>> commission president, you have a quorum. we're joined by joysticks from the occ. >> welcome to the wednesday, march 2nd, san francisco police commission meeting. tonight is our regularly scheduled meeting. let's start with the consent calendar >> this is a request to accept a certificate for a polls

tell stay -- the lima start with in the consent calendar. >> this is a request to accept a certificate for a hotel stay and a $300 certificate from the road rico's san francisco as their sentences the police officer of the recipient. >> is a any comment regarding this? hearing none, item two. >> item numbertwo is general public comment. the public is welcome to address the commission regarding items that cannot appear on the agenda but are within the subject matter jurisdiction of the commission. speakers tell address their remarks to the commission as a whole. under the rules, neither police, commissioners, or occ personnel should refrain from entering
2:04 pm
into debates with public speakers. comments are limited to three minutes. >> good evening, i am a cab driver and for purposes of identification only, i am co- founder of united taxicabs workers, a group associated with the communication workers of america. the reason that i am appearing here today is to give you a little bit of a heads up that we have some problems with getting crime statistics information on what is happening with the tax on their drivers. there has been a number of attacks lately. i wish i could inform you of the number but that is part of the problem, this is a vicious circle.
2:05 pm
i have been in contact with the director who is currently on jury duty. what i was told at one time is that there was roughly about four incidents on cabdriver in the last six months. somehow, these have fallen through the cracks. i could understand why it was not classified as an attack on a
2:06 pm
cab driver. one of our cabdrivers' was on 17 and south and he was robbed. this has been listed as an attack on a cab driver. he went to the mission statement. we need to get to these things reported fairly quickly. i might come back to you again or perhaps the mta again but this is like a bureaucratic maze. we are entitled to protection.
2:07 pm
864-8294, you can reach us at this number. this is not a particularly advertising -- appetizing evening for me. >> we appreciate it. >> next speaker, please. >> good evening. and i have been at a resident of the city and county of san francisco. i want to address the issue of the picking of the next police chief. this commission is not acting according to what many people feel is correct. talking to other captains and commanders and looking for a new police chief. searching the world for one instead of looking here. many policemen as well as residents feel that you have a
2:08 pm
qualified police chief here that you might be ignoring by paying fees to outside headhunter firm to get a new police chief. i believe that the rank-and- file is where you should look and no other place. that is one issue. the second issue is that i was appalled that you voted 6-1 on the taser issue. the citizens told you there various stories and why the taser is should not be used. you are looking for another person that voted for this. without even assessing a cost of this program. i think that that is basically intolerable. but it your reasoning is false.
2:09 pm
i don't know where you get the war with all that you can vote against this. that is what you did. i sent a letter to the sheriff based on 80 counts. the sheriff has r.d. used taster's under his command -- the sheriff has already used tasers under his command. we are bringing corrupt. you might not feel it but i do. bankruptcy is where this county is headed. next, i want to talk about a study that was made about the
2:10 pm
underfunded relative to the sheriff's department which is pure garbage. this man left the police department for the da's office and he is looking for a new excuse. you should look at that. -- has no place in a department at this time. he left on his own volition. >> i am a homeowner in san francisco. for some reason, we have been earmarked. and i don't understand why we
2:11 pm
are suppose to except tasers coming in here. i am a victim and i have been a victim for 20 years. my ex-husband used up the judicial system such as it is against me and and such the probate department that it needs to be investigated. i am limited to $1,000 a month, no matter what his income. you pay the difference up to 1000. that is the alimony. why should the taxpayer be stuck
2:12 pm
with this one? we need to investigate the probation department. this is a police function, if you don't believe it. why should they pay for his alimony? i would like to know i am a nobody, a secretary reduced down to in that case status because i could not manage my personal financing. i am still a net cake because he said so. that is a probate department, don't tell me this is not a police function. he managed to get himself to the
2:13 pm
station which is why this little old nobody has a rap sheet that i would rather like to see some time. i never got a copy of any of my papers. can you tell me why the victim does not need a victim of their police reports when they are arrested habitually? he was a civilian sanction officer, not a police officer but he was transferred to the closest asian. >> blessed is he who considers the cause of the port.
2:14 pm
two weeks ago i presented my statement in the genocide and the defendants. you and obviously have an opportunity to gain an opening statement. i moved a direct verdict in the case. i call my first witness, thomas mazzucco. and did you borrow $900,000 at a residence or a properlty?
2:15 pm
your wife's name is catherine rose. >> this is not related to police business, i will ask you to kees and details of mr. mazzucco's life is not appropriate. if you want to have comments about the police department, fire away. >> you have to be in moscow. -- law school. >> this is not related to police business. >> you are finished. next speaker, please.
