have come to love. i also have had the pleasure of working with ada, conny, adnd judith by attending meetings. we were requested to do a program where we will be serving recently incarcerated individuals, helping them establish their own businesses in the neighborhood. supervisor mar: i just had a question about the -- i guess about renaissance. you mentioned you work as an incubator for 13 small and micro businesses. can you talk more about what you do to support those businesses? >> since i have started at

renaissance, i have taken it upon myself to have a large part of my job be to work with our businesses compared to coordinating programs and more higher level things. i spent a lot of time with those entrepreneurs because, again, my office is located right next to theirs. hearing their concerns, generating solutions to the problems they might have, i do a lot of work directly marketing our businesses to our network, visitors to our building, to the surrounding community, so i do a lot of face-to-face work -- supervisor mar: it sounds like you act as a liaison to the different business and merchant associations with the small business as well, but again, thank you for applying. supervisor campos: i think that completes the presentations from all the applicants unless there is anyone that we missed. why don't we open it up to public comment? if any member of the public

have seats available. we will begin with the applicants. this gives them an opportunity to address the committee. if we could begin with marcy orosco. >> good morning, supervisors. i'm director of harbor house, part of the salvation army. i'm kind of hear -- i attend the meetings already, so what i wanted to say was i noticed on the wicac, they already represent homeless, but what they do not know this is veterans. one of our large components is veterans, so i wanted to bring that up. i would be a voice for all the disenfranchised. i would definitely want to make that point. there is on average about 106

veterans released from the term, and they are starting to come back. i have been working with the homeless, the formerly incarcerated veterans for almost all my professional life. i have written and receive many veterans grants with reentry strategies as well as addressing the lack of opportunities for the homeless and formerly incarcerated. i'm part of the san francisco reentry guard -- reentry board. i have helped start broad market based services to employ those that others will not hire and provide a solid career ladder. i have a strong understanding of serving in this capacity. i've also helped start two businesses that bring jobs services to the disenfranchised that are still running, and i

would say that my passion is definitely doing that. one of the things i would highlight is i have brought jobs behind bars to people in san quentin where you have employee years -- employers come in and give people a real hope. thank you. supervisor campos: thank you. terry goodwin. welcome to the rules committee. >> thank you for this opportunity. i feel honored i am being considered. i'm the director of employment services at the arc of san francisco. specializes in placing people with intellectual disabilities in jobs. i have been managing the successful service and have been placing people in many sectors, including retail, office

services, and hospitality. i have developed successful partnerships with over 200 key employers. i have been a leader in the job placement arena for people with intellectual disabilities. i was instrumental in starting the first support of employment program in the state as well as recently working with maria shriver's office to get people employed locally in city government, and we do have somebody, thanks to maria, in the mayor's office. i have worked actively and collaboratively with neighborhood organizations, and i am an active member of the jobs group, which is composed of 19 organizations that work with people with disabilities, and we

have been trying to improve outcomes locally. also, i'm a member of the bay area coalition on project search, which is a new internship model placing transition age and young adults in medical professions in hospitals, and other large corporations. the job placements out of that model have been phenomenal, about 90%. i'm also involved in collaboration with the san francisco unified school district related to both the development of this project search locally and also a school to work transition projects with the national arc and walmart foundation. i have a strong knowledge of local industries and needs. i have developed and managed an active industry advisory board with many of the corporation's -- corporations i mentioned. i feel passionate about the needs of the underemployed. i focus on job opportunities

for disabled individuals. i can contribute recommendations and solutions from a grass-roots perspective. i feel i'm a good candidate because i can speak from an educated perspective. i'm familiar with the challenges and gaps in the system. i also have firsthand experience in successful employment outcomes and can lend some ideas and solutions. thank you very much. supervisor campos: thank you very much. jeanne zarka -- my understanding is she has withdrawn her application. ok, janet gomes. ok. joseph ramirez-forcier. >> good morning.

i'm the managing director at the positive resource center. we serve people with mental health disabilities and with hiv. i have led the program into accreditation so that the commission of rehabilitation facilities where -- we are a community services provider with the department of rehabilitation. we are also funded with the department of public health. i am also a co-chair for hiv prevention planning. i have dedicated my life prior to working 20 years in technology to nonprofit work as well as being a case manager in the tenderloin at a department of public health building, primarily working with people with chronic health. mental-health and hiv work with every aspect -- affect every citizen in san francisco, every aspect from youth to veterans to people who have other

disabilities. the unemployment rate for people with disabilities is quite high, usually twice the number of unemployment rate for other people that are not disabled, and they are usually the first fired and the last hired in an economic development. that said, one out of 10 placements with the department of rehabilitation are with the positive resource center, and darlene has commended us several times on that, and i have gotten her approval as well as our program administrator with the department of public health as having five years of commendable ratings of program outcomes using self efficacy as well as vocational counseling education and a diverse economic strategy approach to actually focus on people's values and interests to employment. i just ask you to consider my application for this seat. supervisor campos: thank you

very much. sheryl davis. welcome back to the rules committee. >> good morning, supervisors. it is quite an honor to be listed with so many of the credentials that have been presented before me. there were quite remarkable. i just want to briefly say that i have in the past served on the cac for the western addition redevelopment agency as well as previously was on the filmore community benefit district. i currently work as the [inaudible] even though it is not an official city project anymore, but convening the city project -- the city advisers that deal with the issues that come out of that with regards to families

and employment as well as working currently with the mayor's office of housing on their western addition cohort where they are developing and identifying the service providers from infancy to senior citizens and seeing where the gaps are and what we can do with that. we have regular meetings with property managers of subsidized and public housing and really beginning to address and identify some of the core issues. i think beyond employment, it is really this other piece of it on the front end and how we are investing dollars to make sure we are not promising people jobs that they do not have the skill set for and that there are not actually jobs available for that specific field, so trying to be innovative and creative about how we are developing our work force opportunities and making sure that the people that need the jobs are actually getting

the jobs. what we saw with the stimulus dollars is that people that had been displaced because of the economy were taking jobs that people who had been consistently without jobs, so they really still did not benefit from the stimulus dollars, and really evaluating how we proceed to make sure that those who have been chronically disenfranchised and unemployed begin to benefit from the dollars and resources that are available. supervisor campos: thank you, ms. davis. next, reuben garza. is mr. garza herer? * here -- is mr. garza here? no? toby eastman? sue rosser? is there any other applicant whose name i have not called? why don't we
