alan dye. the documentation that he presented was so clear where they actually gave this up so that he could talk about these things. right now, the ethics commission is not working produces some extent, the task force is not working. he definitely has the intelligence had and the know how to be on this board. i think if we want things to get better, we need more people like him. >> public comment is closed.
3:01 am
are there any comments? >> did you receive at additional applications? >> there was one application to application. one man wanted in a paternity to apply but he missed the deadline. this is a six-year term. we have two amazing applicants. i was very impressed with his intelligence and knowledge.
3:02 am
if you're just let company p, that all this is a six-year term and we have someone who, i would hate to move forward without giving him the opportunity to be heard. i would hate to move forward for its six years seat. my thought is to continue this item to our next meeting so his application could at least be heard. >> i was not worth the was the third application and i agree that this is a very important commission. we have had this application for a very long time and we have not
3:03 am
called it because you're hoping to get more applicants. i am opening -- i'm open to continuing this item. i know there is some concerns around a quorum. there is no opposition and to continue this. this will be continued to the call of the chair. i would like to thank our nominees for coming. we have heard from your supporters. i cannot know either view, previously i have heard from your supporters. -- i do not know either of you. we appreciate your application.
3:04 am
thank you. please call item number 3. >> hearing to consider appointing one member to the citizens general obligation bond oversight committee. >> this is what we have continued from our last meeting in order to hear from all of our applicants. i believe that both applicants are here. we have tjhea selby and larry liebermademan. >> by 8 am here to express my interest in serving on the committee. i served as the vice chair.
3:05 am
i have been with the committee and a little bit more than a year. i was appointed in the middle of a term. i ask that you or point me in for a couple of reasons. one of this is consistency. since i was appointed, we have lost three members including both the chair and the vice chair. we will be more effective if we have a group of leaders for some time. i would like you to consider that. i have a growing knowledge base specifically on general obligation bonds.
3:06 am
this is a potentially powerful role was citizens over seen that the bond-fund the projects are on time, budget, and the budget is spent appropriately. i would like to continue to be able to grow in that role. i have a strong passion for the subject matter. i've worked with the comptroller's office to maximize the usefulness that we have received.
3:07 am
i took on the duties because of my passion for the subject matter. i am a small business person. i deal with financial statements and numbers all the time and i really did not have a working knowledge of the functions of the comptroller's office nor are reporting for projects as large as three-quarters of a billion dollars for things as important as rebuilding hospitals,
3:08 am
creating parks for the city of san francisco, and improving branch libraries. this is to maintain consistency. i do have letters from various people from the current members, from community leaders and the neighbors association of which i am president. thank you very much.
3:09 am
>> if you want to follow up with any additional comments. >> i will make a few comments. the chair mentioned that selby is one of three women serving on this committee. i fully support diversity goals. there are many categories to consider along with the gender of each appointee. you can consider where the committee members live and work to ensure that there is district representation. if you want to look at the
3:10 am
diversity and diversity goals, there are many categories. as you know, the charter's established member is quite serious in an effort to probably represent the community. one must be from the civil grand jury, the other must have management experience. the final members are especially noteworthy as relates to the proceedings. these last three seasons present in the vicinity to focus on professional credentials. i and extensive experience. it is critical to ensure that these members to protest the professional credentials.
3:11 am
i have experience in the public debt markets, auditing, and accounting. all of these important disciplines, i can hit the ground running. and i believe that i am a good choice and i asked the rules committee for its recommendation. i have a letter of reference that i could read. i think that this is an important letter. >> let me make a -- please hand it to the kirk -- please hand it to the clerk. >> i was asked to be a member of the -- committee during my first year on the board. my service on the committee was so exceptional that i was elected to serve as a share.
3:12 am
this is a good example of the kind of commitment and experience that this brings not only to the board but this committee. thank you for your time. any additional questions? >> any questions from colleagues? thank you. >> how long have you been on? >> for about a year. >> is to any public comment at this time? >> this is actually a championship basketball jacket, 1969. i would like to address my comments to both applicants.
3:13 am
in my opinion after working for 20 years, i feel that the board meets to emphasize over looking critically the bond issue for san francisco general. i have many bets that the bond will cost over $1 billion. of all of those bets are in doughnuts. -- a lot of those beds are in doughnuts. the first one is the obvious library which is certain comment always mentions every tuesday. in my district, gospel, predicting that the comptroller cannot diet the facts regarding what is going on at laguna honda hospital. one of the candidates mentioned there was too many candidates for this commission.
