9:00 am
neighborhood. when i moved back to san francisco, i saw that that part of town had changed. there are extra cars on neighborhood streets. i think we plan like what i have heard, if it was to come to pass, that could alleviate some congestion.
9:01 am
i commend you for the time that you spend. i heard the same kind of issues with parking and the overall parking. i support what you and the developers are doing. >> thank you. >> this was a good presentation. i liked what play hurt. i am a supporter of the
9:02 am
demolition of the garden homes simply because they are tired, they are old. i really want to live in a new place. i think that this is a good deal. this could be a great place to live. i would have to go all the way downtown or out to the suburbs. the money will stay in this neighborhood, in san francisco. i was leery about the emmeline coming in. this will help the small merchants. i think it was brought up last week that it will bring elements
9:03 am
into the neighborhood. this really sounds good and my attitude is changing. i believe that this will work. this was new in 1950. >> i think you. >> i would like park merced to
9:04 am
change because it is very boring to walk around. i would prefer to have a new place for kids my age or younger. i ain't very happy because this would be more beautiful and make people get together some more. i like the farms and it would make the place nicer for people. it would be very good to change some more because the place is
9:05 am
really old and no one would like to go there anymore. more people, but would be more interested in these areas. and they will not be that board anymore. thank you. almighty go>> i support that pr. i grew up in shanghai, china. i have seen the changes.
9:06 am
shanghai is a very modern city. everyone likes to go there. i want to see the changes. this is the point. thank you. >> thank you. >> good evening, commissioners. i have incredible respect for the work that you do. you know you won'buy heard thatg
9:07 am
was contentious and there was some questions and confusion. this presentation was clear about how the rent control would remain in place. maybe they can place frequently asked questions on the web site. it might be useful and have the city attorney speak to the matter of the development agreement and provide some certainty and comfort for some people. we are excited about this opportunity to turn what was
9:08 am
previously a bedroom community into a transit-oriented development. we support many of the features that have been presented tonight. the shuttle service is important. i would urge you to be very supportive of this project and keep your eris open. thank you. >> the lady before me said that there was contention at last meeting.
9:09 am
you've got a chance to see what people think. the management has as much popular support as the east german communist party the day after the wall fell. i have served on a number of boards over the years. the market failed because it was overpriced, poorly planned, they did it their way because they failed. i served six years on the board statewide. hud also serve to on the board in the 70's. this is a good place for developers to get jobs.
9:10 am
this whole situation shows a little planning, a lot of things that they don't want you to see. one of the girls handing out pamphlets was harassed. the management does not want you to see that they engage in tactics that are illegal. you should be holding meetings out there when you're dealing with groups like this. that is the truth. and a sermon. >> the transportation plan as
9:11 am
proposed is not acceptable. they're adding synchronized lights and more roads and need adjustment is not enough to solve the enormous traffic problems. a much larger project is needed to ameliorate the problems. this includes a tunnel along the length of 19 avenues. any traffic improvements said that this will include city- state's and possibly federal agencies. there are no guarantees that they will agree to the proposed plan.
9:12 am
it would be imprudent to improve the plan that has no guarantees of ever being approved by all of the agencies involved. that is not effective in meeting the traffic increases. thank you. >> good evening, commissioners. i would like to make a comment
9:13 am
about the presentation on speaking to tenants. at no point. did say -- in their rant. what are you going to do with section 8 tenants? you did not even mention them. i wanted to take a minute to read the coalition principles which i think are very important. we are working to preserve our quality of life for residents, neighbors, the people of san francisco, and the environment. we support retrofitting of all apartments. the previous owners began this
9:14 am
project when they replaced all of the apartment plumbing with in the last 10 years. we support the preservation of the historic landscape, low density occupation. i rise dead city is in human and there are plenty of studies about that. we are aware of the mission amounts of water to minimize water use. >> thank you. >> good evening, commissioners. thank you for your time.
