notice regarding the planned closure of the recycling center on frederick street as required by san francisco charter section 16.112. the agenda items published to mention only the approval of a preliminary concept design that would make available a new community garden projects. during the presentation of the agenda item, staff from various departments and discussed, miss characterize, and criticized the recycling center. the agenda item also failed to disclose that the commission would discuss any action regarding the closure of the recycling center, in the discussion of the agenda item focused on the recycling center and discussed the conceptual design of a community garden.

we further object to any discussions the commissioners may have had among themselves regarding this agenda item prior to the public hearing. the height-ashbury neighborhood council objects to formally withdraw a proposed amendment to the agenda item by one of the commissioners. we understand it is unlikely that the commission will act on our objections. we remain willing to work with the commission and the department regarding the space at frederick and other issues. >> good afternoon.

i have a 23-year -- i am a 23-year resident of san francisco. we will be celebrating our fortieth anniversary next year. i am here with representatives from the neighborhood health center as well as a small business community in the mission district and to inform the commission about the critical needs of our neighborhood and how it is unfortunately counter to those needs. we support parks, but not at this location or at this time. we also request that you not agree to have the park proposal for acquisition until we have had the opportunity to have meaningful dialogue with the planning department.

or they have bedded this project through the prioritization process. or some agreement has been made. along with the health center and 100 small businesses within a one block radius of this site depend on parking for our teachers, doctors, nurses, audience members, and customers, we have more than 200 and glasses throughout each week at all times of day and night. we will have about 25,000 audience members primarily during evening hours. our studies show that about 1/4 two 1/3 of our campus use public transit, walker, or by. we have 450 students enrolled in our class'es, 2/3 driven by

>> after brenda, we have time for one more. >> my name is brenda story. inth the mission district, the house has been serving the low- income communities since 1967. it is our largest site, and i am here to speak about the parking lot. it is a sign that we use for our employees. it was a surprise when we learned there are plans to build a park on this site, and we were not involved in the planning of being able to give input. we also run a research center of

a block from the main side. approximately 300 homeless individuals, we provide multiple social services. 40% of our employees have utilize the parking lot and we are concerned that the lack of parking will make it that much harder to find medical professionals that are willing to work for us. we already pay nonprofit wages, but we have the parking which is something really attractive. especially when you work until 9:00 at night. i generally support open spaces, but we are really hoping that this proposal can be put on hold until there can be some conversation and collaboration, looking at a win-win situation. we see about 10,000 patients

each year at this site. here are pictures of the parking lot. >> i am here with my friends at the music concourse. the department did a beautiful job but renovating the music concourse and they have expressed interest in bringing more people into the concourse. it is unfortunate that the area is such an eyesore and does not do justice to the design esthetic of the music concourse. in the 1998 golden gate park master plan, it was discussed by the golden gate plan when the

new garages was built. in recent meetings, money was given for the community gardens recycling center. our understanding is that the new community garden will be funded with interests. we would appreciate knowing the following. how was the decision made ahead of the concourse for funding? what funding is available from other sources such as the open space fund? he would appreciate your consideration on these issues. >> we are at time for item number 4. we are now on the consent calendar. public comment is closed.

comment? public comment is closed. we are on item number seven, and golden gate park station renovation. >> here today to request award of construction contract for an altar at one for 1 million, $181,781 for the golden gate park renovation. it was a structure built in 1902. it originally served as the department of public health and emergency hospital and served as the construction office for golden gate bond projects. it now serves as the headquarters of the program. this is one of our last projects

that includes seismic upgrades. the exterior renovation, when a replacement, and reorganizing the interior spaces how to better serve the program needs. those for additional stone restoration. the project will not alter the exterior architectural features and has received a certificate of appropriateness from the historic preservation commission. the project received nine bids. in the commission right up, we are in the budget process. we have reviewed in the subcontracting and the regionals, the project has received and we have reviewed their qualification package.

adjacent schools. we have a very aggressive and exciting project to move forward with. we put the project out to advertise and we received seven bids. at the packages, we identified potential contractors at this project. we are able to secure additional information. based on their feedback and approval, we move forward with plans keeping construction. which encompasses the of finance that were identified in the project. the dollar amount for the remaining items is very minimal

and i think we can achieve that. we're getting the entire project and alternate bid items. the project is very exciting and it will dovetail well. we will take a branch library that is under construction. we're looking to do playground renovation that will be irrigation landscape and improvements of the plaza area. that will include concrete paving, the tables, benches, and some work under some countries that are overshadowing the plaza space the revised recommendation that outlines the recommendation to award the contract, we had a low bidder that submitted the bid and asked to be withdrawn.

you guys are the awarding authority in new have to rescind that bid for them formally before you could allow them to pull their big back. as part of this action item, we are asking that you grant construction management release of this bid under the contract code. there are a couple of action items that we are looking for. i am happy to answer any questions. commissioner harrison: so then we would vote on the construction first? >> correct. >> we have public comment. meredith thomas. >> good afternoon.

i am here today to provide support for the playground in this project moving forward. we have been working with community neighbors have pretty much a sense supervisor chu took office. we are happy with the way of the design turned out. we are very happy and supportive of the way it is working. we just wanted to urge the commission to take action to approve an award of this construction contract and to make sure that we have this playground so that there are not further delays and we can have a great playground for generations to come. president buell: thank supervisor chu for her involvement. >> i support what katie said. and the freinds -- friends of

construction relief and we accept the staff report. president buell: all in favor? it is unanimous. >> items 9 and 10, hearing them as one. >> i am from the capital division. related to the renovation of lafayette park, it is one of the full renovation project under the 2008 neighborhood park bond. the project site is 11.4 acres. the total bond budget for this project -- the funding was released with our second bond

sale. the project was initiated in april of this year. the project schedule contemplates construction to commence in the spring of 2012, when the project to be open to the public in december of 2013. the scope of this project includes repair and renovation. it includes renovation of the existing programs bases including the children's play area and the designated off- leash dog play area. there are two existing structures, a gardner's office and a restroom building. these were constructed under the

federal works program and are eligible for historic status. work on those buildings will consist primarily of restoration of the exterior of the building. upgrading is located at the summit of the park. we gad tgree -- three well- attended community meetings. we spoke about our plan for the project -- and there were goals and ideas that were outside the renovation of the project. the staff is going to present a couple of concepts in our plan

and it will not be constructive under the project. we thought it was well supported by the community. the other is the establishment of lafayette park. we think they are interesting ideas and we have taken a step to identify the location. we will be talking to the community in doing an outreach process to try to talk about this item in detail. president buell: there is nothing that would preclude those uses at this time? >> and the ability to have those in the future would be preserved once the renovation is concluded. i wanted to take an opportunity to acknowledge the help that we received from the friends of lafayette park.
