in addition to limitations of consideration that the department has focused carefully. they are in their capacity for police tactics. and also the observation of over 20 years of history, there is no substitute for sound tactics. and the tragic shootings within the city highlights that tactical planning is paramount to effective policing. regardless of what might be available to an officer. it includes a behavior in risk,

occ has investigated. they did not find unnecessary force was used. they identify training and policy failures. in some instances, it could have included securing the perimeter, waiting for backup, and approaching an individual quietly. it will result in the individual lending at the -- lunging at the officers and the officer's shooting. and the individual they thought to arrest or assist. they recommend that regardless of the type of less lethal weapons available, the department immediately enhances its tactical skill training to

include more scenario-based incidents. identifying the events that can be resolved and providing more communication skills. they also recommended that the jurisdiction of the firearms discharge review board make recommendations on tactics, and not just whether a shooting was in the or out of policy. >> if we were to go for it, does that seem to be involved, he mentioned the conditions steady. they studied both the task force and it is better to have

just a guy out there and the public. i want the police department to get every tool or weapon, what ever you want to call it, so i will be blunt. any member that votes against the the taser is an idiot. ok? i'm not a cop, so if somebody came after me with a gun, i would run like hell. he does not have that luxury. a cop has to defend himself. it is not like he has a target range. he can take his time, and, and shoot. he has a fraction of a second
3:37 pm
and that can be fatal. given the alternative tools or weapons, i am not an expert. as long as they are lawyers, they see dollar signs. you should be concerned with the damages of the lawsuits. if somebody was shot to death, it will cost us millions of dollars. [chime] >> sir, we have a huge audience
3:38 pm
3:39 pm
pointing a taser at him, he shot him anyhow. then they shot him in the back. i also want to rapidly recount what happened in 2005. he was walking and a couple others thought he was a drug dealer. he turned around and saw a couple of people in uniform. they said taser. he does not know what that word means.
3:40 pm
then they shot him in the back. they wanted [unintelligible] if you see me walking with a cane today, it is because of the extreme tissue damage from the taser. thank you. >> i am part of the national alliance for mental illness. i am part of the community partnership. i totally agree with the aclu. i don't know about taser is, but $1,000 per taser, we are
3:41 pm
already talking about where the money is going to come from to send a focus group to memphis. if teasers -- tasers are adopted, they will become a stepchild of tasers because of lack of funding. they are always at the end of the line. i understand this is not the health commission, but i must say something. i am living in a kafka-esque world of mental illness. constantly having our loved ones rushed instead of individuals. just last week, we know that continued residential treatment,
3:42 pm
resources are limited. this is all we can do. with the drug dealers constant, or the family, they failed to take their medication. there is no follow-up. the police are called over and over again. they are very closely connected. >> commissioners, the evening. -- good evening. i have watched the procedures, and not one of you brought up because factor. -- the cost factor. what it will cost the city of san francisco, and not the sfpd.
3:43 pm
the previous mayor lied about the deficit. revenues are declining, and this is the most expensive weapons system. the training goes on at $90,000 a session or whatever the number happens to be and it keeps going from there. a brand new weapons system has a brand new costs. neither can the city or county of san francisco afford it. that 10% a year. if there is a policeman out there, the citizen population at

