buildings and grounds for mr. golden. items 3 a through 3 dd, would you please repeat your question? >> i just want to call the commissioners' attention to pages 43 and 45. mr. golden and his staff do a great job of doing the analysis requested by the board. on page 43 we are approving $400,000 in contacts. of this, 1.5% is going to women and 54%, which is pretty healthy is going to minorities. do you think there is room for improvement in terms of diversifying our vendors? on the following pages, 44 and 45, we are approving almost $13 million in a lot of

modifications. of that, there are no women-owned business enterprises, no disabled veteran enterprises, and minority enterprises account for 1.4%. i am interested in working with mr. golden and the superintendent to see how we can train the diversity of contractors out there and how to take advantage of doing bus with them. we need to understand the larger context of the analysis that the board has asked for. >> mr. golden, do you have any comments? >> no. the statistics are the statistics. i think overall i provided some information to the commissioners that indicate in general i think san francisco

unified is doing a good job in spreading the work around to all work forces in our community. i think we can do a better job. it is often not easy. we have a very aggressive policy to advertise in publications all over the city, to promote our work in all organizations, both the asian contractor associations, the latino and african-american associations. it is, however, true, there are not many large women-owned general contracting businesses that are in business building schools. that is changing, and i think we are going to see that come about sooner rather than later. but i agree we should do all we can do. >> i would be very interested to have this as an agenda item for buildings and grounds at some future date. >> yes, we can certainly add

president mendoza. our next meeting is scheduled for march 14 at 6:00 p.m. we will be revisiting the legislative overview. and then in terms of board tols and administrative regulations, we heard a progress report from susan wong. we are in contract with the california board of education to do just that. we discussed the charter amendment, which has been moved by the board of supervisors to appear in a possible june election, and we also discussed the student assignment policy statement for the june ballot. >> thank you. just one correction. it wasn't unanimous on the vote. but you weren't here. we needed a report from the augmented budget and commissioner services committee. commissioner fewer? >> sorry. we did not hear the action item, and i think we will be

hearing it at our next budget meeting, which will be held on march 30th at 5:00 p.m. >> and we heard a couple of informational items. the informational technology department came and spoke about their budget, and i think we had mr. hall there that commented tonight on our i.t. budget, and also commented that night on our i.t. budget also. and we had an update about the state budget. we discussed reinstating the one hour for t-10 security aids and got a figure amount of how much that might be to restore that one hour of work for them a week. we spoke about how we would preed during this budget process with our calendar. our next meeting will be on wednesday, march 30th at 5:00.

has a representative from a department coming and really tell us about what their department is, what they do, who works in the department, how many people they have, et cetera. although that often deals with situations of crisis, we want someone to tell us how they operate when they are not in crisis. we will have a meeting later this month on thursday at 6:00. i just don't have that report back from the commissioners. >> thank you. and then the select committee is this thursday, march 10 at 3:30, and it is going to be on summer school. buildings and grounds is usually scheduled for the fourth monday of every month, but we will be on spring break, so we are moving up one week to march 21st. and then it will be the fourth monday of every month thereafter. commissioner yee? >> i think we sometimes

informational items. i would like to turn this out to commissioner yee to close out the meeting. >> thank you. this adjournment is in memory of john joseph mccaffery, retired from the school district, who passed away on february 24th at the age of 82. he was educated in the mission district. he graduated from s.i. high school and st. marry's college of college. he served two years in the army. for 38 years he taught at galleleo high school. one of the students he coached was actually myself in basketball. as an educator and coach he took great pride in helping thousands of students better

themselves through work in the classroom and on the field. his greatest honor, though, was the love and respect of the numerous students whom he influenced over his life in education. whenever i ran into him over the years after i graduated from high school, he would always ask about many of my friends who also played basketball. it always amazed me that through the years, whether it was 10 years later or 20 years later, he still could remember who he coached. i remember him as a very positive person when he was my coach and also a teacher, too. when i ran into him, he just remained the same way, a very positive outlook in people and how he saw the students and so forth. jack was a man with deep faith and an after i had fan of st.

i am not sure if anyone is in the overflow. if your name is called, we will give you time to come up so you can participate. because the room is crowded, let me ask everyone to turn off your phones, and the electronic devices that can sound off during the proceedings. please take your discussions outside. it becomes extremely disruptive to the process and the commissioners cannot hear adequately if you feel the need to engage in another discussion.

>> as you know, this is regarding the california pacific medical center long-range development and tonight's meeting is the first of three meetings to cover the detail of the upcoming development project. if there was three hearings in the fall of 2009 including one joint hearing of the to the institutional master plan which included discussion about their proposed projects under review. there is also one hearing regarding the draft eir. the goal of this series is to provide a more in-depth and up-

to-date discussion about these projects and the progress made on some topics since the hearings. we would like to remind people that these are not for making comments on the draft eir and we would like to everyone to focus -- have their comments focus on the informational hearing. we will present a high level overview of the project, the strategy for complying with the seismic safety laws and the plan for health care delivery. the director of public works is here. the goal is to hope is on the health-care delivery plans, not delivery themselves. at the next hearing, we are proposing to discuss the architecture. the new buildings include a new hospital to oust the existing acute-care services.

these will be a specialized neurosciences institute and a new hospital that will replace the existing hospital and provide for new medical office space or expansion space. we also propose to discuss a detailed overview of the rounds surrounding the improvements. at the third and final informational hearing, we are proposing to look at the development agreement. this is a vehicle for moralizing a series of -- that can easily be dealt with through standard use of approval. this is through workforce development, housing, transportation, health care agreements. -- will provide the documents at may 12th. we proposed a presentation on

the request followed by initiation of the general plan amendments. certification and action is currently scheduled for about a month on june 9th. if there is a topic we have not included in the schedule that you think would be helpful for the commission and public to understand the project, please let me know. that concludes my presentation. >> good evening. this will not be the last time that we will be meeting together in joint commission because of the roles we have in our master health plan. i want to mention that -- and

his staff have been great in working with us. i wanted to let you know. we are working together and this will be an item that we will put together. included in your packets are two resolution passed by the commission which provides the framework for the department of health position on the brief. those are resolutions number 1009 and this resolution generally supported the facilities. one of the recommendations was to create a health commission and to their loved out details. the task force met 8 times.

the work resulted in this second help commission that is in your packet. this was passed in march 16th of 2010. what we wanted to do is to submit to the full report to not only here the comments. that report will be released. >> i am the ceo at california pacific medical center and i am delighted to address you and present the plan for rebuilding.

accompanying me is the project staff but also the cheek administrative officers. they will be around to make comments. many of you know that we have been in san francisco for many years, and fact more than a hundred and 50 years ago beginning with a german hospital which is now our davies campus. in 1871, the episcopal diocese opened. in 1895, more than a hundred years ago, -- opened at what is now our pacific campus.

we have been with san francisco through thick and thin. in the late 1890's, the california campus created a contagious cottage before there was treatment for diseases like it. and tuberculosis. st. luke's was one of the pioneers in the use of radiation therapy to treat cancer. for many years, are pediatricians struggled against discourage of polio including the development of some of the most advanced treatments at the time. we remember the days when the davies' campus was a place where some many young men and people of color came for treatment. we have a system of care as represented here.

this does not mean more important, it means more acute. that includes outpatient care and the blue services. we provide a comprehensive set of services to the residence of san francisco. this is no longer just delivered in hospitals, this is delivered in thousands of offices and clinics. if we looking more details about what we provide for outpatient care, you can see not only physician offices but a community clinics like our family health center. this is in our diabetes centers. of course, urgent care.
