commissioner mar: thank you. next speaker, please. >> we partner with the port to provide rail services. i want to address one thing that commissioner mirkarimi mentioned about just recycling, that we may be able to focus on just recycling and not consolidating the recycling facility at the port. and it sounded like we were under some time constraints, and unlike the america's cup, where a gun was being held to our head to make a decision, there is a least five years left on this disposal agreement, and i heard at the budget and finance meeting that the current acceptor of our waste said they would do it indefinitely until they can do it right. i hope we are not doing some

self-imposed thing. there was something approved several years ago that it anticipated industrial development at this exact site, and it took into consideration the truck trips, many of which are going to the recycling center right now, so i believe the executive director moyer would like to see this, and i hope we can doc that, rather than just roll with the existing situation. three parting words. competition, competition, competition. it gives lower rates, and it breeds integrity. this is something that has been lacking in the city in the procurement of garbage services, and just one last suggestion i have for the acting director who is pursuing this, you mentioned

three services, collection, hauling, and disposal, and thee are three others that i think you need to deal with, as pertains to recology. one is currently owned privately and could be publicly owned for the benefit of the city. there is also materials processing, which means the processing of the materials that it collected at the curb. that needs to be upset, and finally, there is the transport that is different from hauling. at least as i anticipated, hauling to the transfer station. commissioner: thank you. next speaker. >> i represent a legal defense fund. i testified at your budget hearing and gave testimony to each of the supervisors' offices. i would like to preface this that during the jimmy carter administration, the association of bay area governments was given a grant for regional management plans. they threw in a water supply and solid-waste along with air quality and water quality, and the chair of the general assembly of that task force was a supervisor from san francisco who went on to other things, dianne feinstein.

i would like to think about intergovernmental cooperation. several more mentions korea -- were mentions. -- mentioned. i think several are very well positioned and very nearby to actually increase the amount of diversion by intergovernmental county cooperation. on the back of it, there is the position, which is opposition to the use of the facility outside of the bay area. we are for sustainability, and that means within the bay area. there is such abundant landfill

selection process as part of that, as part of the rfd. commissioner: thank you very much. ms. miller, in terms of process, if this item was to be voted on and approved today, what authority does it give staff in terms of the contract and the rfp? >> one of two actions. i would like, obviously, if you approve of the rfp, that we issue the rfp publicly. we would have it out for approximately two weeks, and then we could authorize me into a proposed contract, subject to ratification at the next meeting, which would be the fourth friday of march. that would allow us to a lease

you meet with potentially others that are part of a larger discussion so that we all on the same page. the synchronizing of this particular information and how that meets up with a return conversation which is scheduled in april for the budget committee on recology itself, so we should be able to synchronize with that. >> i would just say that i would add to the motion that authorized me to enter into it subject to the approval of the chair, so i would contact to the chair to make sure if there's anything there prior to bringing it back to the commission at the march meeting, and i also think, i have in the rfp that we will be contacting the department of environment to make sure they know what we are doing, so they can provide input and information to us, which is a definite part of the process.

constructing the jazz tradition, contemporary african american quilts. >> welcome to "culturewire." today, we are at the museum of the african diaspora, which is celebrating its fifth anniversary occupying one of the premier cultural district in the world, the yerba buena cultural arts center in san francisco. joining me is the cultural art director. tell us what moad's mission is. what does it do? >> the museum of the african diaspora showcases the history, art, and cultural richness that resulted from the dispersal of africans throughout the world. we do that through compelling and innovative exhibitions, public programs, and education

programs. our goal is to celebrate and present for appreciation to our broad and diverse public the controversial energy contributions of people of african descent to world culture in all aspects in all areas, including politics, culture, economics, education, just in all aspects of cultural forms of expression. >> one of the fascinating things since 2005 when the museum was established, is that it has become clear from science that all of humanity originates in africa. how does that influence the education programs or presentation here at moad? >> obviously, being able to attenuate that, and there is a sign at the door that says, "when did you know that you were african?" our point is that we share a

common dna, and it connects us on a number of different levels. this institution is an institution available to everyone, a resourced for everyone. >> you have both permanent and temporary exhibitions, right? >> we do. our temporary exhibition program is one that we are restructuring. i have been here now for about a year and a few months, and as a former curator, i'm very interested in this aspect of developing the visual arts program. part of what we are looking at is using the four core seems that define our program -- origins, migration and movement, transformation, an adaptation -- as a framework for our thinking about the kinds of exhibits we present. >> we want everybody to come and see the permanent exhibition. there might be a special opportunity to visit with the current show that you currently have, which is constructing the jazz tradition, which is a very

striking exhibition of quilts. >> it is a compelling exhibit on a number of different levels. visually, it is compelling. in terms of the subject matter, in terms of the approach to materials, it is so rich and diverse. it is a colorful show, a show that is deep in content, and we know something of the history of the "'s tradition within the african-american community. it is a tradition that came from africa, has its roots in africa, but during slavery, this was a combination of things. one was a way be able to communicate with each other, a way to create beautiful objects, and a way to create functional, utilitarian objects for the family and community. the other part that makes it so interesting is the focus on jazz. there are two attritions being celebrated here. certainly, the tradition as we know it -- these are not traditional quilts.

they have their roots in traditional aspects, but what you will find in this exhibition are works that include materials on the surface, new processes, copying, and putting photographic images on the surface. you will find packets sewn onto the surface, so the methodology from traditional " making has changed from how traditional quilt makers use the medium. >> our visitors can visit the web site, which we will be showing on the segment, so follow the link to the website, and get all of the latest information about all these events related to this exhibition, and, of course, you guys are very active. throughout the year, with all kinds of special programs. >> yes, we are. this is what i'm so excited about. >> this may take us off track a

little bit, but a couple of things i wanted to highlight is that the creation of moad is one of the flagship creations of the redevelopment of san francisco. it is housed inside -- what is the building? the regency, right? >> the st. regis museum tower. >> the st. regis museum tower, which is one of the development projects that was promoted by the redevelopment agency is what allows the city to -- and the development agency to give form and establish moad in the yerba buena cultural district. now, we are looking at governor brown oppose a proposal, which means that in the future, it he is successful, they would not have had the rebel the agency to promote these economic and cultural projects. it is something that has
