next speaker. >> i am happy to be here. i have not been here since 1998. i am really happy to see all of the new board my supervisor dave campos as well as john, thank you. congratulations. are want to reiterate quickly. and we spoke about this 15 years ago, and it has become a reality. what we did was to make sure technology was successful to everybody. i want to reiterate that today, because i heard them talk about
3:01 pm
electromagnetic resonance that can be part of the process, and you can look at using scientific evidence to make sure there is access to all of san francisco. there are still areas of san francisco that do not have this, i ask that you submit it in your application, and have the new year. -- happy new year. >> i am an activist in the city, and i want to welcome all of the supervisors' to the board, and i want to say and i hope you will keep democracy alive and well. keep set francisco -- keep san

francisco honest. thank you again, and have the best to run new canaan, and make a difference in san francisco. -- the best run its can, and make a difference in son francisco. >> thank you. final speaker please. >> i was one of the candidates but runs in the district, but i am very happy to let you know that mark pervez won the election. to all of you on the new board, malia cohen, kim, and to all of the succeeding members of the
3:03 pm
board, i hope this will be a better group of supervisors then in the past. a more civilized group, a very good group. that is all i have to say, and i want to welcome our district attorney and the future mayor of sand francisco. -- of san francisco. i thank you. >> are there any other members of the public who wish to speak in public comment? final speaker please. >> welcome to all the news of supervisors, and have been a year. -- have been new year. what went on the last few weeks
3:04 pm
is off the hook. you would have made a wonderful mayor. we should have followed the order it should have seen in, but wherever it goes, it goes. please all you knew board of supervisor people, please keep san francisco soccer-free -- sucker-free. >> my davis is francisco de region name is f-- my name is francisco. i have been coming here many years. the deliberation that to place in trying to create some process for interim mayor was
3:05 pm
despicable, so now we are here, and i see some of you that i know too well, and there are a few i do not want to know curio -- new not want to know. -- do not want to know. there are some people that are part of the machine. people will come here and pat you on the back and say what they want to say, but if you have the intelligence to do the right thing, you will take this
3:06 pm
city to a better place. in the last administration we favor the pacific heights mafia and the developers. a good thing is that this economy has hit everybody, including this city, so soon you will have a budget deficit of about maybe 600 million. good luck to you. i will be monitoring of view. >> thank you. general public comment is closed. if we could now go to our 3:00 p.m. special item. i understand now item two has come before us. could you call item 3?
3:07 pm
>> the motion to ratify a successor mayor due to a vacancy for a term expiring january 8, 2012. >> given that only the committee as all whole took a vote last week, my understanding is that we need to amend the motion before us rather than ratifying him. if i can ask if that is the case. >> it is a. >> i understand there have been amendments regarding the motion we have considered a. >> i would recommend the following six amendments be made. line one would be the appointment of a successor mayor. line three would be the motion to apply its the successor mayor to do of vacancies -- due to a
3:08 pm
vacancy. line 9 is clarifying section. two line 13 we added edwin lee. line 15 is a the graves of the board has received notification that gavin newsom has been sworn in, creating a vacancy in the office of the mayor, and finally, the curve would be amended to read it that we moved the support of non -- the next one would be amended to read that it would support the office of the mayor for a term expiring january 8, 20123 rec and parks fees are amendments that have been proposed to us by our clerk. could i have a motion to adopt
3:09 pm
the amendment? the amendment shall be taken. is there any discussion on the motion asks us amended to appoint edwin lee as our successor mayor? >> thank you. at the last meeting of this board on saturday, i noticed it is clear that a lot has happened in the last few weeks, and a lot has happened in the last few days, and i did not think that saturday was the time to reference that and to talk about what happened, but i do believe in the context of assassinating an interim nature that it is important -- of selecting an interim mayor that
