is cutting staff. to meet the 10% budget reduction target, i would lay off two clerical staff. that's 1/3 of our six-member clerical staff. what it would end up doing is causing the investigators to have to do more clerical tasks and in a three-month time study that we conducted last year, we determined -- we did the year before, we determined that investigators already did 15% of their time on administrative tasks. we concluded that they would have to spend 20% of their time on administrative tasks. and additionally, one investigator. while the o.c.c. has 15 8124

investigators, the o.c.c. also has three 8126 investigators who are considered -- you have journey-level investigators, sprfering investigators. it would mean the senior investigators would have to take on even more cases and do resting provisions. i have to meet the contingency target to get to $235,000, another investigator position, as well as an attorney position. we would -- we would have to eliminate our mediation program. because the charter mandate, we have two prosecuting attorneys. through charter mandate we make policy recommendations. it would be a terrible shame to

eliminate the mediation out-reach program. then more would fall on the investigators. so that concludes my budget presentation. president mazzucco: thank you for your review. we'll see what we can do to extend the budget. commissioner kingsley. commissioner kingsley: to make sure i understand the numbers, it looks like your baseline total is formally $210? director hicks: yes, that's correct. commissioner kingsley: that suggests to me half comes from the general fund and half from some place else? if the 10% is $235,000 and it is 10% of two million, $200, $2.350? million? hick hicks the charter mandates

for every 100 police officers, those 15 salaries are backed out. commissioner kingsley: so they are not included within the 10% reduction. director hicks: they are not. vice president marshall: one of the reasons that the -- that director hicks gets so much praise for us, that when we hired her it was after a scathing audit of the o.c.c., and we hired her and said here's the audit. fix it. we didn't give her any money. so she continues to sface these budget challenges and trying to right the ship. we've said it many times, we are very, very pleased you have been able to do the job you have done with the challenges. so you presented the numbers

report. i think you might get an impression from my earlier comments that i am making some sort of disparaging comments. i do believe that a well-run organization needs to be reflective. when i pointed out the issue of the overtime for the two deputy chiefs. it wasn't to bring them in disrepute or anything else. it is, in my mind, for every million dollars of overtime, that's a million dollars that would put more officers on the street. i have looked at the payroll salaries for levels one, two, and three, and looking at them and knowing the cost of living in san francisco, if they are officers who are married and have another income, they might make it. if they have a family, i think probably a lot of them having a

that's $4 million extra dollars to spend op more officers. $4 million to spend on updating the police squad, patrol cars and so forth. i think it is worth looking at. i would also to comment on the chief's report, president mazzucco and commissioner hammer for bringing up the firearm general order. if you look at the status of general order, that has been on that agenda since june 30 of 2004. it sends a loud message to officers in the field if they are trying to figure out what am i allowed to do, what am i not, when they try to determine the department's general order and they slap-dash things that are out there trying to get it up to date. it puts them in a damned if you do, damned if you don't

position. president mazzucco: the four general you put up there, they are all salaried employees. the reason two of them did not get paid overtime is because those two are on the job. when you retire on this department you get paid your sick, comp time, whatever time you have accumulated over those 30 years you have been on the department. you misrepresent the numbers when you say they get an enormous amount of overtime. that is not the case. those are salaried employees, and those are the payouts they got. the reason the other two don't is because they are still working on the sfpd. >> any other public comment on these items? >> hearing the statistics from the report from the o.c.c.,

striking me from that report, it is the 28% over-reputation of complaints compared to the 7% sentence, that is a 400% disparity. reading from the holy bible here, "hear the lord for the instruction of wisdom." bible 21:7, the violence of the wicked will destroy if they refuse to do justice. not remedied. this is from the preamble of the constitution of the united states of america. "we the people of the united states in order to form a more perfect union, ensure domestic tranquility, provide for the common defense, secure the bles blessings of liberty do or dane and establish this constitution for the united states of america." in the interests of justice, i think we have to lock at this over-reputation of police brutality or whatever the nature of these complaints are on people. i mean, 20% is a reputation of actual complaints filed. only 7% of people of african heritage in the city. obviously, i think you can conclude from the statistics that the department is really
