we want to talk about permits in terms of liquor licenses as kind of a privilege. when they are transferred, they are often viewed as new applications. they are treated as such. we have counsel here that has talked about the license as property, in terms of also amendment rights. i would like to see some clarity. when they are transferred and they want to sell the business, are the personal property? is it something that is viewed as a privilege? if it goes into escrow, what people thought they were selling

board of supervisors. we called for a hearing requesting the economic impact study. i. attached a short memorandum with information regarding that instruction and the file number so you can follow it. that happened on february 1, and there will be a hearing at land use and economic development committee when the report is finished. it will be at least a month to before we see that report. it could be even longer. the staff was involved in the meeting today regarding the scope of the study. the staff will continue to keep the commission in formed of the progress. that takes care of the

legislative update for now. we expect the supervisors to continue to introduce other legislation that involves the entertainment commission. we wanted to give you an update on the neighbor summit. it is scheduled for april 6 of this year. the research on finding appropriate venues at this point, the park has facilitated the use and we are still working on the details. hopefully, that will be concrete by the end of the week. working with of corruption are -- both commissioners perez and meko, other format concerns is that this will take place between the hours of 5:00 and 8:30 so that we can get full participation from folks that have jobs.

to that. i will get you more specifics as we go forward. i had agendized the sfpd liaison issues. i don't have any dates, but if they will come up to the microphone and maybe give us an update on where we are with those training at the station. lastly, i wanted to introduce some positive light on san francisco music and entertainment. we often talk about negative things introducing a very simple project called, "this day in san francisco music."

is a little joint venture. on this day, 1970, the grateful dead played at the corner of market street. all three of those legends have passed and the fillmore is back to gary strieker. they are remembered in a live recording of his performance that you can stream for free. the recording academy is located on union street and was created in 1974 and is the fourth largest membership of music industry professionals in the united states. this week is grammy week. it culminates with the awards in l.a.. it includes and green day, her train, and neil young, and local producers.

projects. >> if you look at the report in your blinders, it is very short this week. you will notice that for administrative citations, it has once again been cited. they have been cited twice in two months. they have had it literally two months. this is not the best of behavior. i have talked to the director and we're both looking at the best possible route for this particular incident as opposed

to continuously citing. they should probably explain what is going on. we are still getting complaints from neighbors. we have been promised they will increase their soundproofing and they have yet to hear to the sound cap -- adhere to the sound cap. we will continue to cite them, but i will leave that to the commission whether or not you want to bring them before you or if you want us to continue to cite them. i have been meeting with the city attorney. we met with them today and we are waiting for a little bit more information to come from the city attorney.

with non-payment of citations, we learned a lot today and we will hopefully have more information on that particular subject by tomorrow. i bring this up because they have come before this commission, there are past problems with incidence of ground control. they are -- so far, they have done a few of these. at least one of those events, they are working with us and we are working with them. we have also been working with some of the promoters that are doing these events had come to the staff who let us know that they are doing the event and the steps they are taking to make sure the events go off safely. we have had no problems, but i

want to put this commission on the know that it is actively and bringing in outside promoters. in the past, i mentioned working with the state agency and the bureau that licensed security guards in the state of california. we met with them and have been working through e-mail. we are looking to the next stage where they are talking about bringing us ain for site inspections. it would give us the ability to work with the state agency much closer. making sure that all of the security guards are guard carded. as you know, it is not only a

state law, but a city law as well. finally, there have been lots of comments about trends. i bring up my last point here, one of the trends i am seeing recently is a swing from non- permanent venues using dj's to non-permanent venues using live music. now we find more where house parties -- warehouse parties with live music. not only an underground parties but in the city overall. they are exploring live music as a possible option. we are seeing it from little

places that have been doing live music a long time to restaurants that have done a few sound tests. they're wanting a deejay for happy hour. the other trend, unfortunately, galleries are bringing in live bands as well. we tried our best to educate with a warning and explore other options with sfpd if we've had to go back. that is the trend. you will see under distance, we've changed the layout a little bit. sorry for the misspelling. we have one incident worth

noting. at the cliff hotel. it is a lounge located inside of the hotel. you have to walk through the lobby of the hotel which presents unique situations. it is not like a street where you can do pat downs. it is a little bit different than that. it should be worth noting that of the suspect in this incident was carrying a concealed firearm, security reacted properly. the police came and security was able to do the proper thing, who unfortunately, they had to engage this individual. they assisted the police and crowd control and the police had to wrestle this individual out. no one was hurt.

that is also a very positive thing. the situation is slightly unique. it is something that we have talked about, also talking about how we can work with those that work on best practices. it is the same, but it is slightly different. i believe that is it at this time unless there are questions from commissioners. >> i have just one. those that came here were originally operating without a license and said they did all of the soundproofing, and subsequent to that, i assume you did a sound test. the past that sound test?

this month . we have two dates in mind, we are deciding on one of them. we should know by the latest, next monday, when that will be happening. another issue that has been on the burner again, we recognize a as causing some confusion to some of the industry people, the availability of clubs. this is a priority to the department, how we are working diligently on it. as soon as we have more to share, we will. we recognize that we need to come up with some solutions rathesooner rather than later. if it has not come up in the past, it is important to the knowledge that when we created the alu unit, we started having

monthly permit meetings. i want to make sure the commission recognizes that they are welcome and attend almost every single meeting. it shows that it gives them a great opportunity to meet with them as a group and give them a sense of all of the issues we are dealing with. they go beyond the scope of entertainment, everything is kind of interweaved. >> i have one comment. i apologize that has not happened sooner, but i have been working to agendaize recommendations you made. it fits with the inspector's schedule.

at public comment, someone asked about the property of permits, and i wanted to ask you a question, and correct me if i am wrong. abc license is a piece of property whose owner can be transferred if it goes through and remains with the original owner, but an entertainment permit is not a piece of real property and cannot be owned. once the business end, the permit no longer exists. is that right? >> kind of. there are a few issues that we should point out. for the viewers at home, it was public comment, but i think we have to recognize that the person bringing the question up is actually an expediter. the scope of