3:10 pm
it is important to begin a discussion of where we are as a city and as a board of supervisors. youlet me preface my comments by saying this supervisor who was proud and honored to be able to represent district 9 is committed to working with ed wynn lee, -- edwin lee and david chiu, but i think there has to be a context, and as someone who was adopted to office two years ago, i think it is important for us to understand there has been a significant change in city hall. for those of us who are part of the progressive movement, i think we have to recognize the
3:11 pm
progress of majority of this board no longer exists. progressives no longer control the board of supervisors. for the first time since the last round in 2000, and we have a president of the board of supervisors who was elected without a clear and aggressive majority and who was elected with the full backing with the entire moderate bloc of supervisors, and what is remarkable about the fact that we no longer have to progressive control over this board is that the loss of this board happens not at the ballot box, but it happened here at city hospital,
3:12 pm
and while some in the progressive movement have questioned whether or not that this case -- that is the case, the fact is of the progressive majority controls the inner workings of this board including the makeup of committee assignments. it's no longer does fat, and we will soon see the clear ramification and -- it no longer does that, and we will soon see the ramifications. it was called a shift to the center. david chiu talked about a changing of the guard, and he talked about how none of us were voted into this office to take a position. we were voted into office to get things done. again let me respectfully
3:13 pm
agreed and disagree with president shoe, with whom i look forward to working. while i understand the point, i do not believe it is accurate to say none of us and was elected to take these positions. i do think we were a elected to take certain positions that at the end of the day deserved the interests and needs of san francisco's, and i believe we were elected to take positions consistent with the principles with which we ran before being elected, and while i agree it is important to get things done, i do not think that getting things done is enough. we have to ask ourselves what is it we are getting done. what is it that guides those
3:14 pm
decisions? not only that, but how is it we are getting those things done, and for whom it is it that we are doing what we are doing? is it for the people and city enof san francisco, or is it for downtown corporate interests that have so much power in the city, and when it comes to getting things done, how is it we are getting things done? i hope it is not getting things done behind closed doors, and thinking about what is about to happen, i think about the progressive movement, because i think that implied in the
3:15 pm
notion is the idea that progressives cannot get things done, and i am reminded of the fact that the past does provide some guidance. we saw the mayor of oakland resign in a testament to the five said you can been progressive and get things done, and this city made to district elections have been. it is progressive said made health care possible. it is progressives that made domestic partnerships happened. it is progressives that made police reform happen. i want to be very clear about what we are about and who we are
3:16 pm
as we are about to enter a new transition the progressive saudis that got us here need to endure. i believe governments -- the progressive strategies need to endure. we have an obligation to relieve the suffering of more than 44 million people in this country who live in poverty, but we have to save the middle class and the last remnants of safe middle wages common -- middle ages, but the point is not to scapegoat city workers, that it is not just downtown corporations but also small businesses often are struggling to stay open. it means we have to fight and
3:17 pm
protect civil rights, and we knew we talk about diversity -- when we talk about diversity, it is making sure that we make the lives of those people whose diversity we cherished actually better. it means that the people of san francisco control this government and that we do have stability inferior -- we do have stability. we need to have transparency in government, and the big decisions are going to happen in public, and it also means there is something more important than ourselves. there is something that transcends us as individuals.