2:16 pm
>> good evening, how're you? >> i am pretty sure -- i am here regarding my son who was murdered august 14th, 2006 i would like to speak on this.
2:17 pm
my son was murdered by a semiautomatic gun. 30 rounds of bullets were fired. his birthday as coming up on april 6th. i am still out there fighting to get justice for my son. i'm speaking for other mothers and fathers of their. i need to keep going. i don't want my son to be forgotten. i don't want his case to be a cold case. right now, i am assuming that it is not. i am here as i am at the supervisors' meeting every tuesday asking again, they had
2:18 pm
all members that shot my son but they let him go. what more do we need to get justice for our children? what more do we need? i'm out here risking my life. it is my son, i will do that. what will we do when it hits their home? this is not just my problem, this is everyone's problem. when it hits your home, believe me, you will be in my shoes. i am not pushing anything on you. i don't want anyone to go through what i'm going through. all i am doing is asking for help. this is what i have to do. this is all i have to remember. i miss my child.
2:19 pm
i am not trying to get the recognition concerning my child. maybe someone can say something. maybe this picture is a little bit too big. this is all i have to remember of my child, him laying on a gurney debt with political spinto i should not have to go through this. i cannot even go to school and concentrate on my work because i am thinking about my child. i need help. i guess all i can keep going is coming up. i am here again and i am asking for help.
2:20 pm
>> i wonder if we can have the chief come in and have contact with the victim's mother and make sure there's an update. >> i will speak with investigators and then we will speak with ms. brown. >> you come here all the time and every time our heart goes out to you. we have talked about moving fourth. i applaud your courage. you are a great mother and we will do our best for you, i promise. >> i don't have any regrets. i raise this boy right. i did what i supposed to do. >> you have the attention of the chief of police and the entire commission, we will follow up, we promise. >> good evening.
2:21 pm
there is a lot more like her and many people are feeling the same pain. today, i spent the whole day in the bayview. we talked to the brothers on the block, talk to me, the drug dealer, the hooker, do you know you're chief? yes. we know him. we can deal with you. i don't even know greg personally. when i talk to people who are a hooker or a drug dealer, i have so much respect for a man in his position.
2:22 pm
he would like to be the chief of police in chicago. i did not disrespect george, but him doing that, and why don't you have the application chicago? have a great evening. >> thank you. >> i am here in regards to the -- exam and then just brought
2:23 pm
quiet a transcript of our findings and our motions. i wanted to be known because i know how stuff gets lost in the mix. the commander did nothing wrong and our commission found that there was some hits to his credibility. he did his job and there is no misconduct by the commander. >> you do good work for the police department and the civil service commission. >> next speaker, please.
2:24 pm
>> good evening. i was born and raised in the mission district. i have passed the half century mark. i have had the honor of serving on this commission. i am here because some months ago i was elected by the brothers and sisters in my community to serve as their president. one of the issues that they raised recently and asked for me to come down and raise the issue with all of you is the fact that when you decided to go out, one of the issues we have taken is the fact that there was not anything seen in the mission district or where the latino
2:25 pm
community can come out and express their interest and to their needs relative to the selection of the issue. it was wanted to that we look outside of the department with a difficult decision, which was a right decision. i would not support that ever again in the future but this was something that needed to be done. i have to say this evening that we have some great folks in this department. this has come to my attention. 80 are being circulated.
2:26 pm
we would like to bring this to your attention. again, i want to emphasize more than anything the heartbreak and the feeling of disrespect that this commission chose not to come into the latino community. when you look at this city, the greatest issues are in the -- community. this commission maybe not intentionally or by design certainly respect -- this respected the latino community. i wish you all well with the selection of a chief. this is obviously important. we have some fantastic folks in this department. they will leave here with the legacy of having a good job. >> we pricked three locations,
2:27 pm
we went geographic. we picked up three large meetings and we would have included the mission district if we would have included the lgbt center. there is no meaning for disrespect. we brought out diverse groups. there is no mean for disrespect. >> it will be a comfort to know that this was not by design. thank you, commissioners. >> any further public comment? hearing none --
2:28 pm
>> good evening, commissioner spent some -- good evening, commissioners. >> we appreciate having the opportunity to offer input in regards to the characteristics that they feel are necessary. thank-you, for that. they asked me to express, when you're talking about the process, you're talking about checking out the boxes. on the five characters of leadership which are courage, candor, competency, courtesy. the new chief, you could check off of your boxes. first >> think you for having organization present.
2:29 pm
>> please call item number 3. >> discussion and action to except or reject stipulated agreement against officer ortega. >> we have this disposition between the officer. the patrol special officers do not have the same personnel protections in terms of confidentiality when as do sworn police officers. we have a disposition before us. mccaand >> good evening. with regards to roberta go ortega, the disposition arm was for