large. the taser is not the answer. for $29, by peppers pray that i can use. that is the type of system that is effective. it is cost-effective, and we should look at that. thank you for your time. >> good evening, commissioners. my name is pamela fisher, i am the member -- also a member of the national alliance of mental illness. the issues cannot be separated.
3:45 pm
i think if you vote to purchase the taser is, you are undercuttg the message that they need to learn de-escalation techniques. he will not take the time to slow things down and verbally de-fg8hoescalate the situation. i urge you not to decide this issue in a positive way tonight. >> hello, commissioners and chief of police. in the re-enactment that you did, you could have used staff that distracts de person with a knife.
3:46 pm
it is a lot cheaper. it is an air horn compared to teatasters -- tasers. >> i am speaking on behalf of the national lawyers guild where we would urge you to vote down this resolution to bring in tasers. human rights are more important than property. what i heard tonight was a lack of focus on the human issue. we are talking about .06%. if your child is within that, it's 100%. we are talking about unnecessary deaths. it brings me to my second half as a jury consultant.
3:47 pm
i have worked on these kind of cases and cases on behalf of police officers. i would like to say that i think when juries look at these issues, they look at it from the point of view of necessary or unnecessary. if you have the taser covering their behinds, it puts the city in great jeopardy if they come to the conclusion that it is an unnecessary death. i think it is a real danger for the city financially. >> [inaudible] >> ok.
3:48 pm
i am a longtime resident of san francisco. i just wanted to go through a checklist here. taser costs. are they to thousand dollars each? -- $2,000 each? when i go to the budget hearings, at $10,000 is for whole programs. that is where it is coming from. last i heard, this comes out of the general fund. the first thing we ought to do is move it to the police budget. they don't care. i think it is very -- i see this
3:49 pm
proliferation of different names. we have three or four names. no means no. this is not the first time. i went to some of these hearings it was exactly the same thing. the light, claiming it was not legal. -- they lied, claiming it was non-lethal. 80,000 said no. it is time for a lot of these people to go back to school. if you are watching your own things here, diabetes is not a mental illness. there are 10,000 physical conditions where people act
3:50 pm
drunk or crazy or whatever. >> i would like to say that one of the things that produces mental preparedness, someone on their family and that person has to live with that, nothing is ever being done to resolve the issue that caused this person to become mentally ill. in the way that it is not proper to be tased. the reason i am here today, my brother was murdered january 2nd. i plan to keep coming down here
3:51 pm
until something is done for my brother. he has two children. the person that killed my brother is still walking the streets of san francisco. i guess he feels he has a free pass. it is producing a mental imbalance for me and my family. we hope that something is done, and we appreciate the fact that the chief talked to his officers. we appreciate that. we still have some issues that need to be resolved. >> commissioners, director.
3:52 pm
3:53 pm
and the amendment you put forward tonight would slow down the process. and you would be open to discussing this issue with the community. the taser is a symbol of police misconduct. they will contribute. the director mentioned it is paramount to effective policing. i would say that community trust in the police is also paramount. [chime] i ask you to vote no tonight, thank you. >> my name is francisco, i am on
3:54 pm
the executive board and supervising attorney to provide deportation defense to immigrants. i am opposed to the implementation of tasers. one thing that has not been discussed, there is very little discussion of the city budget. taser international has asked for a hundred and $36 million -- $136 million. they lost $8 million, and $8 million reduction in their sales. we need to evaluate the $500 million budget. when our programs are being cut. we really have to closely
3:55 pm
evaluate that. there is no quick fix to the problem. as we have seen time and time again, speaker after speaker, the conclusions are inconclusive. >> good evening, commissioners. [unintelligible] i apologize for not being at the joint meeting last night. what needs to be addressed here is the statement of common sense. you can have all of the practice is you want, but officers responding to a call, they will not use the policy. their adrenalin is rushing into
3:56 pm
they will subdued the suspect in any matter they can. that is what is taking place. if you bring the community to the table, looked across the country involving officers. we need to be at the table here. they will be glad to sit at the table to talk about the community. we are scared of law enforcement. don't kid yourself. tasers, where is the money going to come from? who will regulate the policies? who will be the overseeing body? don't be in a hurry to vote for
3:57 pm
something that might cost some one their lives. >> commissioners, i'm president of the booker t. washington center. i will keep my comments brief. both sides opposed to the tasers, i saw evidence of abuse. on the pro tasers, i saw anecdotes and role plays. it did not seem like a debate. you have facts on one side and desires and anecdote on the other side. it was mentioned a few times that the only time it should be used is in situations -- it was mentioned earlier that
3:58 pm
[unintelligible] there is one thing that has not been talked about tonight. looking to the disproportionate impact on communities of color. it's happening with tasers, too. the only time is really rational is -- it came up a few times. the last point is about the budget. there is the republican congressman in the state of ohio. there is probably not one republican on the commission and we are considering this.
3:59 pm
it seems irresponsible to me. i am here to emphatically ask you to oppose the taser and ask you to stop studying tasers. thank you. >> i'm a triple-bypass about two years ago. i would be at risk. former mayor newsome and the former police chief argued that it would reduce officer related shootings by 1/3. this argument is false. if they are genuinely in danger by an armed suspect, they will
