these hearings would take about a year and a half. in that time, permits would be issued to companies, to individuals, and the individual permits would be issued to people but only drive. one category would be controlled time permits so that they could only be driven a certain number of hours per week we have the means to be able to monitor that. at the end of that time, you would be able to make an appraisal on the effectiveness of the permits. if they are not successful, and you could phase them out. if they were successful, they would present a revenue opportunity.

managers have said. within our contract, we have a provision for placards. they are not able to have this vehicles necessary for us to do our jobs. the parking issue has become very convoluted. is this an item that will be pushed back. the other thing that i would like to address is that on the agenda, i keep seeing that we have a contract negotiation. on december 10th, 2010, we have a contract it needs to be adhered to. i don't know if this is resonating as i should be.

carter, can you speak to this on the permanence -- on the premise? >> good afternoon, chairman of the item before you is an item that is required as part of the central subway program to execute our final design. as part of our final design we are required to take our engineers into the tunnels and we are required to do that so that we do not disrupt the service. to go specifically to the issue raised, the costs associated with permits, there are two permits. this includes a fee that is not for 200,000 per tunnel. the cost that will be incurred

expensive than the current because we would not be able to take advantage of the economy and scale. the transit location here actually is the second busiest low point on the n line within the system west of the sunset tunnel. there are over 5700 warnings on and off at this location. one of the problems with this particular location is that because of the presence of parked cars and the heavy volume of passengers waiting to get on and off, most of them would need to get on or off between parked cars from the curb and then on to the first up of the streetcars. so,
