board, good afternoon, and i am urging you to reject this resolution, which can only contribute to the conflict involving pacifica. the best position you can take is to take no position. by doing this, that is taking no position, you will be sending a vote of confidence, a vote of support, to this democratically run independent media institution. a hard and long fight was fought and won 10 years ago, to free this network of outside government-connected forces. by doing nothing, you will be showing york respect and support for the independence and integrity of this progressive, independent, membership in your

follow the example of the berkeley council to not pass a resolution concerning this. this conflict has been spun into something is not. it is not an authoritarian takeover by a foreign entity, it is not union busting. it is the democratic national parent body saving the network from imminent financial ruin in the only respected way. lay off. one of your resolution it may be conciliatory to both parties, it is severely tainted to put the elements on pacifica to accept mediation and contains many misconceptions of the events. we thank you so much for your concern about the station, but the situation has more history,

more nuances then you probably imagine, and as true understanding emerges, you may find that you have been on the wrong side of the struggle in the b.c. and as such. thank you. supervisor mirkarimi: thank you. next speaker, please. >> i am here to speak about the same station issue, a radio station that is progress of the covers from santa rosa in the north to as far south as monterey i urge you to vote no. there is a lot of misinformation about what is going on. there is note union busting going on. to lay off two staffers in the

bottom of list in a desperate financial situation, which they are in, it does not constitute union busting. there is not a union in the bay area that is not sometimes laid off staff members. the world's have been followed. something that has not been noted in all of the torrent of emails and all of the commentary, in october, a trade union that works for the city of oakland put forward a resolution on the board that if any sales were to be done, they would be done in strict accordance with the union contract. however, it was voted down, including by one of the individuals who i think is in the room today who was laid off. why in the world would they vote against that?

comment on that? supervisor mirkarimi: yes. thank you. next speaker, please. >> good evening, ladies and gentlemen of the world who are watching here. i have been here about 25 years as a black man. i am very appalled, and i guess this is what it is to call a process. only two weeks for a recess, and now we are back into the same old mess. i would like to know in san francisco, who is really in control here? i have been here many years, and i have never seen a city hall as it is now. i have never seen the situation of the process. i am appalled at gavin newsom.

i shook his hand back in may. right now, if you read in the paper, and only got a minute to show it here. as a result, blacks are leaving most of the cities. you cannot see it right now, but that is ok, but they are leaving, particularly in san francisco. i told gavin newsom that i will follow him. how can you be mayor and the lieutenant governor at the same time? this is unconscionable, and the man is a rich young guy. maybe he should just resign and be a playboy and try the movies. i cannot understand this. ♪ who is in control? i would like to know i asked the mayor but he did not care

secondly, i want to think super -- thank supervisor elsbernd, who was the first to take on a special interest in san francisco, addressing the issue of muni, so i want to say thank you. >> supervisors, my name is francisco, and today is an important day. on a national level, you know that nancy pelosi is no longer the speaker of the house. and you supervisors who are supposed to be representatives, some signal has been sent to you, and if you do not get it directly, you should try to get it by osmosis. before today, some of the constituents, you have heard one

constituents say that she has come here pleading that justice be done for her son, but if you supervisors are representative of the city and county of san francisco, and you have to we have to uphold safety issues, and you cannot help the constituents, then you had better reflect. some of you are going away. maybe for the better. so as you leave, remember that if you did not do too much about the 500 or so shootings or killings in our district, and if you did not save money when you could have saved money, or if you did not do right by all people of san francisco, the

816,000 constituents who live in this city, that reflect on that, but i am here to tell you that from time to time, we come here so that you can get the pulse of the community, because we do work at ground zero. we do write about the issues, and we do come here to check on you, said today, hopefully, you will deliberate, have the ability to discern, use your intelligence, and do what is right for this great city of san francisco. thank you very much. president chiu: thank you, next speaker. >> good afternoon, members of