3:14 am
please solve what is going on at san francisco general. every dollar wasted their should have been spent for the needy and poor people in san francisco. >> public comment is closed on this item. >> i would like to say to vote, thank you for your applications. i am impressed with your
3:15 am
service. from the margin for my point of view, serving in a board and so forth. mr. liederman has been contacted my office and has a strong desire to serve. there are not many people with your background that servants to the government. for that reason, i will be supporting him with the caveat that both of these applicants we cannot go on with the devil make
3:16 am
a motion to support mr. li ederman. >> it was bound to happen. we spent a lot of time talking about very different committees. -- various committees. the incumbent has been there for a year. this is not living up to the pledge to surf. we want to give you an opportunity. >> i will actually be
3:17 am
supporting this. >> i am very impressed with your background. it is important to have people with expertise and finance. >> we're looking forward to working with you on a different committee. >> we will be supporting miss
3:18 am
selby with the opposition. thank you to both applicants for being here today. please call item number 5. >> hearing to consider appointing one member term ending september 3rd, 2012, to appeals board number one. >> we have three applicants for one seat. i believe that all applicants are here. >> if i am a san francisco home owner and president. i am employed as an associate
3:19 am
employee. i would like to assist the board in an expedited the process of the property taxes. we would like to wait two years for timely adjudication of their claim for tax refunds. there are substantial declines in property valuations since the start of the credit crisis. thank-you.
3:20 am
>> next we have edward kampala -- campana. >> the last time i did this you had to talk to the mayor. you raise your hand, then you are in. we will move over to the western addition. imminent coming to our house. we decided to move to the peninsula.
3:21 am
during the first 20 years, i was a professor of research at san francisco state. i was involved in several research firms and then i had my own company for three years. after that, i went into real estate. i am a real estate broker and i have done everything from an little bar in the mission to the home in the sunset. most of the time, this is south of market. several colleagues said, you
3:22 am
have some openings down there. i said, okay, i will come down. i am basically a property owner and a taxpayer. the city would like to maintain its tax base and property owners should not be taxed anymore. >> next, we have mr. marc watts. >> good afternoon, i am mark watts. i am a real estate developer and
3:23 am
appraiser for over 20 years. i grew up here in san francisco. i currently live in -- over my career, i have seen a real estate, the ups and downs. our personal opinions really do not matter that much compared to what the people coming before us have to argue. this would give me an advantage and do a good job as an appeals court member. >> are there any questions?
3:24 am
>> is are any public comment on this item? public comment is now closed. >> i have a question. i need a refresher course. can you remind me, the assessment appeals and the value of property? >> the difference is that board one can be out there on any property. they're more focused on the financial system. board two is limited in its jurisdiction. >> the big commercial is on
3:25 am
board one instead of 42. >> yes. >> i am curious that you just chose one. >> the commitment of time would be better served in a more interesting debate over what the value of the property. either one is fine. >> this is a more administrative issue.
3:26 am
i found out on tuesday that i did not check off all the boxes. i would serve on either. i am probably more qualified to serve on board one. that is what it to my business. >> despite not having it in front of our agenda, are we ok to consider them for board two? >> i think that last comments that was set was what i was going to say. if you look at his experience, what they do it is appraise property.
3:27 am
i would like to move forward in his name for seat 6 on board 1. >> i am happy to support mr. watts. there is a need with commercial real estate appraisal experience on this committee. i will support that as well. there is positive recommendation to the full board without any opposition. thank you to any of the applicants who applied for this position. madam clerk, will you call item number 6? >> a hearing to consider appointing two members terms ending september 3rd, 2012 to the assessment appeals board number 2. >> i believe we at two of the
3:28 am
three candidates. colin gallagher again, not mervyn conlan, and joyce lewis. is mervin conlan here? >> i have been a member of board two for about four or five years. this is mostly due for medical reasons which have been resolved. we have found working on the board educational.
3:29 am
given my background as a real estate broker, given the threat of my experience for single- family condominiums to fairly heavy-duty commercial. this was a surprise, the education received on this board.