9:15 am
ibm manager of the shopping center in san francisco. we have this plan that they proposed which is fine. we did not know that we were the only commercial there. the problem lies very simply that a major shopping center against a small 25,000 square foot shopping center will probably put us out of business. they're trying to put in a road from us from 19th avenue and we really thanked them for that and appreciated that. if the state agencies to not go along with putting in a road for our survival, that is our
9:16 am
lifeline. 40% of our business is walking in traffic that comes from san francisco state. this will be right across the street from san francisco state. power shopping center is unique and the reason is that it is individual family found businesses, this is not corporate america. these people took out money against their homes, business loans, with the opportunity to go in there and serve that community. we want you to keep us in mind and have a solution to protect us just in case that road is not come in.
9:17 am
thank you. >> thank you. >> i appreciated the entity to be here to speak on behalf of our residents. a number of meetings have been held on the subject of development. my unit will be demolished. i have elderly neighbors to are worried about this. clearly the dialog needs to be ratcheted down.
9:18 am
surely the job is to make sure that people have a voice the pentagon often times, these meetings can get overwhelmed by people that have comments to offer. i attended several meetings that were held. i get timely notice this. we're getting people to come to the public seminars and that might be improved upon. i have only been on the property for years. the folks that are presented here have done an amazing job of presenting a lot of information
9:19 am
in a concise format. i am really glad to be here. >> i am here living now in a neighborhood which is gone through a huge transformation. it took six or seven years. it has been deteriorating slowly over time. it would behoove the city to give those people somewhere they can become more of a kennedy.
9:20 am
-- a community. it might take some time but it will happen regardless. you're driving around the city, the greater san francisco area, not just the downtown and the center of the city will be developed and otherwise we will be left behind. >> the world is growing up around us. this is such a beautiful area. another point is that play them at an age now, they are not able to afford to live in the city let alone buy a house or afford anything.
9:21 am
there will be no displacement. it sounds like they are making it easy. >> thank you. >> i have lived at 4 park merced for 14 years. most important keeping brent control. this provides a lot of assurance
9:22 am
that was not there before. it is nice to know that making the neighborhood less boring reduce emissions by so much. >> i am a resident of park merced. this fight illegal assertions to the contrary, i remain the president of the association. we are the only community that is recognized by the board of supervisors and the neighborhood
9:23 am
association. much has been set against the plan. for several years now i have put up with harassment and abuse nearly because i said let's give this plan a chance to develop and withhold judgment until we fully understand it. this was not to be the case. a group tried to garner support by lying to our senior population. several pieces of erroneous and inflammatory literature had
9:24 am
been illegally distributed. this small group of dissidents is using a fear factor rather than reason to generate support. you witnessed this first and last week when it was demand was made to forgo the customary process to which you caved in. there was an attempt to discredit parker said based on a brief newspaper story on the default of $500 million. thank you.
9:25 am
>> i have a lovely department but i would love to not be bothered with -- i have had to go 100 steps to a laundry room. i would love a new washer and dryer. to me, it seems like this is an all go situation, stellar management to me, they kept putting things off on us like operational maintenance expenses and --
9:26 am
they have done nothing but just care for us. i think that this is the best management we have had. there is less than 1% of the residence were at the last meeting. thank you. >> what is missing is the details and there is not a lot in this document that is submitted to you. what is not included is the discussion of preservation.
9:27 am
one of the ways to use a project such as this. there is no analysis, no numbers for each of the units and what they lose an open space, front yard, backyard, patio space. there's no quantifiable information. this is a national eligible site. the other thing that is not being discussed is the transit. that is the biggest issue. i will put this on the overhead. that is the spot where you have the biggest problem currently with traffic and transit. will parker said contribute
9:28 am
seriously as financial partners to the city? reduce the number of transit, do not put three and then have a dead end. have a vision for the future that is not just one proposal by one architect. open the ideas. i seriously hope you will submit all of the organization to the landscape foundation.
9:29 am
>> i am in support of the plan. the garden apartments there are over 50 years old. there is a lot of issues. they are proposing a project that puts the committee along the needs of the community. the congress come at a surfy fell fill our for over to the side and it seems like a perfect idea. >> the plan is the committee a positive outlook. i am glad to see them get to this point. th
