8:30 pm
time tonight. >> hi, my name is heather. i am in support of this project. i also never viewed the eir documents. thank you so much. >> hello, my name is ryan. i am a resident. i have reviewed the environmental report documents. i urge you to uphold them. as a resident, our future and sustainability are of great concern to me. it will create many jobs, construction jobs. this will help the strength and growth of our city.
8:31 pm
i urge you to uphold the environment impact report. fenty for your time. -- 54 your time. -- thank you. >> my name is -- we support this. there are members to work and live -- who work and live at parkmerced. tomorrow, who knows? the houses and apartments.
8:32 pm
it will grows, what could 10%? i do not have to tell much about that. you know better than me. thank you. >> good evening, my name is tori martinez. of the many points that were made, many being very easy to support, the one. and think was left out is that support for this part is the holistic design taken into account, and there are not
8:33 pm
really a lot of opportunities in san francisco where there is a benefit on a regional level. being familiar with the design and with the developer and their other projects, their commitment is without equal. thank you. >> good evening. my name is sylvia. the statistics of unemployment. it will help us to have a job. i am a single mother. it is very hard for me for the last seven years with a job. i think this is a really great opportunity.
8:34 pm
thank you. >> hi, tom murphy. thank you. i grew up in san francisco, and i am a loan officer. the last families that i have approved are from san francisco. the city and families, it has all been said. housing, families, jobs. president chiu: next speaker, and there are seats up here. >> good evening, supervisors. i was born and raised in san francisco. pretty much, parkmerced is where
8:35 pm
i live, and i know there will be some inconveniences for the next 20 years. i am willing to live with those inconveniences. all of us expect this, and in the united states. i understand there are concerned about this. i think this project was well thought out. i think the developers' hands are pretty much tied. i think the location of this where it is being built does make sense. there will be a lot more housing than before. 19th avenue, you have a lot of ways to move in and out. there is also the muni that is going to be there.
8:36 pm
there may be less traffic coming into san francisco. we may actually be reducing debt and not increasing it. in addition, the situation with me, it is very dangerous where the muni line comes up. it is not a good place for them to be doing that. [bell] president chiu: next speaker. >> hello, my name is tom, in miami residents of the community.
8:37 pm
i stick around because i find it to be one of the most interesting places. this is a community where i share living space with single people, retirees. it is a wonderful place to be, and i would urge you to deny the appeal on the eir. president chiu: next speaker. >> hello, my name is correne. i am a sixth generation native son. i believe in what is going to do. this goes hand in hand with what we have done in the city, cutting waste of the last couple of years. this makes as a leader not only in the country but in the rest of the world. the next generations of people here in san francisco, we hope
8:38 pm
you reject the appeal. thank you. >> good evening. my name is -- and i am a scholar of california modernism, and there are some things that have been raised. in the course of my research, parkmerced was never brought up as an exemplary project of any kind. its name is not even listed in the index. also, i urge you to consider also that the firm who is doing this is part of the legacy.
8:39 pm
they made landmarks of american modernism, and i support it. >> my name is aunt. i am an organizer for local 377. this will benefit the bay area and the greater bay area. i urge you to reject the appeals and move forward. >> good evening, supervisors. as you can imagine, in most communities, where a developer is talking about 5000 new units, there are some who would oppose it because of the vacancy rates that they expect. we are not.
8:40 pm
in san francisco, there is a desperate need for more affordable housing, more family housing. this is an opportunity for all of us to make a step in that direction to make room for our families to stay here in san francisco. as was pointed out earlier, there is a tremendous amount in san francisco, particularly on the west side. whether rental or otherwise. we need to build housing for our children in san francisco. and we need environmentally friendly housing for our children. this project is amazing from the environmental point of view. it is something that people will point to and say, "that is the
8:41 pm
way it can be done." a step in the right direction for development in san francisco. i urge you to decline the appeal of this eir. thank you very much. president chiu: next speaker. >> good evening. i am ramsey. as stated earlier, there have been numerous informational hearings with agencies regarding the project. there will be significant impacts on this project. the time for talking in learning is over. it is now time to approve this important project.
8:42 pm
any residents will be moved to a brand new unit of a similar size, and with all the protections afforded the tenants under the rent control law. these were constructed over 60 years ago with low-quality construction materials. these replacement units will remain for the life of the property, not just for that of the tenant. merced will comply with additional regulations and provide new units. tax revenues and fees to the city. the proposed project will be
8:43 pm
rehabilitating an existing site. this will provide more residential units. parkmerced is providing the example of creating living spaces and jobs in one community. i urge you to deny the appeal on the eir. [bell] president chiu: next speaker. >> good evening, mr. president, members. one of the reasons i korea last year was to try to do it. what i korea on was trying to find a way. the best way i can find for the
8:44 pm
funding of this is the approval of this project. there are changes in love heard recently from the mtc, so we can mitigate some of the 19th avenue. i do not think we will be able to do that without. i want to think one man who has worked a long time on this issue. i would like you to think ahead to 30 years from now about what this area will be like. some programs will have their facts korea and the carbon tax will have its effects. wages have actually gone down in the last 10 years. i think it would be farsighted to start restricting the parking at parkmerced early on,
8:45 pm
and i realize a lot of this is not part of the eir. i hope you will pass this on the merits of the eir alone and not on the others. the developer, as you know, has already had to reorganize ones. if this it's dragged out, the cost is going to go into the process. there are changes that need to be made. [bell] president chiu: thank you. next speaker. >> my name is scott thomas, and my wife and i moved to parkmerced 30 years ago, and we have absolutely no regrets. one of the good things about this is trust. years ago, it promised us a
8:46 pm
brand new elevators they then said they would we do the laundry rooms, in they did that. there was also exercise room in all of the towers. this is what it is all about. i trust parkmerced's management. they will do the right thing by us. president chiu: next speaker. >> i highly suggest to approve this project at parkmerced.
