[laughter] president chiu: next speaker. >> good afternoon, board of supervisors, and thank you very much for your time, or should i say good evening. i am here in support of the resolution to save kusf. by now, many of you know the federal communications act has been homogenized. somehow, this has encroached into the public have of the dial, left of 92. in the last couple of weeks, i have received letters and phone calls of support from my constituents around the country, amazed at what is happening in the unfortunate decision about

how in san francisco we are standing up and fighting for what we believe is right. they said in new york we would probably not do that. we have too much going on in our schedule. in san francisco, this is something we will do. i am urging the san francisco board of supervisors to take the same position. i would like to draw a precedent and correlation briefly. back in the 60's, one of the largest protests that happened here went on for about 10 years. it was the opposition of the federal interstate and defense highway network. basically, it curved up numerous towns throughout america. when it came to san francisco, the board of supervisors and mayor alioto tried to put a stop to it. it said that if you want to

come through san francisco, you should stop and enjoy it the culture and drive through small- town thoroughfares. i see the same for a pair of blowing through san francisco and not giving us the time -- i see the same thoroughfare blowing through san francisco and not giving us the time. >> i will speak to kusf in the second. first, i want to think the supervisors who voted against mr. johns. i want to thank you for that. i was concerned about having someone who was a friend of the developer on the commission. i am glad we did not have all the votes we needed. on that issue, the language -- a number of the said there is a fair argument to be made that having experience in historic

preservation was a condition. i do not agree. the grammar does not support that. there are a couple of qualifications in their. if you read the grammar carefully, it basically said a person has to be qualified under the secretary of interior standards and meet certain requirements, or these other things. the or only replies to the other things. they have to be qualified under the secretary of interior standards. the grammar makes it very clear. i can send an e-mail about that. i support kusf as it was and do not want to see it sold off. i have lived in that neighborhood for 14 years, just one block away. i like to see community radio. we have way too much commercial radio. the media has a big impact on our minds and our politics. we need stations like kusf. i have been on one of the

this has been an awesome beginning of the fourth weekend. beginning today, it has been widely advertised, at least on january 10, the budget includes the elimination of the redevelopment agency's ability to reduce tax increment financing. while details are emerging about how the governor would implement this proposal, i feel we should send a strong message to the state capitol that the wholesale elimination of redevelopment as a tool is unacceptable. the redevelopment authority is a tool. it is a tool for creating jobs and affordable housing. now, we must acknowledge that the redevelopment agencies have made poor decisions in the past. the development by urban renewal programs in the 1950's

and '60's is evidence of that. this is not your father's redevelopment agency. we have used the tool of redevelopment to refocus public and private investment in ways that neither the public or private market could have accomplished on their own. over 1400 units of affordable housing and free development this year alone. 3000 construction jobs last year stemming from almost $300 million in construction activity. millions in biotech space. perhaps, most unattainable, without the use of tax increment financing is our ability to transform neglected and polluted tracts of land into healthy and productive neighborhoods.

we have plans to revitalize hunters point and on treasure island. we have far too many important projects under way. far too many years of public dialogue and far too many commitments have been made to the community partners to suddenly change the rules in the game. i ask that you join me in opposing this misguided idea. >> i want to thank supervisor: for bringing this resolution forward. as many of you know, we have many redevelopment projects in the pipeline that are in jeopardy if this proposal goes through. i want to thank governor brown for bringing up the risky ideas in terms of how we can close the budget gap.

i really do understand the importance of looking for funding were ever weekend to fund our public schools. many of our other public services that the state provides. i think that this resolution is important because it does not state that we are completely against the proposal. we want to be at the table to discuss the compromise is to work around the budget process so we can still fund public health services. we are keeping in mind some key projects so that many people in san francisco can find affordable housing. at least here in the county and san francisco is the future of affordable housing projects here in san francisco. i want to thank the supervisor for bringing this forward. i hope the governor will work with our city at finding a

i like to recognize our staff for the outstanding service and contributions they have made to the agency and the city and county of san francisco. this month's report will be going to a team of employees. it is going to rod and martina sanchez. could you please step up to the podium? they form our training team for the sustainable streets division. they both work to properly provide service and protection to our most precious users of our transportation infrastructure, our children. rod has been a crossing guard since 2004 and a peel trainer since 2008. he began his career crossing school children at 19th avenue and vicente street.

because of his high standards and professionalism, he was asked to become a pool trainer in 2008. he completes numerous field observation forms on all of our guards as part of their performance evaluation process. we would inevitably get a call from this principle or secretary inquiring if rod could stay at that corner. we informed them that he had to move on to another assignment. martina has been a crossing guard since 2005. she has been a trainer since 2009. she is crossing students at hamilton and manzel streets. because of her exemplary job performance, she was asked to be a few trainor in 2009. she has been a valuable asset at training many of our spanish-

speaking crossing guards. one parent to her that she was leaving wrote us a note to tell us how much they appreciated her at that school. >> with her professionalism and friendly nest she brings to the job, i have not seem -- seen one close call this year. even bicycles seem to stop for red lights. she made us all feel comfortable and confident in crossing what seems like crossing one of the busiest and daunting corners in the city. i could not remember -- recommend her more highly. they have completed over 150 performance plans for our guards in the last fiscal year. this was needed to complete the performance plans by the management team. we would like to take this opportunity to salute both of them for the work that they have

[applause] >> i would like to give you an update on our central subway project. the central subway project continues to be one of the largest investment projects in san francisco infrastructure in a number of years. we began the second phase of the central subway construction program. that will require relocating all of the underground utilities to along the sidewalk on stockton street. we will continue to work with businesses and residents to make

sure that the construction process is as smooth as possible. here to talk about this is our central program manager. >> good afternoon, the directors. i am the central subway sr. program manager. i am pleased to give you the status of the central subway, which will improve the quality of life for the residents and businesses. 2010 net was a banner year for the program. they received approval for final entry to design in january followed by ground-breaking construction contract in february. for the future station and portal, the project management, the local enterprise. the central subway was also listed for the first time in 2010 in president obama's

department of transportation budget. they were awarded a $27,000 grant for -- from the transportation commission. this board authorized in 2010 the award of three design contracts and the transportation office on bradstreet which has a staff of 95 employees. these contracts are employing a small business in excess of 39 on average. it allows for a the business participation level of 40 local businesses. professional service contracts have also hired a total of 16 for source training placements today, hiring it economically disadvantaged individuals. in september, 2010, central

subway joined the international labor union of america to host a conference and supported a bonding and finance assistance program for small businesses. 2011 began with the central subway team hosting the prime small business meet and greet event for construction subcontractors on the 11th. this was attended by more than 230 people and provided an excellent opportunity for local subcontractors to meet with the contract in community. the tunneling contract will be issued for bids this month. this offer the permission to succeed. this included a 100% that small business set-aside for trucking business set-aside for trucking and hauling services.
