>> the chair and a member of the rules committee were kind enough to indulge me when i wanted to sit in on the meeting and i would like to reflect on the fact that four former supervisor katz received strong support at the meeting which i very much appreciate. i have worked hard with her during her time on the board of supervisors and she distinguished herself as being a very substantive supervisor. she worked deeply with the burgeoning technology community in san francisco and helped to shepherd the way to ensure that city government did not stand in the way of a homely generation of jobs within san francisco. -- a whole new generation of jobs within san francisco. with the approval of the three regattas of the america's cup coming to san francisco, it is clear that we need as full complement as possible of great people to do this work and to ensure that of the promise of

america's cup is realized for our city and there are individuals on the port commission who can work with you. i think that was we would have continued her career on the board except for the option to run against the supervisor -- we know how difficult it is is to step aside from the job that you love him very much. -- a job that you love very much. the way she has continued to conduct herself as a member of the democratic central committee, to continue to be involved and a mentor to people, her involvement of gay and lesbian people.

leslie is rich the deserving of the opportunity. it would seem to me that the concerns that are possibly being raised are those that can be resolved in a meeting to insure that she would be open and respectful and thoughtful about the concerns of the problems that tenants would have in and around the port. i think that those of us have watched city life have seen how she has conducted herself and there's no question that she would be that open, caring, thoughtful, decent and considerate person. i would say that for myself, as i stepped down from representing my district where lesley lives, from recognizing to my knowledge that there has never been a member of the lgbt community that has served on the port commission, i would urge you to vote for leslie.

when you have an individual who has distinguished themselves and conducted himself with incredible respect and dignity for this institution of the board, for city government, we would give her the opportunity to serve. >> can't you, mr. president. let me simply say that i seconded the motion not because i do not support the appointment but i believe that some issues had been raised and it is park for us to provide this individual the opportunity to meet with the people who have raised those issues. i am confident that once she does that, the concerns will be addressed. i share the same thoughts that supervisor dufty has and i do believe that supervisor katz brings something to the table and she can play a very positive role on the port commission

complicated and complex. the city and county of san francisco has a distinct honor of holding the america's cup which only makes it more urgent that we have a full complement of the port commission. as supervisor at dufty mentioned, of the five seats available, we only have three members sitting on it. this was calendar and it was set for yesterday and it was approved through the committee after a committee hearing. i also want to state that she is a distinguished member of our society that has shown her intelligence, her grasp of issues in a very quick way. the fact that she sat on the board of supervisors and one ousted on the port commission is a great benefit to the commission.

she was an exemplary and quite a perfect fit with this particular commission appointment at this time. colleagues, she got a fair shot at it yesterday and she was sent out of committee. because of the america's cup and we have three members of the current commission and we have a candidate in front of us who is ready to go now and it is extremely well qualified, we should let this stand and put this out so the port commission can have one more member as we go into further negotiations. >> is there any further discussion on this item? you're making a motion to refer back to committee? the motion has been made and seconded. can be taken will call on a

some of you might have heard the news over the weekend that the state attorney general's office has declined to pursue criminal prosecution charges against a former city employee, the criminologist who is accused of a variety of things. the letter of inquiry i have on this issue is to the city attorney's office. we might add able to pursue criminal charges but as a result of actions, the public defender's office, the district attorney's office, the police department, have incurred a substantial level of cost. can we pursue in court any costs from her, particularly when you consider the taxpayers will be paying her a pension more than $60,000 a year? to me, this is unconscionable that the taxpayers and the general fund could be suffering as a result the pension costs to support someone who has cost the

city millions of dollars. if we cannot pursue criminal action, can we pursue civil action? this is a letter of inquiry to the city attorney as to whether or not that is an action. >> thank you, supervisor elsbernd. supervisor avalos. supervisor dufty. >> thank-you. it today, with the coast of the ship of supervisor campos i'm introducing -- today with the co-sponsorship of the supervisor, chris, i am introducing a proposal for affordable housing. i have supported the goals for renters and first-time home buyers but it is difficult to spur the development of affordable homes in my district. for the years that i have served, only one project

provided a major opportunity for affordable housing in district 8. thanks to the market plan, there are many plans for the upper never had that many of these projects are facing difficulty with financing. in some cases, a lack of financing makes it necessary for developers to pay the affordable housing feet than to develop on site and in some cases where projects are initiated as rental projects, they are required to pay the fee. while i understand this challenge, i would prefer to have this development deliver affordable homes within the community. this legislation would provide developers with the opportunity to donate land to the mayor's office of housing. the mayor's office of housing would solicit proposals for affordable housing as use their funding and other revenue to help finance the development. in the end, i believe this will enable the committee to get more affordable housing. it will also enable the

community to work with the city to insure that homes are specifically tailored to the needs of our s kennedy. -- the needs of our community. i would like to thank the mayor's office for meeting with project sponsors in the area. the product group has worked hard to identify property that could be acquired said that we can build within the greater castro neighborhood. i want to acknowledge my good friend supervisor compost for sponsoring this measure so it would continue beyond my term as supervisor and i am very helpful and believe that the supervisor electable undertake this measure as part of the overall effort that we undertook in the planning process. i would like to thank my colleague cheryl adams and -- for their help in drafting this measure. colleagues, i do have a couple

of in the morning request that i would like to refer to. -- in memorium. the first is for one of my constituents who passed away from cancer. she was a true flower child of the city. peace, love, and brown rice or her staples. she managed to build a salon for more than 20 years. she was an incredible set and she spoke her family and friends. we had their opportunity to work at a magazine serving the gay and lesbian community back in the early 90's. she was just a delight. she had a tremendous sense of humor. she was brassie, she was fine, she was a wonderful partner to dianame
