12:30 am
francisco. i will speed with of the brotherhood. lots of people have spoken well , and there are a lot of good things to say about mike. i know from our contact both here and in san francisco, they are crying out for a supporter, someone on the board that truly understands them. mike is clearly that person. i think that mike will do a good job. he has an ability to understand his own interest and knowledge, and make decisions for the good of the crew and for the good of all. it is something that is pretty unique. it is critical that the board have someone of that stature.
12:31 am
we would also like to speak on behalf of dick grosboll. it is not quite as close, but it is the same concept. he has that experience. and as the president of the board currently, as well as her expertise, it is something we want to keep. strong support, but also support for dick. >> congratulations, supervisor kim, farrell, and elsbernd from my disctri -- district.
12:32 am
the last time i stood here and did this, i was radiant like everybody else. it was the worst performance i have ever seen by a government official well i was in their presence. mike theriault was elected to be the head of the building trades union because he was the most progressive, open-minded person that we could find. i first had a long conversation , and my wife and mike started discussing books. he is extremely well read. they had just read five of the
12:33 am
top-10 bucks. -- books. he told you about his liberal credentials. i would say this board should look at mike as an individual that has supported not only immigrants' rights, but he supports poor people. people that need medical care. he is always out there. he had as disagreements because of the height of buildings, a historic landmark status for buildings. the height of the building does not describe a progressive or liberal. [chime] i urge you to support mike. thank you. >> manny flores, i also am
12:34 am
supporting a worker. we will hear from mr. theriault and miss reilly. thank you very much. >> good afternoon, i am also with iron workers local 377. i have known my for over 25 years. he is an excellent speaker, an excellent care giver for people in general in san francisco. we strongly support him being on the board of the bridge district.
12:35 am
>> i will keep it short and sweet. i am a representative with sheet metal workers, and on behalf of the officers and members, i like to support mike theriault. >> tim donovan. not only do we represent electricians in the city, but also on the bridge. we want you to move forward with the motion in support of mike theriault. and the current president janet reilly.
12:36 am
thank you. >> i am an iron worker on the golden gate bridge, and we are proud to have mike as a representative. we would be very proud to have him represent us. thank you. president kim: public comment is now closed. colleagues, are the recommendations or comments you would like to make? supervisor farrell: the think we are very lucky to have the number of well qualified candidates. a number of them i have gotten a chance to know previously. i would like to make a number of
12:37 am
motions. first of all, for seat one, janet reilly. i think more than anything, cahow -- you come very much to respect your opponents. she has nothing but true intentions of serving san francisco and i have heard great things about her service. i would make a motion to renominate janet reilly for seat one. president kim: moving forward a recommendation aheafor janet reilly. supervisor farrell: and i have
12:38 am
gone on -- i have gotten to know mike. having a labour seat there is very important. i would like to make a motion to seat 4, appointing mike theriault. >> the motion is michael theriault to seat 4 with recommendation. supervisor farrell: in regard to seat 3, i went to grammar school with her son. she is an extremely involved a citizen.
12:39 am
i would make the motion to renominate her for seat 3. president kim: could you also mention your motion for seat 2? supervisor farrell: i don't have one. supervisor elsbernd: those of us on the bridge and those of us knew this unfortunate moment was going to come at some point where one of the four existing directors was not going to be reappointed. we all the labor would come forward with somebody in the board of supervisors have to reappoint that person. that would squeeze one of the four existing directors and out of the sea.
12:40 am
janet riley had to be reappointed. we now have three amazing directors. i guess you guys all set right across from me. you are on the other side of this table. it has been a tremendous honor and privilege to serve with the three of you. ever since president chiu appointed me to this seat, i knew that i would have to say goodbye to one of the. there is no easy way to do this. as much as we could keep going seat by seat, i appreciate you saying that we should do seats two and three together. it is not to view them as
12:41 am
individual seats, but san francisco's team. we want to send forward our best collective to represent the people. what is the best combination? on a great deal of reflection, the best team that we could send forward would be mike, janet, dave and dick. i say that with a tremendous amount of regret because director segal has been a great personal friend to me, but i believe those that i have named would be the bulof dust collectn
12:42 am
-- the best collection going forward. i would make a motion for mr. snyder for seat 2 and mr. grosboll for seat 3. president kim: we have two motions. one is a motion to -- one? combining both olivier's -- of yours under one. >> on the motion. supervisor elsbernd: no. supervisor farrell: aye. president kim: no. so our next motion is for mr.
