we had members that requested to move up one of the agenda items. we will be hearing items one and two, but then we will be hearing at item four prior to item three. so that some members to have to leave early can speak on behalf of some of the applicants. madam clerk, please call item one. >> item one, ocean appointing supervisor david campos, term ending february 10, 2015, to the metropolitan transportation commission. supervisor kim: thank you. at this time, is there any public comment on this item? you will be given two minutes per item. please, if you can state at the beginning who you are supporting so it is clear for our meeting notes. thank you. item number one. >> good afternoon, supervisors. my name is malcolm young. i am here on behalf of the

chinatown community development center, and i'm here to speak in favor of the nomination of david campos to the metropolitan transportation commission. i think supervisor campos' record is clear. he has been the vice chair of the transportation authority and he has also worked with numerous communities on transportation justice issues. i want to speak to another issue which is incredibly critical. going into the next year or so, mtc have been engaged in a critical issue called sb-375, which is literally going to impact and change the face of san francisco by trying to use regional planning to impose a density requirement on san francisco. i think these questions are incredibly critical for low income communities, particularly

those who have reached transit corridors. district 9 is certainly a district where we have incredibly rich transit corridors, particularly around mission boulevard. i think it is incredibly critical for a supervisor who was in that district, which are going to be severely impacted by this regionalization of land use, to be on the metropolitan transportation commission, so i strongly support supervisor campus. thank you. supervisor kim: thank you, mr. young. >> hello, i am an organizer. i am here to support supervisor campos becoming part of the mtc. i just wanted to talk about how he has been supportive of the work we have been doing since last year, trying to advocate and work with our communities around issues having to deal

with public transit. he has not only been very responsive to us and our concerns around the increasing fares, enforcement, and also the issues with youth not being able to get to school because they don't have the money for it. he has been incredibly supportive, opening his doors. he has helped coordinate meetings with the mta board and the different officials and we would have had a much harder time having access to them and having those conversations. as we continue to work on transit issues, it will be very important for an organization such as ours to have a relationship with mtc, so this is really critical for communities like ours, communities of color at low- income families to be able to count on his upper limit to the mtc, and we really hope you will seriously consider that. thank you. supervisor kim: thank you very much for being here.

for the sustainable community strategy. i am here in support of david campos' appointment to new- paragraphmtc -- appointed to the mtc because it is not dealt -- because of his intelligence, and he is also vice chair of the transit committee. moreover, as malcolm stated, but we're dealing with sb-375, we're dealing with the sustainable community strategy, and it takes somebody like david campos to be able to deal with these complex issues, somebody vaz the vantage point that he has. it is important that we have somebody who could build a consensus who also has advocated on behalf of communities buy color, such as live in district

9, who will be the most impacted by the implementation of the sustainable community strategy. i strongly urge you to support his appointment. thank you. supervisor kim: thank you. >> good afternoon, supervisors, peter cohen. i support supervisor campos' nomination, for reasons that more articulate well by malcolm young. and he has demonstrated leadership locally. transportation is wonky, and making it real for people it is important to our lives. the youth lifeline is a creative idea. one of the biggest needs at the mtc commission is how not to have smart growth impact socalled vulnerable communities. i want to quickly show you a map. this is straight from the

regional transportation agencies own map. you can see communities of concern, but income communities of color, which have the most vulnerability to gentrification displacement from well intended and for structured investments in transportation and housing. this is a difficult puzzle to solve, and david campos brings that experience. he is well prepared to work with bringing back and experience to the region, and it is very important to the commission. i strongly support his nomination. thank you. supervisor kim: thank you, mr. cohen. >> [speaking spanish] >> good afternoon, my name is anna. i am on the more public transit coalition.

>> thank you. this is one i have given a lot of thought to. historically, this is a seat that has always gone to the supervisor who has the most seniority. two years ago, supervisor daly asserted his authority to take the seat. this year, it would have been my turn, but i decided against it because i spent a lot of time following mtc. what i did not want to perpetuate was a cycle of a member of the board taking the spot for two years. i think it is critically important that we appoint somebody who is able to put in some time and get into a leadership position. the example i would point to is our colleague in san mateo county. he just became chair after six years of serving on mtc.

if we just kept doing the most senior member, it would be a low level member never gets any seniority, and that does not benefit the people of san francisco. that is one factor in my decision. the other factor, just a couple weeks ago, a very wise person made the accurate point that if the most senior people gobble up the outside commissions, those with no seniority don't get any spots. in this instance, with the utmost respect to supervisor campos, he already serves on two outside agencies. this would be his third, which is as many as any other member of the board of supervisors. and more than a few others, outside of supervisor mirkarimi. i think we should take a pass on supervisor campos. the supervisor i think to really serve the city well -- scott,

who has the ability to serve eight years, and he has tremendous knowledge and interest and has really put together a strong resume on transportation issues. i think he would do the city proud and i would like to put forward a motion to amend the resolution, put a motion for to amend the motion in front of us to replace supervisor campos with supervisor wiener, and continue the item to our next meeting. supervisor farrell: thank you, supervisor kim. i will support that motion as well. to petco supervisor at all brand -- to echo supervisor elsbernd's comments, in the time

that we campaigned for the board of supervisors, in the same class, and also since we have started, there has been one person who has put transportation first on his or her agenda at and has told me from the beginning even campaigning for this office that is the issue they care most about, and that a supervisor wiener. from my point of view, i also want to see people appointed to commissions that have a passion for what they are serving on and doing. for that reason as well, for me, supervisor winner would be a great fit and i would be happy to support that. supervisor kim: thank you, colleagues. i think we will have a motion to amend. unfortunately, this is a situation that i did not want to put myself in. i think both supervisor campos and supervisor winner would both be excellent to represent our city on the mtc. i asked our supervisors,

predicted that they are most senior members, to consider the number of outside commissions they sat on it and the hopes that some would give up some of their seats to share with a less senior members, and i am very appreciative of board members and colleagues giving me an option to serve on the joint transportation authority. i appreciate colleagues stepping aside for that position. i am still talking to some of our colleagues about letting go of some of their outside commission seats so all of us to serve and represent our city on many of these commissions. i know that supervisor campos only serves on the golden gate board. and he serves on lafco. we have supervisors who served on four, five outside commissions on top of what they

currently do. i will be supporting supervisor campos. as much as i like supervisors to volunteer to serve on communities, seniority is one of the rules we have in place and i will be respecting that. supervisor elsbernd: just for kicks, i am the most senior, if seniority is the rule of the day, i am more than happy to consider that. we will see where things lie when we get to the board. it is good to know that seniority is important. supervisor kim: is there a motion? you made the motion? seconded. roll call on the motion to amend? >> supervisor can? supervisor kim: no. >> supervisor elsbernd? supervisor elsbernd: aye. supervisor farrell: aye.
