the project and i have extensive knowledge of the area. the air it is densely populated. i have reviewed the plans. i don't think that is out of line with the other homes on lloyd and the surrounding neighborhood. the project's sponsors have made reasonable attempts to work with the neighbors and i have concerns with the alternative design submitted by the neighbors as it is against the fire codes here in the city. such openings and exterior windows of bedrooms part in a

quartet opens in a public way. but blocal equivalency for exitg through a garage area. there is an extensive hallway in the modified design that would be problematic for firefighters. this would be a dangerous entryway in the advent of emergency. but for half of the other buildings in the area within a one block radius are four stories. 2/3 are 40 feet or higher. the code does allow for a 40 foot building.
7:32 am
the sponsors have agreed to hire 100% local workers to do this project and this speaks volumes for what we need here in san francisco right now. the sponsors have gone to great lengths to accommodate the concerns of the neighbors and you should support the design. thank you. >> thank you. >> i have been designing and building buildings in san francisco for 30 years and i have been through this process quite a bit. i have known todd and kevin for a while and sometimes i assist them in their development

processes. i think what is happening here is there is some confusion between height and it stories. this is it possible to build a four story building within the white envelope especially considering the setbacks that are required by the planning department and the design guidelines. i think that they have accomplished that. their height with the sad fact is no taller than the adjacent buildings. what in this process, it is becoming clear that there is a bigger picture. the d.r. process has really failed and i think that there needs to be a review of that. and i am also a member of the

-- and we have worked with the director in trying to get a better design review process. what happens it is the neighbors and the project sponsors and the planning department and the residential design team are separate entities that don't work well together. if somehow we can get them all in the same room at the beginning and hashed these projects out, we could save the city and the planning commission and a lot of time and money and we would be willing to participate in that project free of charge. thank you. >> evening.

todd and kevin, todd is on our board and i have known both of them for quite a few years. they have built some pretty nice buildings. i have been living in san francisco for 35 years and we have built an average of three buildings a year. the problem that i see it is the project sponsors will end up negotiating with themselves. every time that they make the
7:36 am
request, there is no incentive for a meaningful dialogue. there is no negotiation. the process undermines the integrity and value of having a general plan and planning code. what is the point of having those documents and if they can be effectively vetoed. the planning commission should refuse to hear the dr unless the staff reports that are exceptional circumstances. alif like for you to approve this and move on and put some

people back to work. that is what this is all about. >> good evening, commissioners. i thank you for the opportunity to voice my opinion. lying here in support of the development of 35 lloyd street. i live in a high-rise in the city and i believe we need more family-friendly housing. most of my friends with children were highly educated, professional, and responsible residence of the city and a move that the city when they started having families because there is no adequate or comfortable family housing that people can have access to. but we need is more housing with three and four buildings -- but prints that are comparable

where families can live and grow. i am in favor of this product not only because of these reasons but because it is fully financed. thank you very much. >> i am making a statement for someone it cannot be here. i am resident of the -- neighborhood and i have lived in san francisco since 1977. i signed a petition protesting the project which was circulated by neighbors. at the time of my signing the
7:39 am
petition, i did not know anything about the project and i had not seen any architectural plans. since that time, i have walked up and down which street and i understand the project. this is a revision made by the project owners and this has addressed many of my concerns. i understand the desire to keep a lot. a similar situation happened two years ago on a property immediately adjacent to my home. i know how difficult change can be. i know that san francisco urgently needs family housing to established neighborhoods. i appreciate how the project owners have made many changes.
7:40 am
i now withdraw my objection that i had on the project. thank you. >> good evening, commissioners. i was a victim of the discretionary review. i believe that we need to do more about promoting responsible growth in san francisco. this project will result in a number of important construction jobs and will support many local construction companies and suppliers and unemployed construction workers in san francisco.

i have reviewed the drawings and the particular design and i am familiar with all 8 street. i feel that they have paid a lot of attention to the neighbors of positions and the discretionary review. i have been sensitive to their concerns and i have addressed it specifically in this most recent design. i prefer the 40-foot sign because i like the clean uncluttered lines. i commend the knot and kept and for listening to the neighbors and applying their concerns to the most recent concessions which seem to be significant and really address one of the major needs of reducing the height to

