who was tapped by the previous pastor who just recently left the parish and retired to track this for the parish and get some of our people who are very well informed about development issues, a couple of attorneys, to really try to figure out what was going on here, and i have to be honest -- i'm disappointed we did not get the presentation because we are really watching nuts and bolts that are going on here, and to not have that presentation when we're talking about transportation and housing does leave me a little bit hamstrung. i could go on about the traffic, and i have sat with peter albert, with the mta. we have talked quite extensively and actually walked to the differ intersections and looked at what is going to happen with all the different levels and integration of the plan as it goes. we are very excited about tier 5, and for those of you who are not aware of what it is, it is

where the developer puts up $100 million in infrastructure. we have 24 months for the community groups to come together that are interested, and we start identifying things we would like to see improved in the immediate area. they are actually thinking of putting a 30/70 mac so we will jump to the front of the line. that is another $250 million or $300 million to fix that street out there. nothing makes it perfect, but i have a personal reason. about 33 years ago, i lost a little brother to a traffic accident. i happen right in front of me. about eight years ago, the civilized that can section. had it been civilized at the time i was going through it, i would still have a little brother. i understand everybody's banks and uncertainty in being relocated. to be honest with you, i'm scared just listening to them, but at the same time, we have to look at the health and vibrancy

of the people who go across there. 100% of those trips go across 19th ave. four deadliest intersection, 19th and hallway. we really need to start looking. there has got to be a way we can make this project work so that we can all benefit because i do not see any other transportation infrastructure dollars coming down the road here. it is really critical that we fix this part of san francisco. i'm five generations here in san francisco. anybody who has been around here -- i know commissioner antonini lives not far from here. that is a nightmare. we need to be able to come together on this. i have talked to several attorneys in our parish, and i know, not to say that the other commissioners would not, but commissioner olague is not going to allow this project to go through without the retention of

the rent control. i know it is one of her issues. i have heard her at commission meetings before. to not be able to work through this as a community and come up with something that is good -- because there are a lot of positive things to this project. no project is 100% positive. there is going to be drawbacks. there is going to be things that need to be mitigated. commissioner miguel: and you. just so you know, the information that would have come at the front of this hearing will be put forward in future hearings. >> good evening, commissioners. thank you for hosting this meeting. we are one of parkmerced's

neighbors. i was born and raised and continue to live here, and i'm also a graduate of san francisco state, so i spent a lot of time here. i'm here tonight in support of the proposed development because i think it is important to encourage more family housing and to improve and upgrade the traffic situation, such as the improved intersections, pedestrian safety, and especially the realignment of the streetcar. traffic has increased. that is a reality in san francisco, which needs to be addressed sooner rather than later, and this project will finally bring much needed funding for those improvements. this benefits not only the people who live here, but those of us who drive this neighborhood several times a day to shop, to bring our children to school, or to take a walk around lake merced. i encourage you to consider the benefits that all residents will gain from this project. thank you. commissioner miguel: thank you.

[applause] >> good evening, commissioners. i'm a parishioners at st. stephen's church. i have been living in the west side of the city for eight years now, and i want to thank you for coming here this evening. you have had other hearings. our family life is primarily centered in our neighborhood. our extended family lives nearby. we use the local services, patronize local restaurants, coffee shops, and grocery stores, and our son goes to lakeside presbyterian. our hearing is to demonstrate how familiar i am with the area and how invested we are in the community. we have everything we need right on our doorstep making it a very attractive neighborhood to live

in and a desirable area for people to live in and to visit. for all the great things that the west side office, the one - experience getting around is the crazy traffic we experience. particularly in the mornings on my way to work and at the end of the day as well, i travel around the st. francis circle of 19th avenue. one significant concern in the morning is the amount of children commuting to school. i drive new kid of we will preschools, five elementary schools, and one high school and two universities. hundreds of our children in countering hundreds of cars, buses, and trains daily. his fortunes a big safety concern to so many people who travel through the west side of the everyday to get to work or school or conduct their daily business. i wholeheartedly embrace any program, development, or initiative that develops --

addresses the ever-increasing problems of transportation, traffic, and public safety. due to the city fuzzy budget problems, they singularly are unable to deal with this monumental task. the proposal by the developer to operate road and highway intersections, extend streetcar lines and provide car and 5- sharing options would collectively go a long ways towards relieving the pressure on the currently overburdened commute options. i trust staff to oversee the developer agreement, to insure that each piece everyone's feet to the fire and that negotiations will resusudents ir commity. thank you for your time. commissioner miguel: thank you. >> good evening. i've been a resident of parkmerced for 14 years. i want to thank you for having this year for us. i was not able to make it to the other meetings.

