known that. you see the solidarity bobby has helped create in this community. when bobby started with elizabeth alexander, people did not even know latino families lived in the neighborhood. that is the mission district. i remember hearing the stories about bobby dealing with the principles. she is firm and stands up for what she believes. these principles -- principals, even at the tenderloin school, were not used to monitor-lingual families asserting their rights. people in tenderloin did not know we had these families. there were treated worse than second class citizens until bobby showed up. bobby is humble and does not want to tout her accomplishments. but i think when the parents saw bobby showing that leadership,

they became empowered. she showed them it could be done. now she is moving on, they have the power. they are going to hire a replacement, but bobby's model has worked for the entire community. all of san francisco is better because of bobby's years with us. thank you. are at the end of our special commendations. why don't we go back to item 15? you now have results of the election regarding the special election for the ift. >> we have completed the official canvassing and statement of election results, which has been distributed to the board members. we are in receipt of 11 ballots, representing 14 votes. therefore, 100% of ballots are in favor of the ifd. the ballot measure has passed by the required percentage. president chiu: based on that information, we can consider item 15, declaring the results of the special election for the infrastructure financing district in the rincon hill area. without objection, this resolution is adopted. next item is item 16.

thank you. president chiu: thank you. next speaker. >> good afternoon, supervisors. do not give money to the friends of the foundation. as i pointed out, there is a new report from the department of public works regarding the current state of the branch library improvement program. what does it show? there are different ways to look at it, but these are dpw figures. the private nonprofit claimed it would raise $6 million. the original bond program was $105.90 million. at its inception, the friends were making a commitment to raise 15.1% of the public share. the program is 60% complete, and so far the public has extended it. the friends have contributed

just zero points 7%. the state attorney general's office shows the raised $31.70 million during the same time. the program is so agreed to sleep over budget because they had to stretch out the time for these people to raise money. never mind the harm to the public of the library. never mind the damage to the public trust. never mind all the good this money could have done, extended for a useful purpose. what about misrepresentations to their own donors, who thought their millions were born to benefit the public library? the supervisors represent the people who ended up giving these people money. if the foundation were collecting for sickle cell anemia, they would be in jail by now. everybody says it is only the library.

that is like saying it is only human history. in fact, that is why i always say the lies cost more. president chiu: thank you. next speaker. >> or ray hart, director of san francisco open government. i would like the slides to remain on the screen until i take them off. i am going to be talking about different san francisco boards and commissions. i have attended many meetings. there are problems i have seen. i am going to start with the residential rent stabilization and arbitration board. i am doing this because this is a petition for redress of grievances. i am 32 other residents of a building on leavenworth st., managed by dewolf realty, were

subjected to a pass-thru process before the rent stabilization board. 70% of san franciscans are tenants or renters. as a result, if this policy, which is what the stabilization board said it was, is followed, there are a lot more people who are getting this mistreatment. tenants are legally and morally entitled to fair treatment by the rent board. if you look at the mission statement, i have highlighted the appropriate area. to provide fair and even-handed treatment for both tenants and landlords. i also made the statement, not to be inflammatory, that the rent board is correct. as i go through there, i think you are going to see examples that show that. i did not use this term lightly. i went to several dictionaries, got a lot of information, and found they do qualify as

corrupt. here is the petition that was filed. if you look at the middle of the petition, you will see have the numbers are not provided or missing. in other words, here is the petition for an increase of 7%, and half the numbers are gone. what did they do? they passed it. it is their policy. what i call that policy -- president chiu: thank you very much. next speaker. >> thank you for the opportunity to speak. i am a san francisco resident and have been since 1993. i want to speak about the kusf resolution and maybe anticipate possible reasons people might oppose it. there has been a lot of talk in the city lately about things out of the jurisdiction of the board of supervisors. i would like to point out kusf

serves so many communities in this city that this might be slightly different than passing resolutions regarding foreign policy. not that that is not important, but this is a direct effect on the community. i spoke about the effects on local business. i want to reiterate that many clubs and bars do not advertise outside of the 30,000 listeners kusf provided them. i ran out of time, so i wanted to hit our control programs this week. according to census estimates, there is 157,000 residents of san francisco who are chinese by birth or dissent. many of these are elderly and speak only cantonese. kusf provides the only over the air programming in san francisco in cantonese. that has been lost. that is an important loss to the community, as well as other

