24 construction cost reagan most people will realize that should take care of their requirements, but it does not. people need to be notified and informed. accessibility is a much more complicated they, dense if you have to deal with it, you are going to have today and the accessibility consultant to help you. i appreciate the efforts to put this out there. this is a constant effort. outreach is crucial.
5:02 am
>> any further public comments. next item. >> and next item is item number eight, commissioners comments. . >> what i see is some category of notification davis -- notification, and we are seeing how they are notified on whether they have made efforts of meeting compliance as a general note. >> we have talked to the tax of treasurer's office of ways of
5:03 am
doing this, and their preference is not to do so, because they want to use the to communicate with business. our office is making a commitment as part of on going out to reach. -- out of reach. the office will be provided in our office and with all of this. our office will be sending a welcome level, -- welcome letter. there are other things the businesses do not always get
5:04 am
informed of. let us know, and we will help you through this. >> one radical concept is when you sell a property, you have to disclose a certain amount of information in terms of the components of the building. you have to disclose accessibility issues with the properties as a condition of sale.
5:05 am
>> public comments are closed. next item. >> item #8, this item will allow the commissioners to provide closing comments to the joint meeting. >> comments from the commissioners? we have public comments on that. seeing none. >> item #9 is the general public comment which will allow members of the public to suggest new agenda items for consideration. >> public comments? three minutes.
5:06 am
>> i am from the college of irresponsible growth. -- of the responsible growth. i heard the president start opening remarks with what i understood to be speaking about education and discovery, and you have taken us on a roller coaster of information, and i would like to thank you and all the speakers who brought information. as i was listening, i kept going from here to another place, another country, another state,
5:07 am
perhaps another clennon -- perhaps another planet, and i wonder what i might be thinking there. i could come up with only words such as grotesque, unbelievable, bizarre, and unprecedented. you have within your power the gift of changing that, because the customer is unhappy with how things are, and you must change it. i know you are planning and thinking about that, because if you do not, san francisco and
5:08 am
will not be a place where people will want to do business. they will want to live here for many reasons but not do business, and that is unthinkable. this is the year of the golden robert -- rabbit, and i understand what one wishes for will come true, and my wish is that you make san francisco a better place to do business. thank you. >> any further public comment bowman -- public comment? seeing none, next item. >>-#10, new business allows future consideration for a joint commission meetings.

>> i just thought are worried and roll it in one. i would like to thank you for being here tonight. a great big cross and -- agreed they thank you to the commissioners for being here. for new business going forward, as we mentioned at the outset, we hope to have the planning department involved, and perhaps in the next meeting we will condense the items into something smaller and to dig deeper and make everything
5:10 am
better for the future. just a reminder we will hopefully have that as soon as possible. i know staff will get working on that, and thank you, and everybody's. >> i wonder if we can include the health department for the process for restaurant food service to have somebody be of assistance for that. >> absolutely. can you make a note of that? >> wasn't there one point where you said we could have a central location? >> we talked about that. we can certainly put that on the
5:11 am
agenda item as well. something like the environmental exemption would be something justified as taking up, because it is so complicated. suddenly when you have three minutes to speak, and now you make one point or three points, and you finish in a minute. i think it should be coming out in future discussion. we definitely want to make a point of fact. commissioner clyde: with specific topics that are very --
5:12 am
for planning, wouldn't it be possible to meet jointly and discuss the mark could that be of a proposal to have a small working group between planning and the small business commission? >> i think that is a great idea. i think we will have to consult with legal. i am understanding, a working group set would be commissioners across the commission. >> commissioners from a

5:16 am
the officer is here today and is welcome knowledge. we want to talk about permits in terms of liquor licenses as kind of a privilege. when they are transferred, they are often viewed as new applications. they are treated as such. we have counsel here that has talked about the license as property, in terms of also amendment rights. i would like to see some clarity. when they are transferred and they want to sell the business, are the personal property? is it something that is viewed as a privilege? if it goes into escrow, what
5:17 am
people thought they were selling doesn't come out as they thought they were selling. buyers are propping the sale and it is not consummated. i would like to get some clarity there. we have a couple of people in the audience because they know a lot more about it than i do. president newlin: anybody else? seeing none -- item number two. review and approval. >> i move to approve. >> i second. >> [roll call vote]

of you paid attention to the board of supervisors. we called for a hearing requesting the economic impact study. i. attached a short memorandum with information regarding that instruction and the file number so you can follow it. that happened on february 1, and there will be a hearing at land use and economic development committee when the report is finished. it will be at least a month to before we see that report. it could be even longer. the staff was involved in the meeting today regarding the scope of the study. the staff will continue to keep the commission in formed of the progress.
5:20 am

5:21 am
8:30 so that we can get full participation from folks that have jobs. it will be done in conjunction with the neighborhood and our network. -- poewwer network. a faction of the police department, i think they ought to be involved in this. and the mayor's office, the staff will continue to keep you informed. any other commissioners will have to work out how to keep a quorum from appearing. we might have to rotate through or something like that. >> if it is a public meeting, why can't we all be there? the public is invited.
5:22 am
>> i believe, and maybe commissioner meko can shed light, if there are too many commissioners in a room -- >> this comes up with members of the board of supervisors all the time. by my experience, supervisors are very careful not to allow a quorum to be reached in the room at any one time. regardless of whether it has been properly noticed. the agenda is not going to be so specific. there is the possibility that the discussion will go outside of the agenda as public meetings often do. generally, supervisors will leave the room in order to maintain a minority presence at any time, so is -- if you would
5:23 am
like to get an opinion from the city attorney on that, go ahead. >> i think it will take 30 seconds. >> he does everything. >> when in doubt, don't reach a quorum. >> i wanted to update the commission on the joint hearing with the youth commission on issues related to use entertainment opportunities -- youth entertainment opportunities. i was speaking earlier today, and the meeting is being scheduled for sometime either before or during our regular entertainment commission meeting. i was confused and i thought it

was february, we have lots of advance notice. , march 22. we will roll into the regular meeting at the regular time. depending on how heavy the agenda is, we might do a special order sometime soon after the meeting. and do it a little bit later in the evening. again, i will let you know as soon as i find out when we have locked stuff down. anyone that is participating in that hearing is welcome to do so. you are not obligated to do so. we are running at of details as far as the agenda items, if you will, for that hearing.
5:25 am

5:29 am
best possible route for this particular incident as opposed to continuously citing. they should probably explain what is going on. we are still getting complaints from neighbors. we have been promised they will increase their soundproofing and they have yet to hear to the sound cap -- adhere to the sound cap. we will continue to cite them, but i will leave that to the commission whether or not you want to bring them before you or if you want us to continue to cite them. i have been meeting with the city attorney. we met with them today and we are waiting for a little bit more information to come from the city attorney