3:18 pm
that is why we are progressives. i look forward to continuing in this discussion. we will continue to work with the mayor and the new board president. supervisor wiener: can you hear me? >> we are going to have to extend that microphone during your -- that microphone. good >> before i get into talking about my support for the mayor, i think i need to respond to what was said. this is an incredibly diverse
3:19 pm
city. it is the most perverse effect i can imagine, not just in terms of race and ethnicity it and put -- and sexual orientation but in terms of the types of jobs and people do and businesses people own, it is an amazingly the verse plays that deserves a diverse government -- it is an amazingly diverse place that deserves a diverse government. what happened on saturday with this board was extraordinary in terms of the coalition that came in together to elect this board. the fact that you had elsbernd joining together to elect this board shows me that the board is healthy, that people can work
3:20 pm
together, that we do not have to character everyone as being one thing or another, that there is complexity to every member of this board, and i am proud of that. president chiu has my complete support and a lot of support across the board, and i look forward to working with him over the next two years. i am proud to support a believe the regioned -- to support ed lee as mayor. we will have our second mayor in a row that is a member of district 8. i can think of no better
3:21 pm
qualified person to do this job. being interim mayor for about 365 days when we had a looming budget deficit and a lot of challenges is not necessarily the most desirable thing to do, but fed has stepped up and this is willing to do -- but he has stepped up and is willing to do it. you do not have even a few months to get acclimated to the job. you need to be able to step in on day one, and that is why i am supporting him. he is tremendously qualified in so many different areas. i will be voting for him today. >> thank you, president chiu.
3:22 pm
today is a historic day. not only are we and electing a mayor but the first asian american mayor. youit is truly historic. i wanted to mention two things. first to acknowledge our sheriff, michael hennessey. i have known him literally my entire life. his reputation on questionable. he has served as our share of for over 30 years. good -- as our sheriff for over 30 years. his tenure has been marked in many areas.
3:23 pm
members from the lgbt community and other minorities, but what i wanted to mention in particular was his attributes as a person. i cannot think of a more honest, trustworthy person full of integrity serving our government today. he is simply a straight shooter, and we are fortunate to have michael hennessey as our share of. he is one of the true gems and -- as our sheriff. he is one of the true gems. secondly, while i know you did not initially vote for him last
3:24 pm
week, i truly believe and what you did was really in the spirit of the best interest of san francisco, and i knew you take it -- i know you took the chance to ask questions, but i think that shines a great light on what we can do as of board. it is my sincere hope that cooperation continues over the last two years. i want to make sure i mention that to all of you. i had the chance to speak to lee two times last week. i cannot think of anyone more qualified and very much look forward to working with him over the next two years to move sandford cisco full word, so
3:25 pm
congratulations. now -- to move san francisco forward, so congratulations. supervisor mirkarimi: i think your comments are spawned in emphasizing the dedication of share of tennessee -- r. scott on a regionre -- are spot-on in emphasizing the dedication of share of tennessee -- sheriff hennessey. there was a process we did not see coming with a tactic that i hope is a thing of the past, and that was the introduction and advancing of the name for consideration. i guarantee some of our surprise would have been lessened if
3:26 pm
those who proposed the name would have done so in a style and a manner i think we would all be expecting looking forward at what has been the process of reform. -- the process before as i indicated last friday, i have noticed -- known mr. lee for many years. i have always found him to be very responsive in the variety of capacities he was serving. there are people i have also known for man-eater's -- many years that i listen to as well. what i hope is as we look
3:27 pm
forward to the confirmation of mr. lee that we are also leaving behind the tactics of last week that i thought made the process feel more clumsy than it should have been, because this is once in a multi-generation kind of a vent that has confronted this government. that has ever been processed by any of us in coming close to it. it was only because of the assassinations of mayor mosconi and supervisor milk. none of that should retain our open arms in working with mr. lee. i expect as we were all trying
3:28 pm
to reflect on what our approach would-be with the administration is we will see that level of continuity, and attention and determination to get the job done, nuance to the need of our specific districts, but larger for the greater goals of the city and aggregate's, and it gives an opportunity to relax the partnership that is required of all sides and to be able to inject a level of smart politics, not necessarily branded as a progressive or moderate or conservative, but smart politics that take us forward so it is to the welfare of those who we want to serve
3:29 pm
and who need the attention where there is not. it concerns me the it is couched in the term progressive politics. it has been mutated. that is an important discussion to half with regard to the direction politics is going in this city, and progressive politics needs to qualify its new definition, which is more than just to we are by name or by ethnicity or cultured but by what we stand for. >> thank you. supervisor avalos. supervisor avalos:
