assessment of properties located in the approved ocean avenue district for 20 year-end -- fiscal year 2011. >> we will hear testimony for the of proposed authorization of the property containing 148 identified parcels in the ocean avenue area. boundaries include parcels on all sides of the street unless otherwise noted. those properties running along ocean avenue to interstate 280. they will complete tabulation of the ballots. members of the public may view the tabulation on the level of

city hall in room 59. if the number of ballots is such that it is not feasible to tabulate the balance today, the board of supervisors may reassess to obtain a final tabulation. the board of supervisors may not approve the establishment of the district if there is majority protests. if upon the approval of the hearing of the ballots exceed those submitted in favor of the assessment. ballots are weighted according to proposed evaluation of the property. today's hearing will be conducted as possible. we will hear from speakers in opposition to the assessment district 4 of 2 minutes each. if a property owner wishes to change his or her vote, you may speak to department staff, and they will provide you with an affidavit and a ballot.

first one that initiated a business improvement district at union square downtown when willie brown took office. that was one of my food suggestions. it was a squalid area. it was terrible. all the department stores did not benefit from the conditions surrounding it. it was horrible. it became a wonderful, a clean area, exciting to tourists, and it lifted the area i cannot say how much, so i surly back every community district of this trying to be established. as far as i am concerned, everyone should have a community districts. the city is broke. we have been saying this for

years. we need its downtown. we have the most population, the most density of tourists, and we do not have a community benefits district, but i am working on it with the mayor's office. hopefully, we can get it, but i wish everybody would get behind it, because if is a disgrace. we have skateboarders, by kurds, the homeless. the suggestions you have made to get -- we have skateboarders common bahamas, -- skateboarders, bikers, the homeless. the suggestions you have made to get rid of the homeless are not working. >> thank you. next speaker.

would like to speak on this matter? seeing none, we will wait for the board president to close public comment. >> if you are opposed to it, please step up. >> my name is jesse waters. we have been on ocean avenue since 1962, and i wanted to address the board of supervisors that this cbd is trying to -- is a complete farce. it is working on the backs of the property owners of ocean avenue, which i find very unfair. does anyone read the newspaper? does anyone know foreclosures are at a record high? does anyone know this is the worst economic time since the depression? why would anyone want to settle

property owners who are already struggling because business owners are having a hard time, and now you want to impose an additional property taxes? this is insane. this is unfair power being pushed again of property owner on ocean avenue. i represent 80 property owners, and we are all very much against the creation of the cbd. i am also against is this actual vote is illegal. i have handed out to each of you a copy that shows court law, and it shows the initial 31.64% required to establish this a vote was not required. you did not meet the 30% threshold. what happened was there were a

few properties that did not have the right to vote 100% for that particular property. they only have 50% or 33%, but for some reason they were voted as 100% ownership, so if you will stick no luck, -- take a look, you will find that -- >> thank you very much. thank you. are there any other members of the public who wish to speak in opposition? >> i am not a resident, but i am a person who has a recent cbd in my community, so i caution all the property owners and residents, and nikko's

currently you have to check any -- and currently you have to check anything that comes into your county. a cbd doesn't have to be a perfect fit, like in our addition. they think they control everything because they have one coming for renewal next year. their leadership got together, and that is not the true value of it. it does not fit in every community, so i caution: my -- caution omi to be very cautious about cbds. they are in my opinion corrupt.

at safeway became something more extraordinary. having recently seen a story about britney smith missing from her home in virginia, theresa observed a little girl carrying a cardboard sign. she paused, and although she thought it seemed like a long shot, she went into the store and immediately called the police. within minutes, the police arrived. too often, there are many missing children across the nation who are never rescued and never returned home, but because she took a minute of her time to get involved, the story has a positive and have a conclusion. i want to say thank you very much for that one minute that really changed people's lives. thank you so much. >> thank you so much. it just took me a minute, and my intuition said something was wrong, and so everybody, when you are out shopping, if you see something does not look right, please call the police. the worst thing they will tell you is not to worry that everything is fine. my intuition told me something was not right. i had second thoughts, but i knew something was wrong. now that little girl gets to have christmas with her family, and maybe you could do the same thing for another child. there are children missing all across the united states, and we have to stand up and do something one step is all it takes.

faces an uphill battle and pursues his dream of moving to the health-care field. you probably knows steve has been released, and he is in the chamber. if he could come to the podium. he was returned home on november 23 after spending more than two months in a detention center in arizona, and he is really on the verge of being deported to peru, where he has no friends or family and very little knowledge, but upon his return, he said to the san francisco chronicle, it all led of to me being an activist, so it could

be passed for all the people in the same situation. he said, as long as i am able to use my voice and help myself, i am going to help people in the same situation. he is a tremendous leader and jump into the campaign. that is why i have so much respect for steve, a and his release became possible because of support from students and faculty and the voice of a united community coming together, not just for a chinese guy like steve but for all undocumented immigrants that should have dignity and human rights. it was also because of mobilizing from our communities. steve has been actively advocating for the dream act, which is currently in the

senate. he has been educating the community on the necessity of passing the dream act and other measures. he has shown tremendous leadership in this campaign, not only doing community work, but he is tremendous motivation for immigrant rights, and i want to thank everyone for their support and hopefully be motivated by him as well, and we will pass the dream act and fight for the rights of thousands of working immigrants to attend colleges and achieve their goal. it is my honor to introduce steve leave. -- lee. >> i would like to thank mark, and i want to thank supervisor

francisco task force. in 2003, i sponsored legislation to develop a city wide strategic plan to manage in san francisco. significant policy changes have been adopted and created a partnership with the housing authority, leading to the fight against asthma and the positive impact for children throughout san francisco. i want to congratulate them for preventing asthma in the city of san francisco. is karen here? thank you. >> yes, supervisor maxwell. i am the chair of that asthma

san francisco has had a serious asthma problem. of 58 counties, san francisco rates for the highest for children and sixth highest for asthma hospitalizations for people of all ages. these higher rates are a tragedy, since most are preventable. in 2002, three children died of asthma. the first pediatric death in san francisco in 14 years and two of these children were attending san francisco school. this is an outrage. when you send your kid to school in the morning, you expect to see them alive in the afternoon. please forgive my of motions. we know informed people live healthier lives. those who receive support and utilize resources are also an outreach to others.

one of my greatest joys has been being part of the solution as a founding member of the asthma task force. that was the genesis of the task force by the board of supervisors. from the beginning in 1995, our passion has been working with a multifaceted san francisco community for a solution to the asthma problem. your attitude was always, how may i be of help? the lack of response was a major motivator for the efforts that have been under way for the last decade. we are in a better place to really start dealing with the issues, and more than ever we need the support of the board. funding is needed, and it is the will of the board to ensure

welcome john. bayview hunters point was one of the food deserts'. we had no major shopping store like the one at safeway. that is not at district 10, so we rely on some smaller corner stores. even though we are blocks away from the produce market, where most people get their food, we had no such availability until michael janice' and other groups of people came together, and michael thought of somebody who could be of help, and the person was john, and he was there. john shared his talent, countless hours of development and thinking about what we could do to turn our supersaver around so it could have fresh produce

and healthier food. john is helping to give us new food. john started it as the design firm. it has evolved to become a one- stop shop for produce development. 20 years ago, grocery stores did not have salad bars or soup bars or hot food bars. they helped change that. thank you for your passion and commitment hand dedication to bayview hunters point and all those who need your help. thank you for everything. >> i know you have a busy schedule, so thank you is very much.