36 feet and not being honest -- ominous. of like to put in a word with mary nichols. she sent supporting letters previously for this and she owns two properties that actually back up to avoid street. they are both in the 40 foot range and she is a very supportive of this project. thank you and have a nice evening. >> thank you. >> the could have chose to build
7:44 am
a single family. i think it was a smart decision. it is difficult to make two units work. there has been a significant amount of pushed back. a lot of that is due to the fact that this is an empty lot and people have to get used to the fact that they might have this lot for a long time that there will be a building there one way or the other. i would urge you to move forward on this project and not to take discretionary review. thank you. >> i am a resident of the neighborhood. my part and i live around the park and i want to say that i feel the proposed development is
7:45 am
extremely high quality in design and it the most current iteration, the developers heavily tried to address the concerns by tangling some of the roofline's and it respect tradition without being regressive and this is a very positive addition to the neighborhood. additionally, anything less than four stories would create and usable space. i cannot imagine my partner and i raising a family and a house with small rooms. i would love to have a larger home and stay with their three- bedroom home and stay within the neighborhood so i urge you to approve this project in its current iteration. banks. >> my family has known kevin and

taught for over 15 years. they are upstanding individuals that want to do what is best for the area and san francisco as a whole. the design fits with the neighborhood and matching the current roofline. this does match and the project will bring additional tax revenue to the city when it needs it. jobs to the local economy and increasing the surrounding real estate values. we are trying to meet the neighbors' concerns. >> i will try to be brief. why i own a building and a business barely a block away from the project and i have worked with the project sponsors
7:47 am
since the beginning on their plans and as they have come to neighbors. i want you to know that the neighbors opposing this did not represent all the neighbors at all. many of us are in favor of what is going on here and certainly all of the accommodations that the developers have made to the neighbors at this point. kevin and taught are small-time builders and they have gone out of their way to accommodate to the degree of really giving up certain architectural characteristics. we need this kind of builder in san francisco. what we don't need is neighbors the signing buildings and putting neighbors against neighbors. i understand the word for it closely with the planners and they have absolute and the project cost of i'd the project.
7:48 am
i want to urge you to go ahead and accept latest rendition of the plans that they have developed. i am in support of plot and pepin. the reason that i want to do this is because will happen on them for 50 years from the time it a first part of their business. they always do on incredible job with every project that may take on. i also want to support them because i am an individual who work in san francisco for 25 years. i had to buy in the east bay

because i could not afford san francisco this project is everything that is good about san francisco and it would provide of that are affordable. i support this project and i urge you to as well. >> are there additional speakers in support of the project sponsor? >> i am a former homeowner in the neighborhood. i had been a resident of san francisco for 20 years. i know the difficulty but also the rewards of all and putting

projects through at providing housing. there is a severe shortage. i am in support of what todd and kevin are doing. i have looked at the plants. and many of us have your around the city and looked at some and then sleep in harassing architectural monstrosities. -- and look at some of the project and seen some embarrassing architectural monstrosity. they have made changes to their building. i ask you please go forward with their project. thank you. >> i support the project.

these gentlemen are fine and honorable people and this would be a real addition to the city. thank you. >> thank you. >> what we're looking at are the basic properties. we should allow these to be developed and provide housing. this should provide it a better -- for the building. i would urge you to support this. they do. >> that you. >> i'm artist who has lived in the neighborhood for over 20 years. i have walked by that clock almost every day. i and favor of the original four story building.

the regional design will provide homes for two families wishing to live in a very desirable part of san francisco. these families will spend money at lower haight district shops and restaurants. to me, it makes little sense to not let this project go forward. i strongly encourage your support. >> i am a general contractor. the majority of my work is in the city and county of san francisco. i am a member of the san francisco coalition for responsible growth.

and county of san francisco and i lived not far from the project and i am here to speak in favor of it. there is no reason not to approve this project. we are looking to purchase a home. these developers have gone out of their way to meet every criticism, everything that the neighbors have asked for and to address the concerns. thank you.

this process. i don't know the developers but i have been a victim of the discretionary review. it is difficult for me to understand that the neighbors can come forward and dictate what i'm going to build. i'm the person who is spending the property taxes and spending architectural engineering and permit fees. i do support this project and i urge you to do the same. thank you. >> good evening. i am here to support the project because i think it will bring a lot of opportunity to people like us, are the workers, who are looking for jobs.