foreign language programming. the decision by the university of san francisco to turn over the station to kdfc has disenfranchised a population that makes up 20% of the residents of san francisco. i urge you to pass the legislation before you today and help us save community radio in san francisco. thank you. >> my name is deborah davidson. i do meditation, and my master teaches me. he sent me an article today. i see things as they are. they are practicing meditation in prisons right now, people on death row. what i would like to say to ross mirkarimi's article of last week is that the mentally ill are being used with excessive force

by the police, accused of crimes that they are not doing, and that crimes are in fact taking effect. we need to get rid of this police department and retire them, and start over new so we have lower salaries. teach them to be policemen, to protect and serve humanity, and to not like to the citizens. also, then they will be able to get new police cars, which are needed, and the pacers -- tazers. also, the police commission meets between 6:00 and 8:00 p.m. at night at different locations. i would like to see the board of supervisors meet at 6:00 to 8:00 p.m. at night so the public would be able to do their comments.

since we've had a budget time recuse me while i kiss the sky ♪ president chiu: thank you. next speaker. >> i do not know how to follow that up. i was not expecting to speak today. i thought the resolution for kusf would have happened in the first hour and a half, but since it wasn't, i took this moment to again address the board of supervisors. a lot has been said regarding kusf, all of which would agree on. i support supervisors mar and mirkarimi with their decision to go forth with this. i know this decision is going to be voted on just after public comment, since we are next in line. i cannot urge you enough to vote in favor of supporting kusf.

the one question i have not heard over the last couple weeks is if you have not made the decision to support kusf, why would you not support kusf? why would you not want to support the voice? why would you want to give the boys away -- that voice away to a conglomerate in southern california with a watered-down message that will not pertain to this city at all? when you do vote, i want you to take that into account. as a side note, and this has nothing to do with kusf, i know donald rahm spell has a book out. the been having lots of interviews. one question of the interviews

i just want to call your attention to yesterday. a world-renowned "rolling stone" author, ben fong torres, put out a really good article in the pink section. in the two of the progress he backed our position. "the new york times" is going to be picking up a blurb on the story. every week as i go out into the city and to the public publicity things with the band and the tv show, more and more people of different demographics are coming up to me and asking, "why is this happening?" i hear more and more publicity every week, from bigger sources outside of our bay area. i think we could send a message in san francisco by standing up to this corporate, homogenized takeover.

a scarce public resources. i think that as the story goes national, there are is around the country looking at san francisco to be a new model of how to deal with what has been a national crisis, which is community and college radio stations being sold to interests that do not serve their communities. what the university of southern california wants to do in this deal is that they want to use it as a fund-raising tool. that does not serve the interests of our city. yesterday, the faculty association also adopted a resolution opposing this sale. i think the broad range of support that we have been getting goes to show that this is beyond just the radio and beyond just kusf. it is about the values we want in this city and the future of the city. i think today the board of supervisors has the opportunity to make that clear to the country. i am excited to hear all of you

vote yes. president chiu: thank you. next speaker. >> good morning. my name is douglas yep. i have lived here for 59 years. on sfgate this past saturday, the article had a headline, "child porn prosecution soaring." it has been one of five projects the last four years, dealing with pornography in san francisco. the three westside supervisors were very hesitant to help in any way, regarding allegations of child porn san francisco general hospital. allegedly, they were supposed to represent the families. i find that a little hard to believe. according to my memory, i did

not get much help from the board president either. to summarize, i feel this is a legitimate problem. obviously, my discussions with the fbi have proven fruitful, since even they finally found the time to do something, even though they have to fight terrorism all over the world. i think the board of supervisors should make a clear statement whether they are going to support porn or prosecute porn, and specifically allegations of child porn. san francisco is supposed to be trying to protect immigrants, especially immigrant women. it is common knowledge that san francisco is one of the highlight cities of the female slave trade. can we get the board of supervisors to make a statement on the record where they stand regarding pornography and things related to that?