8:47 pm
this is something we will deal with every day of our lives. traffic. it is time for renovation. opportunities. we all want to improve our city. thank you. president chiu: next speaker. >> hello, my name is alex reyes. i have been a resident for many years, and anybody who has been there knows that the open space is pretty much an unusual -- unusable. it requires chemicals to
8:48 pm
survive. this provides acres of new space for the community. thank you. >> good evening, board of supervisors. my name is timothy, and i am a union member and also is in francisco native. i urge you to go forward with this project. this is the way we can do this. thank you. >> ok, my name is -- and i am a carpenter. we are attached to our trades.
8:49 pm
upgrade trainings. we go -- training. thank you. >> good evening, supervisors. my name is mary, and i am here to be speaking on behalf of the san francisco planning and urban research foundation, spur. we gave them our doors and back in july. i believe you have a copy of delwyn porcelain letter. if not, i will give you a copy. -- a copy of our endorsement letter. what we said is we believe the increased density, the very visible commitment to public transit, and the recognition for the neighborhood serving retail
8:50 pm
and professional services, not to mention the extensive environmental design components of this project, they are all very much in line, in our commitment to the urban smart growth design. we urge you to deny the repeal and certified the eir. thank you. >> good evening. my name is carol, and i live in a garden apartment. i have lived there for over 20 years, and we have two children. my apartment is old. not ada accessible. the plumbing services are outdated. the plumber who spoke earlier talked about the adequate plumbing. i know, because i have my neighbor's a dirty bath water come into my tub at times.
8:51 pm
it is stated. i live in a two story where the bathroom is upstairs, in item anytime and that is becoming challenging. the current space at parkmerced is mostly unusable, like he said, because it is in the center. this will create parks and fields for community use. this would continue for 20 or 30 years, and right now, we have a 25% unemployment rate. the current gardenias are reaching the end of their life. i have only moved once and one time, and there was the rent control. this newbie with replacement
8:52 pm
homes. a washer and dryer. safety will be improved, since buildings will meet and exceed requirements, which addresses the issue of constant maintenance in the existing homes. because replacement homes will be more efficient, we will probably have lower utility bills, and the community as a whole will benefit, especially seniors. i urge you to do this. >> supervisors, my name is -- i am in my 15th year of living at parkmerced. they have shown themselves to be trustworthy and caring. even though we are on different sides of the boat, this
8:53 pm
cohesion helps us deal with the situation. the owners saw the value and decided to try to keep the long- term residence where they are stable, and this project will make parkmerced a place to drive less. this will minimize the impacts. i cannot imagine a more environmentally friendly plan in san francisco. it will be an ideal place for the families to live. maintenance costs are sky high at parkmerced. the buildings need constant repairs of every kind. they have no insulation, so they
8:54 pm
have higher expenses. the bathrooms and two-store units are on the second four. san francisco is not a city that turns its back on tenants. do not forget that you are not alone. we have friends who can take action. i ask you to say yes and did give yourselves to the people of parkmerced. say yes, and you will have done a wonderful thing of great magnitude. [bell] president chiu: thank you. next speaker. >> supervisors, i am a 14-year resident of park merced. the reason there is opposition to the project is because the
8:55 pm
opponents do not like the project. this will allow the board to weigh in. we currently have one owner who wants to do the right thing for parker said in the city of san francisco. if this does not go through, this will happen to us again. the project will be borne by the current residence. there are benefits to the west side, including much-needed transportation, and as an observation, there are 8000
8:56 pm
residents, of which i m1. you the supervisors would be here. i urge you to do this. thank you. >> good evening. my name is mike corbett. i see this as a great opportunity to add 30,000 jobs and to have taxes for the city. this will enhance public transportation and have sustainable redevelopment. thank you. president chiu: before the next speaker, let me call some of the cards that i have. matthew, tony, byron, jan, david
8:57 pm
meckel, javier, sergio, matt miller, john ring, francois, andrienne, ben, kate, mary beth sanders, kim, brigitte, matt, tom, and arnie larson. >> mr. president chiu, i am here to support this project as emphatically as i can. unlike the sponsors, in human.
8:58 pm
about that money, let's be real. there are a lot of campaign contributions lying around. is this about building the kind of neighborhood that we have witnessed here tonight? building on the sinking sand? i know there is perhaps a supervisor year or two. with a "ph," for the closed captioning, like sarah palin. with the ambient -- they will need a lot of money. i urge you to think about your future.
8:59 pm
the displacement of the doctor, the chair of the program. dr. terrance -- no, but all of that aside. think of you! president chiu: next speaker. >> good evening, supervisors. i am with the local and san francisco. i urge you to reject the appeal. i think the environmental report is adequate. when this project is done, you're going to avoid all of those commuters. another thing is there was a lot of noise about local hiring.