12:43 am
grosboll for seat three. mr. snyder applied for seat two. supervisor farrell: i understand where this is going. i gave very much respect supervisor elsbernd's comments. we should be unanimous. i am happy to support this motion also. president kim: i want to thank the people that approached our office today. i am glad to see that there are some many talented folks that are committed to serving our city. we talked to many advocates of behalf of all five of the
12:44 am
advocates. i know that there are only five women that set on the body, but having a diversity. i support the team that supervisor elsbernd has put forward. i want to thank you for your service. we have a motion to nominate mr. snyder. this can move forward without objection. thinking to the members of the public -- thank you to the members of the public that came out to weigh in.
12:45 am
we do have one more item. we will give a moment for people to exit out. if you could continue your conversations in the hallway, we would appreciate it. colleagues, we have one more item for open session today. can you please call item number five? >> amending the administrative code for establishing a process for a question and answer session. president kim: ok. i just want to give a moment for the crowd. thank you, president chiu, for
12:46 am
joining us today. president chiu: we have the item in front of us that has to do with a charter amendment passed by 60% of the voters requiring the mayor to appear monthly at the board of supervisors. we are considering an ordinance to held this policy with open government, dialogue, and transparency. it was drafted in consultation with the mayor. those of us on the board can as k meany mayor -- any mayor in private conversation. that being said, voters wanted
12:47 am
questions to be asked and answers to be given in public. i don't think that san francisco is looking for a question time to be an opportunity for the exchange of sound bites. the language is clear. when we have question time, they are supposed to engage in formal policy discussion with the mayor. with questions provided in advance of the meeting said that american be prepared to give in- depth answers -- so that the mayor can be prepared to given that answer in-depth answers. this is a balance of what many of our colleagues wanted and what the mayor wanted. there were some that thought that we ought to have more formality, others that we
12:48 am
thought wanted less formality. hopefully this tries to strike that balance. i just circulated a couple of technical amendments, and let me just go through them. unless you would like to go through them. >> i have a brief presentation about the process portion of that. but the president asked me to review the actual amendments. page one, line 24 should read "his or her" to retain gender neutrality. in those instances, they shall
12:49 am
communicate to the clerk of the board. that is just to indicate the board president will be the entity of the individual communicating in the event that the agenda is still in draft form. the context is that we want to make sure that it be known that the communication happen with me by 11:00 a.m. thursdays. the other amendment replaces 5:00 with 12:00 noon. we want them by noon on wed nesdays.
12:50 am
this is important for the clerk's office because it will allow us sufficient time as it is generated on wednesdays at 12:00 noon. president chiu: we would be happy to hear any public comment. president kim: questions or comments? let's open up for public comment. >> i am speaking in opposition to the proposed ordinance. i don't believe it is in the spirit of prop c. there are too many restrictions. regarding what they can ask, i would have loved for you to elaborate more, that supervisors
12:51 am
would be limited to 2.5 minutes of questioning. and the questions are prepared a week in the advance. what would that tell you have regarding their positions on fundamental issues? is clearly a prior restraint on speech. the super majority can do without, bringing forth the mayor. speaking in opposition, clearly, it is not the intent where the spirit of what the voters passed in november. president kim: thank you. any other public comment?
12:52 am
public comment is closed. supervisor elsbernd: one question on this one. page two, line 11. the clerk and the board president [unintelligible] with the utmost respect, mr. president, why do you need to be a part of that? why can't the clerk and the city attorney do that? president chiu: i am happy to not be a part of it. good change. supervisor elsbernd: if we could just strike -- i would make the
12:53 am
motion to adopt the amendment and add to that striking "and the board president" on page two. and i make a motion to send this item forward as amended with recommendation. president kim: without objection. thank you, madame clerk. ok. madame clerk, can you call on items 6-21 together? >> regarding existing litigation. would you like to convene in closed session? president kim: the committee will enter into closed session unless there is public comment on any of the items.
12:54 am
two minutes. >> item 21, a litigation settlement with office depot. i read the documents, the controller says that office depot and defrauded the city. the settlement -- the city will take $4.2 million? and continue business with office depot? that makes no sense to me. there is a budget crisis. how can you settle after they defrauded you for over $5 million?
12:55 am
in continuing business with them is not sound fiscal policy. president kim: we will be moving in the closed session so moving in the closed session so would you please and said the >> i understand the committee will look items 6 through 21 forward with recommendations. all we need is a motion regarding disclosure. without objection, so moved. thank you, colleagues, for your work today. meeting is adjourned.