the board of supervisors. good afternoon. i am with the open government coalition. i am here once again to talk about a couple of things. one is is that i hope that most people are aware of the unanimous opinion by the court of appeals, the santa cruz board of supervisors, basically were the fourth one from the room and did not allow him to make a comment because he made a gesture, and basically that has been remanded back to the court with the direction that they be here it, because they were denied -- he was denied due process, and it also raises questions whether the actions of members of the board are free from challenge in a sense that they are immune, and it did say that if a board member, it has to be considered whether a board member that interferes with public comment is really completely free to do that, now, i have been here before, and i have talked to you before in this chamber about the fact that

many people in this chamber seemed to feel that if you want to interrupt somebody with him you do not disagree, that is ok, and everybody else sort of sits there and lets it happen. the brown act specifically says that the purpose of public comment and the reason you cannot deny it is that it is done to make change. the first amendment says we have the right to petition the government for redress. we also have the right to free speech, and so, basically, people have the right to get up here and tell you something, and the simple fact that they are saying something that you do not like or saying something about a specific person does not make it an attack, and trying to do that is inappropriate. the city, unfortunately, has a reputation around the united states as being the liberal paradise of united states. it is not. it is a place where freedom of speech is denied on a daily basis, and access to public records is denied.

political pandering. we need a major that has financial anarchy political guts to do the right thing, and that is what we are looking for. please, come up with somebody with those qualifications. if we need somebody to run themselves financially. that is number one. if i ran my house the way this is wrong, i would be broke, and i would not be able to spend time coming here to tell you what to do. the first thing i learned when i was a young girl was that there was a big in my neighborhood that had a sign up, and it was called a potential savings bank. and it said, "save your money. watch it grow." and that is exactly what i did, and that is how i came to success in my life. i did not squander my money. i did not go crazy with credit cards. if i never paid a penalty interest. this is what the city should be concentrating on. -- i never paid a penny in

interest. i have to compliment daly. we need are people to live in the city. nothing has been done about that by this mayor. what have we accomplished? if we have an earthquake here, we are all dead. think about it. we need to have affordable housing. that is what i told brown. i told everybody. this is very important. thank you. president chiu: are there any other members of the public who want to speak? this includes item 46, about a successor mayor in the event of a vacancy at. ok, seeing none, public comment

franciscan and a young woman with an amazing talent. she was recently cast on the television show after responding to an open casting call. the show is the assigned to behind-the-scenes look at the forty-niners. she has converted special evens, including family day at candlestick park. she has come up with their own spontaneous questions. as i mentioned, she is a sixth generation san franciscan. with a bright future ahead. we are honored to have you here representing san francisco and the 49ers on television. we wish you all the luck in the future and in all of your future endeavors, and i just have to say, colleagues, her mom is a

friend of mine, and she sent me a clip of an interview with the 49ers, and there she is, this beautiful little blonde. i mean, these huge guys, absolutely no fear, loving every minute, and i have to say, i just looked at you. i called your mom, and i said, "we have to get her down here." she is an example for my kids and all of the others. she just responded to an open casting call, and i think a lot of kids out there think, "oh, i would not get picked, " but you have to try. it is such a testament to your spirit and tenacity, so from the san francisco board of supervisors, we would like to commend you for all of the work you do for the forty-niners and for the city and county of san francisco. thank you very much.

president chiu: ladies and gentlemen, we have a number of resolutions today to honor our of for your colleagues for whom it is their last day. collectively, our colleagues have 35 years of experience, hundreds of pieces of legislation, and, i think, until the impact on san franciscans to rope the city. what i would like to do is read from portions of various resolutions we have for supervisors alioto-pier, bevan dufty, sophie maxwell. continuing a tradition of service begun by her grandfather, joseph alioto,

supervisor alioto-pier has created thousands of jobs and has participated in the first rebate program of the state. she successfully blocked the construction of new fossil fuel power plants in the southeast part of the city. she was the first supervisor to give birth while serving in office and worked to make our city more family friendly by passing a charter amendment to treat maternity leave equally and by creating a job share program at the board of supervisors. whereas she has spoken for civil rights, for people disabilities, and for all san franciscans, whereas she has worked with neighborhood groups in her district and around san francisco to preserve the unique character that makes our city special. where is she has balanced the demands of her job while maintaining an active family life with her three children and her husband, and whereas she has treated her colleagues, the treated her colleagues, the public, and city