secondly, for allowing us to do our comments first. like many people here, i have already read the plan, heard the top, knew what they were talking about, so we appreciate being able to say what we want to say. i have come to know this landlord, and being somewhat cynical about va -- fading concern for the community but very clearly in actions about being really just focused on trying to make the money. that is sort of the background. i live in the second story of a garden apartment. outside my window, i see hummingbirds, butterflies. i get life in my apartment all year round. i live in a community where we know each -- [inaudible]

wanna hear the promises about rent control that i have not seen in writing, [inaudible] hawaii in addition, what nobody has mentioned yet is those apartments will no longer be rent-controlled apartments. lastly, i just wanted to mention, the amount of noise, the amount of disruption, [inaudible]

i'm very concerned that something could take place. that earthquake was about 3% of what we are supposed to be getting in the next 20 or 30 years, a real massive earthquake. that is very concerned. three times the density in this area. many of my fellow residents have mentioned how does it is. it is very true. i have seen the increased amount of car traffic.

just a major amount changes things. now, you have to be times the amount of density, three times the amount of residence or housing units. over the last 10, 15 years, i have seen more students come here. there used to be no students. because of the need to get more people to come in so they can make money and survive. [inaudible] that is concerning. one of the residents spoke about it early on this evening. those who are familiar with san francisco history know what

happened to the fillmore. those residents in the district, those residents that live in the bayview and other areas -- it is a devastating thing. i have seen some of my friends i have known for many years. i went to lincoln high school. i'm from this city, and i love this city, and i love parkmerced. i do not want the ownership not to make money. they are a business. i understand that. they need to thrive, or that will be destructive to the whole community, but this would be even more impact full -- impactful if they go forward with the project. parkmerced is truly unique, beautiful, special. i live here because i actually love being here, and i would tell that to anyone, to spend time with it. i will show you things and places in the community, so thank you for allowing me to

[applause] >> good evening, commissioners. thank you for this opportunity. tonight, i'm speaking to you as a blessed cider, 20 years neighbor. i have followed this project for a long time and very much like it. i'm deeply interested and cared deeply about the outcome of how the west side of town is going to develop. i was a founding member of the lake merced task force that took on the issues of a declining lake because it is such a jewel out here. this project -- i cannot tell you how disappointed i am you have not been able to make the presentation because it really is one of the most innovative

and far-reaching i have seen in a long time. because of its innovation around environmental issues. it fits in very well with the plan. my son will likely be at will or lincoln. we care about what happens out here, and i want to say also i'm sort of disappointed at the amount of fear that has been spread for this meeting. and on the conversation around and control. eliminating rent-controlled units is against the law. it cannot be done. rent-controlled housing is protected. it is sad when people are so afraid of the that it is their entire view without knowing anything about the project. to get an opportunity for this massive and investment in transportation infrastructure is a huge opportunity and should not be taken lightly and should not be squandered. this has a chance to change the

traffic patterns, which are awful right now. 19th avenue -- everyone knows how bad it is. this is a way to start making changes. yes, change is coming, and it can be painful and scary, but this type of project represents changes that are being discussed in every city in the united states -- how to make density work. how to make transportation work. have to get people out of cars. the folks here did not get a chance to read about the attributes of the project being net zero water, net zero energy, and that is an extremely ambitious goal, and something wonderful that an idea like that could take hold in san francisco. i would hope that reason and information about the project would take precedence over fear and not knowing what it actually entails. this is going to add a lot of housing to san francisco, something it desperately needs and something especially worthwhile on the west side. do not be afraid of it.

this is a great project. thank you. >> i'm a 51-year resident of parkmerced. i would suggest that the development project now is proposed by stellar management, who was the primary owner of the llc that owned the property, is really no longer the owner. it sold probably a majority interest off to this group called fortress back in new york, and i think the whole plan ought to be scrapped and started over again with the real owner of the property, not the former owner of the property. to get to the issue of traffic, which you were going to talk

about, and god help us if you have presented your side of it first, we would be here until maybe two or three days from now listening to all the rest of this. we do not have that much time. traffic congestion will be massive when you increase the population of parkmerced. the primary egress of parkmerced is through this 19th and holloway intersection. everybody that wants to go north and consent of cisco, whether it is with portal or -- were the last gentlemen seems to have been from, or up 19th avenue, primarily goes out through that one intersection, and it is an absolute zoo. if you guys from the developer to put the street, through off of 19th avenue, you will have compounded what is a disaster into a multiple disaster. right now, the traffic mess at eucalyptus in front of the high school -- mercy high school, i

guess is -- decongested that arises just from the streetcar moving into 19th avenue does a real mess daily. our by our it is a mess. taking the street car off of 19th avenue is only going to make things worse. it will not address the bulk of parkmerced. fix it a lot cheaper. get the bus to work right. do not put the streetcar in there. right now, parkmerced is relatively -- was, because i have been out here a long time -- relatively crime free. the minute you put the street, in their, you import a whole new group of people riding through there with a whole new opportunity to bring crime into the area. there is enough crime now. state college tells us not to

walk alone at night. the students walk in pairs. it is dangerous for everybody. most of the time, the place is fog-ridden. when you go out there, all those commercial establishments are going to be there. there is not going to be anybody out there. the fall closes the place down almost every night. just a disaster waiting to happen. i put this presentation into the basket up there. thank you for your time and effort. commissioner miguel: thank you.
